1 Public Utility District No. 1 of Skamania County Post Office Box 500 Carson, WA Phone (509) Fax (509) Toll Free (800) ELECTRIC LINE EXTENSION If you are purchasing property and want to develop it, please give our Customer Service Representatives a call to start the line extension process. Our operations staff will meet with you at your property site, answer questions you may have, explain to you what your responsibilities are, offer some suggestions, and prepare a line extension agreement specifying customer costs. Customer Responsibilities Contact Skamania PUD Customer Service to complete a Service Request for Line Extension and schedule a site visit with the General Foreman. Be prepared to provide your parcel number. Work with your electrician to determine the proper service size and type (Overhead or Underground) for your new home or building. Obtain any required Skamania County building permits, road utility permits, and National Scenic Area land use approvals. Contact telephone, gas, water, and cable TV companies to coordinate installation of utilities for a shared trench. (Sewer and septic lines are not allowed in the shared trench) Call 811 at least 2 days prior to any digging to have all underground utilities located. Complete Electrical Inspection application and inspection through Washington State Department of Labor and Industries. See Inspections on Page 2 for more information. Pay all line extension fees. Provide all trenching and backfill per standard drawing. Contact Skamania PUD once the trench is open. Provide, install and maintain the meter base. Set up an account for billing. Skamania PUD Responsibilities Complete a site visit and follow-up with a fee estimate Determine if any easements are required Supply and install the primary and secondary electrical facilities (including conduit and wire) and meter. Certify that the customer supplied meter base and trench meet PUD specifications prior to service being connected. Once the line extension is energized, Skamania PUD takes over ownership and is responsible for repairing and maintaining the electric facilities up to the service entrance equipment. Page 1 of 2

2 Fees During the scheduled site visit, the general foreman will determine the required equipment and length of wire needed to complete the line extension. A fee estimate will be created to cover all expenses associated with the line extension. A customer is required to pay for all fees in advance of installation of conduit and wire. Easements and Permits Skamania PUD will determine if an easement is required to install the line extension. All required easements and permits must be executed and on file with Skamania PUD prior to construction. The customer must provide the necessary signatures on easement forms prepared by the District and will furnish such easements to the District. An easement may be required from owner(s) of all properties that District facilities will cross, in addition to the property being served. The Customer, at the customer s expense shall secure all necessary easements. Trenching in a public right-of-way or crossing under a public roadway requires a roadway utility permit from the governing jurisdiction. This must be applied for and issued to the licensed and bonded contractor doing the work in the right-of-way. The Customer is responsible for all fees associated with this permit. No work in the right-of-way shall be performed until this permit has been secured. The customer may be required to provide a copy of the permit prior to District work commencing. Tree Clearing The customer shall remove all trees and brush from the power line easement, which will be maintained by the District in the future. District personnel will approve the clearing before the job is released for construction. When clearing is needed in a public right-of-way, the District s tree clearing personnel will do the clearing at the customer s expense. Inspections Electrical installations must be applied for and inspected by the Washington State Department of Labor and Industries Electrical Inspector AND a Skamania PUD field representative prior to energizing the service. The customer (or customer s electrician) is responsible for meeting all of the requirements for temporary and permanent service equipment in compliance with the NEC (National Electric Code), WAC (Washington Administrative Code) and any other federal, state and local codes and ordinances that apply to the project. To get more information on electrical inspections cal (360) or visit Meter Base Location The meter base must be located on the outside of the structure and in an area that will allow for unrestricted access by District personnel. Meter bases are not allowed in areas subject to being enclosed or fenced in (patios, decks, porches, breezeways). Typically, this is the front one-third of the home that faces the street or driveway. All meters must be located between 5' and 6' above finish grade. Applicable Standard Drawings Please review the following standard drawings before starting construction. In an area that is NOT subject to being fenced in or enclosed (patio, deck, carport, backyard, under stairway). In an area not subject to damage from vehicles. On a structure that is owned by you. All meters must be mounted between 5' to 6' above finish grade. All meters must be at least 36" from any gas meter. In an area where Skamania PUD personnel can safely obtain access for reading, testing and disconnecting in emergency situations. General Notes The meter base must be designed for underground use with minimum dimensions of 12" wide by 15" high. Clear working space of 3' deep in front of the meter is to be maintained and kept clear of obstructions including landscaping, decks, air conditioners etc. 20" minimum horizontal and vertical clearance must be maintained between the center of any meter and any obstruction. Enclosing residential meter bases is not acceptable.
