1 SUB-METER APPLICATION The Department of Public Works (DPW) coordinates the authorization, purchase, and inspection of sub-meters with the Applicant and the Portland Water District (PWD). ALL SALES ARE FINAL. NO RETURNS. Steps for purchasing and activating a sub-meter: 1. Complete highlighted portions of application; 2. Submit completed application and most recent PWD bill to DPW staff for review of purpose, size and location of sub-meter. 3. DPW approves application; 4. Applicant pays for sub-meter at DPW Front Desk or by arranging credit card payment via telephone; 5. DPW approves PWD to mail sub-meter (or order for pickup if greater than 3 ); 6. Applicant installs sub-meter, then notifies DPW for third party inspection; 7. DPW contacts authorized plumbing contractor for inspection of the installed sub-meter; 8. After inspection is approved, DPW notifies PWD to activate the sub-meter. Sub-meters must be activated to receive credit. The applicant agrees to abide by all provisions of Chapter (c) of the Portland City Ordinance and the Rules and Regulations for the Use of the Sewer System. The customer bears all costs associated with installation and maintenance of the sub-meter. The following types of sub-meters can be installed: 1. Deductive/Subtractive Sub-Meter: which your wastewater bill is reduced by usage that flows through this sub-meter and does not discharge to the sewer. This is used to measure water not entering the sanitary sewer system and is normally associated with irrigation of lawns and gardens, cooling towers on buildings and pool filling. This is typical for most residential applications. 2. Sewer/Reverse Mode Sub-Meter: which your wastewater bill is calculated on usage that flows through this sub-meter and discharges into the sewer. This sub-meter is used to measure water being discharged to the sanitary sewer system and normally associated with post process wastewater, cooling tower blow down or industrial wastewater discharge. By installing, your wastewater bill will be calculated by the volume that discharges through this sub-meter. 2 and requires annual calibration by a certified technician/ plumber with documentation submitted to the City. Sub-meters 2 or less will be shipped directly to the applicant. Sub-meters 3 or larger must be ordered and picked up at PWD (225 Douglass Street) after being contacted. PWD s mobile meter reading vehicle must be able to read the sub-meter from the main road without entering the customer s driveway. Factors like terrain surrounding property; distance from the property to the main road (ideally less than 300 ft); and distance the sub-meter is to an outside wall could interfere with transmission of the reading. DISCLAIMER: PWD does not guarantee sub-meter will be able to be read from the main road. If PWD is unable to read sub-meter from the main road on the first read date following installation, the customer will be notified by PWD the sub-meter could not be read. No credit will be given until meter can be read. Customers can contact PWD to troubleshoot the reading by first establishing a good read in the driveway. A successful driveway read indicates equipment is working properly, but the meter and/or electronic reading device may need to be re-positioned to get signal from the main road. There is a PWD Troubleshooting Fee of $19 per visit for this service that will be billed to your PWD account. Sub-meters should be installed horizontally for the most accurate readings. A testable backflow prevention is recommended and City of Portland follows the Uniform Plumbing Code.
