5 R2:2013 Definitions FOCUS MATERIALS contain 1. Polychlorinated biphenyls (PCBs), or 2. Mercury, or 3. CRTs and CRT glass, except for glass with lead content less than 5 parts per million, and clean of phosphor, CRT fines, coatings and frit, or 4. Batteries, or 5. Whole and shredded circuit boards, except for whole and shredded circuit boards that do not contain lead solder, and have undergone safe and effective mechanical processing, or manual dismantling, to remove mercury and batteries. 6 R2:2013 Definitions NEW Collectible Electronics includes items that are rare, vintage, and that are no longer manufactured or supported by original manufacturers. Greeneye Partners Slide 6

7 R2:2013 Definitions NEW Specialty Electronics are rare and specialized equipment that is not generally available in retail. For example, medical, diagnostic, laboratory, or other devices, which are customized for a specific purpose. Greeneye Partners Slide 7

8 Provision 1: Environmental, Health and Safety Management System The most significant change is in Provision 1 Requires certification to either: a combination of ISO (environmental management system) and OHSAS (health and safety management system); OR ISRI s Recycling Industry Operating Standard (RIOS), which encompasses elements found in ISO 14001, OHSAS 18001, and ISO 9001 (quality management system). 9 Provision 2: Reuse, Recover Hierarchy of Responsible Management Strategies. A greater emphasis on the recovery of reusable and refurbishable parts A directive that states that an R2:2013 electronics recyclers shall not direct material to incineration, energy recovery, or land disposal facilities unless no reuse or recycling options are viable. 10 Provision 3: Legal Requirements. Tighter controls on imports and exports specifically mandating compliance with the export and import laws of all exporting, importing, and in transit countries regardless of whether or not they are members of the Organization for Economic Cooperation and Development (OECD). Greater emphasis placed on data security and the requirement for R2:2013 certified companies to understand their legal obligation when handling devices containing data. Greeneye Partners Slide 10

11 Provision 6: Reusable Equipment and Components. Greatest number of changes are found in Provision 6 R2:2013 company must ensure all reuse equipment has its data sanitized, and that equipment is handled in a way to prevent damage New labeling requirements that companies will need to follow R2:2013 requires a written Quality Assurance Plan Implement a written Product Return Plan and Policy The new definitions of Collectible Electronics and Specialty Electronics. 12 Provision 8: Data Destruction Data (from all media types) must be destroyed in accordance to established data destruction standards described in the NIST Guidelines Employees involved in data destruction must receive specialized training Entire process needs to be validated by an independent party Greeneye Partners Slide 12

13 Provision 11: Insurance, Closure Plan and Financial Responsibility. Requires companies to demonstrate that they have evaluated the risks arising from the scope of their certification activities Under the new standard, if a company shows it has evaluated its potential risks, and it has been determined that pollution insurance is not required for their operation, they are not required to purchase it. This can be a significant cost savings especially for a small refurbisher. Greeneye Partners Slide 13

14 Provision 13: Documentation and Recordkeeping In recognition that many certified companies have multiple facilities, wording has been changed in Provision 13 to allow for a certified facility to have access to all company documents and records necessary to demonstrate conformity to each requirement. The R2:2008 Standard required the company to maintain all documents in a single location. Greeneye Partners Slide 14

16 E Stewards: V 2.0 New Strengthened Data Security Fully incorporates EPEAT requirments No longer includes R2 Reduced air monitoring and reporting requirments if test results indicate no problems. Some electronic equipment for reuse to be exempt from tested and fully functional More comprehensive requirements for responsible management of the hazardous materials including fire safety and storage.
