3 NEW BUSINESS A.DALE ATKINSON VB SD This is a request to install a temporary 20 by 12 by 12 timber mat construction entrance at Lee Avenue, remove an existing concrete bag revetment, and install and backfill an approximate 45 linear foot vinyl bulkhead located on the Chesapeake Bay in the Chesapeake Beach area. The existing concrete revetment and an upland retaining wall are in decline. The project involves alteration to a coastal primary sand dune / beach as defined in the Coastal Primary Sand Dune Zoning Ordinance and accompanying State enabling legislation. The subject resident and accessory structures are located on a beach and lack the protection of a coastal primary sand dune. Primary dunes provide a buffer against coastal flooding and erosion by virtue of their location and composition. Accordingly, all structural improvements inclusive of vertical bulkheads, should be installed as far landward of the sea as possible. The Planning Department recommends the project be approved subject to: Installation of the vertical bulkhead in-line with the cap of the existing concrete revetment. B.JOSEPH PRUEHER VB NW This is a request to install an approximate 407 linear foot oyster shell reef (3 to 4 wide 137 cubic yards), convert approximately 1,297 square feet of non-vegetated wetlands to vegetated wetlands with the introduction of an unspecified volume of sand, install approximately 110 linear feet of coir fiber logs, and augment/top dress an existing marsh sill. The project is located on Linkhorn Bay in the Linkhorn Park area. The applicant s agent has indicated that approximately 2,014 square feet of non-vegetated wetlands will be impacted and that approximately 1,297 square feet of cordgrass will be

4 installed. The applicant s shoreline is experiencing erosion induced by tidal storm events and nearby boat wake activity. All construction for the project will occur via barge. Due to the project's potential for moderate impact to vegetated wetland resources, the Planning Department recommends the project be approved subject to: 1.Filter fabric shall be installed along the landward side of coir logs and marsh sill revetments for those areas in receipt of sand backfill. Specify the height of filter cloth above sand contour elevations. 2.All sand backfill material shall be of beach quality sand. Note: The Planning Department commends the homeowner for preserving, restoring and enhancing the wetland and oyster resource. C. MICHAEL GARDNER VB NVW This is a request to install approximately 262 linear feet of Shoretec H 400 OC block erosion control revetment located on Wolfsnare Creek in the Wolfsnare Plantation area. The applicant s agent has indicated that approximately 450 square feet of vegetated and approximately 100 square feet of nonvegetated wetlands will be impacted. The applicant s agent has further indicated that the project has approximately 550 square feet of temporary impacts to the existing fringe marsh to install the structure. Impacted areas will be re-sprigged with approximately 562 square feet of cordgrass 12 on center and approximately 262 square feet of patens. The applicant s agent further states that there will be a net gain of approximately 724 square feet of wetlands. The applicant s shoreline is experiencing minimal erosion. Due to the project's potential for minimal impact, the Planning Department recommends the project be approved subject to:

5 1.The toe of the block mat shall be installed at the toe of the existing scarp. 2.Revise the site plan to note installation of patens 6 on center to be installed adjacent to and above the tidal regime of cordgrass. 3.Replace existing naturalized upland area in-kind and note on the site plan.
