1 INDIAN INSTITUTE OF TECHNOLOGY KHARAGPUR , INDIA INVITATION FOR TENDER FOR SUPPLY OF EQUIPMENT Sealed tender offers are invited in two separate sealed covers (Technical and Commercial offers) from eligible manufacturers/suppliers or their direct Indian agents for the supply of the following equipment. 2 Numbers of 20 KVA Online UPS with buyback basis of 4 Numbers of old 10 KVA Online UPS. Please send offers, ALONG WITH DESCRIPTIVE CATALOGUE/ BROCHURE. The validity of the bid should be at least four months (120 days) or more from the date of the opening of this tender. Please ensure that your quotation reaches not later than at 15:00 hrs at the following address: Prof S P Sarmah Head, Industrial and Systems Engineering, Indian Institute of Technology Kharagpur, Pin , West Bengal, India Earnest Money Deposit (EMD): An amount of Rs. 8, (Rupees Eight Thousand only) in the form of Demand Draft be enclosed along with the bid. The E.M.D. shall be from any Nationalized Bank and to be drawn in favor of Indian Institute of Technology Kharagpur, payable at Kharagpur. Any bid without EMD will not be considered. This will be refunded to the unsuccessful vendors once the process of technical and price bid opening is complete. The EMD of vendor getting the purchase order will be retained and returned six months after successful completion of the work. No interest is payable on refunds. EMD shall be forfeited if the selected vendor accepts the supply order, but is unable to execute the same. If a fault occurred to either of the microprocessors, the power supply to the protected load will not be interrupted Mimic diagram should be provided to know the status of the rectifier, inverter, battery and output. In the event of any phase reversal in the input power source, the system should neither trip nor go to battery discharge mode. It shuld work on mains but with fault alarm indicating input phase reversal. 7 General Terms and Conditions: 1 Bid: Technical Bid and Price Bid should be submitted in two separate sealed envelopes quoting reference number on the top of the envelope. Technical bid should have a copy of the price bid with costs blanked out EMD should be enclosed with the Technical Bid documents, in separate sealed envelopes, stapled with the packet containing Technical Bid documents. The OEMs may submit the bid directly, for other vendors original authorization certificate from OEM specifically against this tender is required to be enclosed. 2 Price: The price shall be quoted only in Indian Rupees, on free delivery at site basis as per format given in Annexure III. the unit price without tax and the tax breakups should be shown separately. The quoted price should be valid for a period of 180 days from the date of opening of Price Bid. 3 Earnest Money Deposit (EMD): An amount of Rs. 8, (Rupees Eight Thousand only) in the form of Demand Draft be enclosed along with the bid. The E.M.D. shall be from any Nationalized Bank and to be drawn in favor of Indian Institute of Technology Kharagpur, payable at Kharagpur. Any bid without EMD will not be considered. This will be refunded to the unsuccessful vendors once the process of technical and price bid opening is complete. E.M.D. should be enclosed separately in an envelope and stapled with the Technical Bid document. 4 Payment Terms: 90% Payment shall be made after successful installation of the Equipment/System and necessary developer and/or user s training duly certified by the Head, ISE Balance 10% may be released against submission of Performance Bank Guarantee to the tune of 10% of the total purchase order value. The Performance Bank Guarantee shall be issued from any Commercial Bank, validity of which shall be five years plus 60 days drawn on any commercial bank. In the event of failure to deliver the stores beyond the specified date, liquidated 1 % per month or part thereof in respect of the value of stores will be deducted, subject to a maximum of 5%; alternately the order will be cancelled and the undelivered stores purchased from elsewhere at the risk and expense of the vendor. The Purchaser will not pay separately for Transit Insurance. 5 Warranty: 3 years Comprehensive on site OEM warranty, from the date of successful installation of the 20 KVA UPS and 2 Years for the Batteries.. 6 Completion of the Work: The equipment should be supplied and Installed within 60 days from the date of receipt of the Purchase Order. 7 Tender are invited complying the requirement for tender as detailed in the tender specification to be submitted in the company s / firm s letterhead neatly printed / typed duly signed by authorized person with the seal of the bidders. All envelops containing

8 the tender should be properly sealed. Separate envelops should be used for technical and price bid and indication to their effect may please be superscript on the Envelop. 8 Compliance List: Compliance of all listed Technical specifications and General terms & conditions should be indicated on a separate sheet. 9 Period of Validity: Bids shall remain valid for acceptance for a period of 180 days from the date of opening of the price bid. The benefit of downward prices (revision on account of budget/financial policy, tax revision, etc.) should be given to IIT Kharagpur by the selected OEM/vendor. 10 Bidders should enclose the following documents: (i) (ii) (iii) (iv) (v) Certificate of Registration/ Trade License Copy of PAN card and GSTN registration papers Audited statement of accounts and IT returns for the last three years. Vendors must submit appropriate authorization certificate and letter from their OEMS, for participation in the said tender. (MAF) Bidder should provide Engineers details with all contacts. 11 Firms has to guarantee support for the 20 KVA Online UPS for a minimum period of 3 year replacement warranty. 12 Bidder should have similar installations of minimum 3 Nos. in any Research & Educational Institutes which are running more than 3 years. Proper evidence should be provided. 13 Bidder should have at least 4 engineers to attend the calls within 24 hours. Maintenance and service requests must be attained within 2 working days. 14 Bidder should be authorized partner of OEM 15 Acceptance of Tender: The Authority of IIT Kharagpur reserves the right to accept/ reject any or the entire tender bids received without assigning any reason thereof. 16 Conditional Offer will not be accepted. 17 Past Performance of the Vendors will be judged at the time of Technical Evaluation. 18 Opening of Price Bids: The Price Bid(s) of only those vendor(s) who are found technically qualified will be opened and the same will be opened before the technically qualified vendor(s). The date for opening of price bids will be notified separately. 19 All tenders are to be submitted or handed over to the office of Prof S P Sarmah, Head, Industrial and Systems Engineering, Indian Institute of Technology, Kharagpur. The price bids once submitted shall be property of the Institute and shall not be returned to the vendor in future. 20 The person/ officer signing the tender documents should be delegated with an appropriate authority. 21 Tenderer or his/her authorized representative (with proper authorization letter for opening of the Technical bids and price bids) may choose to be present at the time of opening of Technical bids and Price Bids.

9 22 Bidder should submit printed technical literature / brochure of the offered model, which should be fully complied with the specification as mentioned above otherwise the bid will be disqualified. 1. Late Tenders: tenders received after the due date and time of submission as mentioned above shall not be accepted. 2. IMPORTANT 1. A bid submitted with false information will not only be rejected but also the OEM/vendor will be debarred from participation in future tendering process. 2. In case of any disputes, or differences arising under, out of or in connection with the contract, if concluded, shall be subject to the exclusive jurisdiction at the place from which the acceptance of Tender is issued, i.e., Jurisdiction of KOLKATA HIGH COURT. acceptance to this effect is also necessary at the time of opening of Technical Bid. 3.
