2 1. Background As for Bank's mission to outreach in the card market and expand the card business, KBZ Bank is rapidly expanding its card issuance base. The Bank is preparing towards launching of various types of cards and is looking to select reliable and reputed plastic card manufacturer/s capable of supplying the plastic cards as per the specification and requirement of the Bank. 2. Statement of Purpose This RFP has been published to seek proposal from interested manufacturers/ suppliers to supply the plastic cards as per the Bank s specification and quantity. 3. Scope of Work Following will be the scope of work/ requirement of this RFP: - Supply of required number of plastic cards as per specification of MPU Debit Card. - Confirmation of certification of EMV chips and applets as required for MPU Debit card Procurement of Plastic Cards. - Support to the Bank or authorized third party personalization vendor as required for producing First production card. - Card Artwork/ Physical Plastic Approval as required. - Card Perso Validation as required. - Test Perso for personalization using the IC Card. Card Specification: - Certification : Myanmar Payment Union Debit Card - Magnetic Stripe : 3 (three) track, HICO and ISO/IEC 7811 (2, 4-6), adopt 500~4200 Oersted high-density stripe, comply with ISO/IEC7811 (1-6) and ISO/IEC7813 standards. - Chip : Compliance with the requirements of relevant standard ISO/IEC /2/3, ISO/IEC 14443, ISO/IEC Card Size - Card thickness : 0.76 mm±0.08 mm - Card Height : mm±0.30 mm - Card Width : mm±0.30 mm - Radius of all corners : 3.18 mm±0.30 mm - Material Cards : PVC or PVCA laminated plastic or material, or other materials with the same durability and opacity as PVC/PVCA that should at least meet ISO/7810 standard and meet the performance and feature requirements for printing of individual identification card specified by ISO standard. Protection film should be provided for the card front and back of Cards - Applet / Application : MPU applet 1

3 - Platform : Java - Data Authentication : DDA & Able adopt CVN - EEPROM : 8KB - Design Standards : MPU Standards - Standard Cryptography : 3DES & RSA - Special Requirement : RED Core, Magnetic Stripe Printing 4. Outcome and Performance Standards Expected target in the procurement of these cards is timely delivery and quality card that can be reliable. 5. Deliverables Delivery schedule for the procurement of these cards are expected to start at: - Proposal Received 19 th May Commercial Negotiation 22 nd May Award of Contract 5 th June Test/ UAT card readiness (Chip & Applet): Latest by 9 th June Delivery of the first batch of production cards: Latest by 15 th July The process of testing and exchange key exchange process can be done simultaneously along with the card manufacturing process. - The deliveries will be made as per the instruction of the Bank, which will not be less than 50,000 in a single lot order. - All the deliveries should be made at KBZ Card department or warehouse within Yangon city. - The price quoted per card should be delivery price at KBZ Card department or warehouse in Yangon including all the tax, charges, transportation, duties, lading/ unlading etc. - The estimated quantity of the plastic cards to be supplied within 2 years period will be more than 1 million cards including different artwork and cards. 6. Term of Contract The contract shall come into force from the Effective Date, and remain valid for Two (2) years thereof, UNLESS it is extended by the Parties in writing or terminated early According to Agreement. 7. Payments, Incentives, Penalties and Submission Fee Payment card procurement will be done based on the following calculation: - 50% of the invoice value will be released in advance for every lot. - 50% of the invoice value will be released within 10 days after delivery of the cards. - The Bank reserves the right to deduct any charges towards damaged cards (physical, chip) etc. - The Bank reserves the right to reject the supplied cards in full or partial if it does not meet standard as agreed in terms of color, logo, specification etc. - The Bank reserves the right to charge 10% of invoice value per day for delay in delivery within specified date for whatsoever reason except force measure like natural disasters, war, earthquake, political instabilities etc. 2

Contractual Terms and Conditions Standards of the supplied cards must be in accordance with the certification of the principal and in accordance with the standards of the respective payment card associations. KBZ Bank shall be under no obligation to accept the lowest or any other offer received in response to this tender notice and shall be entitled to reject any or all offers including those received late or incomplete. KBZ Bank reserves the right to make any changes in the terms and conditions of purchase. KBZ Bank will be under no obligation to meet and/or have discussions with any bidder, and / or to entertain any representation. 9. Requirements for Proposal Preparation Proposals should be submitted within deadline as follows in separate sealed envelope: a. Technical Proposal: Technical proposals must contain following supported by evidence document: 1. Company Information (OEM & Local Representative Brief profile, Registration Documents, Owners details. 2. Specifications of cards offered. 3. Reference from existing customers in Myanmar & abroad. 4. Confirmation of certification from respective card brands. 5. Contact Person in charge for technical information and payment. b. Commercial Proposal: Commercial proposal should be submitted in separate sealed envelope and should contain following: - Cost per card for 300,000, 500,000, 750,000, 1 million and above 1.3 million cards over the contract period. Note: a. The price should be same as above for partial order. However per order lot will not be less than 50,000. b. The quoted price should be same for any artwork and designs/ effects etc. c. The quoted price should be ex delivery to KBZ card department or other location in Yangon including all the cost, taxes, duties transportation etc. d. Details and payment method. 3
