WORK: The applcant proposes to fll approxmately acres of wetlands assocated wth the constructon of an automoble dealershp off McAlpne St. n Dbervlle, Harrson County, Msssspp. (A porton of ths ste was prevously authorzed for development under Department of the Army permt number SAM SPG, Cty of Dbervlle, MS, for the Ocean Expo project. However, the authorzed fllng of a wetland dran was not accomplshed.) The proposed placement of the fll s to construct an access road and ste development. The access road was not a part of the prevously ssued permt. The total project ste s approxmately acres n sze, of whch acres have been dentfed as wetlands. mpacts nclude fllng acres of hardwood dran wetlands and acres of pne savanna wetlands. The applcant proposes to provde n-knd compensatory mtgaton through a bank.

2 CESAM-RD-C Publc Notce No. SAM ALM Aprl 15, 2016 Page 2 of 3 The applcant has appled for state water qualty (WQ) certfcaton n accordance wth Secton 401 (a)(1) of the Clean Water Act, and for coastal zone (CZ) consstency n accordance wth the State Coastal Zone Management Program. Upon completon of the requred advertsng and publc comment revew, a determnaton relatve to WQ certfcaton and CZ consstency wll be made by the Msssspp Offce of Polluton Control and the Msssspp Department of Marne Resources. Ths publc notce s beng dstrbuted to all known nterested persons n order to assst n developng facts on whch a decson by the U.S. Army Corps of Engneers can be based. For accuracy and completeness of the record, all data n support of or n opposton to the proposed work should be submtted n wrtng settng forth suffcent detal to furnsh a clear understandng of the reasons for support or opposton. The decson whether to ssue a permt wll be based on an evaluaton of the probable mpact ncludng cumulatve mpacts of the proposed actvty on the publc nterest. That decson wll reflect the natonal concern for both protecton and utlzaton of mportant resources. The beneft whch reasonably may be expected to accrue from the proposal must be balanced aganst ts reasonably foreseeable detrments. All factors whch may be relevant to the proposal wll be consdered ncludng the cumulatve effects thereof; among those are conservaton, economcs, aesthetcs, general envronmental concerns, wetlands, hstorc propertes, fsh and wldlfe values, flood hazards, floodplan values, land use, navgaton, shorelne eroson and accreton, recreaton, water supply and conservaton, water qualty, energy needs, safety, food and fber producton, mneral needs, consderaton of property ownershp and, n general, the needs and welfare of the people. The Corps s solctng comments from the publc; Federal, State, and local agences and offcals; ndan Trbes; and other nterested partes n order to consder and evaluate the mpacts of ths proposed actvty. Any comments receved wll be consdered by the Corps to determne whether to ssue, modfy, condton or deny a permt for ths proposal. To make ths decson, comments are used to assess mpacts on endangered speces, hstorc propertes, water qualty, general envronmental effects, and the other publc nterest factors lsted above. Comments are used n the preparaton of an Envronmental Assessment and/or an Envronmental mpact Statement pursuant to the Natonal Envronmental Polcy Act. Comments are also used to determne the need for a publc hearng and to determne the overall publc nterest of the proposed actvty. Any person may request, n wrtng, wthn the comment perod specfed n ths notce, that a publc hearng be held to consder ths applcaton. Requests for publc hearngs shall state wth partcularty, the reasons for holdng a publc hearng. Evaluaton of the probable mpacts nvolvng deposts of dredged or fll materal nto waters of the Unted States wll nclude the applcaton of gudelnes establshed by the Admnstrator of the U.S. Envronmental Protecton Agency.

The Natonal Regster of Hstorc Places has been consulted and no propertes lsted n or elgble for the Natonal Regster are known to exst whch would be affected by the proposed work. The Corps has made a prelmnary determnaton that there wll be no effect on cultural and hstorc resources wthn the permt area. However, we are seekng comment from the State Hstorc Preservaton Offcer, federally-recognzed Amercan ndan trbes, local hstorcal socetes, museums, unverstes, the Natonal Park Servce, and the general publc regardng the exstence or the potental for exstence of sgnfcant cultural and hstorc propertes whch may be affected by the work. Ths acton consttutes the full extent of cultural resources nvestgatons unless comment to ths notce s receved documentng that sgnfcant stes or propertes exst whch may be affected by ths work, or that adequately documents that a potental exsts for the locaton of sgnfcant stes or propertes wthn the project area. A prelmnary revew of ths applcaton, the U.S. Department of the nteror Lst of Endangered and Threatened Wldlfe and Plants, the applcants speces survey, and fndngs of the U.S. Fsh and Wldlfe Servce dated February 21, 2014, ndcate the proposed actvty wll have no effect on endangered or threatened speces, or ther crtcal habtat. Ths notce serves as request to the U.S. Fsh and Wldlfe Servce and Natonal Marne Fsheres Servce for nformaton on whether any lsted or proposed to be lsted endangered or threatened speces may be present n the area whch would be affected by the proposed actvty.
