6 1 Introduction Fayez and Patrizia Ghadban have retained to undertake a noise impact assessment in support of a site plan application for the development of a 6 unit apartment building at 826 Pinecrest Road. The site is located in a residential neighbourhood on the west side of Pinecrest Road between Carling Avenue and Richmond Road. The site location is shown on Figure 1 in Appendix A. There is currently a single family home and detached garage on the lot. It is proposed to demolish the existing house and garage and construct a 3 storey apartment building consisting of six 2-bedroom apartment units. The site will be accessed from a driveway off Pinecrest Road. This study was carried out in accordance with City of Ottawa and Ontario Ministry of the Environment (MOE) Noise Control Guidelines. This report addresses concerns with respect to anticipated noise levels at the proposed housing units resulting from traffic noise. The findings of the study will address noise levels and recommend noise abatement measures that may be required to achieve acceptable noise levels. The site is adjacent to Pinecrest Road, Richmond Road and Carling Avenue, all of which are arterial roadways and therefore require the completion of a noise impact study. This noise impact study is prepared to address the following conditions as identified in the City of Ottawa s Noise Control Guidelines: Where a new development is proposed within 100m from the right-of-way of an existing or proposed road arterial, major collector or bus Transitway, 250 meters of an existing or proposed highway, light rail transit corridor or a secondary main railway line, or 500m from the right-of-way- of a freeway or 400-series provincial highway or a Principal Main railway line, the City will require a noise study to be prepared. 2 References A summary of the documents that were referenced during the preparation of this report include the following: Ontario Ministry of the Environment publication LU-131, Noise Assessment Criteria in Land Use Planning, and accompanying Annex, dated October Ontario Ministry of the Environment publication NPC-205, Sound Level Limits for Stationary Sources in Class 1 & 2 Areas (Urban). 7 3 Sound Level Criteria Ministry of the Environment (MOE) requirements and the City of Ottawa Guidelines include limitations on indoor and outdoor sound levels from road traffic which are summarized in Table 3-1 below. Because noise from roadway traffic fluctuates over the audible range of hearing, it is convenient to describe noise in terms of an equivalent 24-hour sound level (denoted as Leq). MOE Guidelines require that traffic noise be evaluated in relation to specific locations during certain time periods. In general, noise levels are predicted for outdoor living areas (generally the backyard of a residential home) during the day and for indoor areas (living and dining areas during the day and bedrooms during the night-time. A summary of these requirements are shown in Tables 3-2 through

11 3.1 Vehicular Traffic Noise Noise emanating from Pinecrest Road, Carling Avenue and Richmond Road were accessed within the site on each side of the proposed building. Refer to Figure 2 in Appendix A for noise source and receive locations. In general, noise levels are predicted for outdoor living areas (OLAs) during the day and for indoor living/dining areas during the day and bedrooms during the nighttime. For this project there are no amenity spaces that meet the requirements of outdoor living areas (OLA). The balconies are too small to meet the requirements and have a depth smaller than 4m, and therefore will not be assessed. Noise levels were calculated (or predicted) at the Plane of the Window (POW) for a particular time period, either day-time or night-time, and were used to dictate the action required to achieve the recommended sound level requirements. The mitigation of the indoor sound levels will be achieved by proper selection of building architectural components (walls, windows, doors), based on the noise reduction required. The 16-hour daytime and 8-hour nighttime sound levels were calculated at four (4) locations within the proposed development. The results of the predicted noise levels at the four locations stipulate the ventilation and building code and associated warning clause requirements. Daytime and nighttime sound levels were assessed for the following locations: North façade (denotes as NORTH) South façade (denotes as SOUTH) East façade (denotes as EAST) West façade (denotes as WEST) 3.2 Aircraft/Airport Noise The site is located outside the Airport Vicinity Development Zone and outside the Airport Operating Influence Zone as per Schedule K of the Ottawa Official Plan. The site is also outside both the 25 NEF and NEP contours therefore noise from air traffic does not impact this site and will not be examined in this report. 3.3 Stationary Noise A review of the surrounding building uses and the zoning of adjacent properties were completed in order to determine if there was a potential impact or influence from stationary noise sources. Typically industrial and commercial land uses can be a potential stationary noise source. For a Class 1 area, the potential influence area is 70 metres. As there are no commercial or industrial land uses within the potential influence distance of 70 metres, no stationary noise assessment is required.. 5

12 4 Road Noise Prediction Procedures All noise levels have been predicted using MOE s software and methodology. STAMSON Version 5.03 (1999), which is based on the Ontario Road Noise Analysis Method for Environment and Transportation ( ORNAMENT ) Model, was used for all calculations in this report. Detailed output files are attached in Appendix C for reference. In addition to the traffic data that was used in the analysis, theoretical noise predictions were based on the following information: Truck traffic on all streets and roadways consists of 5% heavy trucks, 7% medium trucks. The Day/Night split used for roadways and freeways was 92% and 8%. Intermediate surfaces between the source and receiver locations was assessed as a reflective ground surface. Topography was assessed as flat/gentle slope. Road pavement and road gradient was assessed as typical asphalt or concrete and flat grade. For all modelling with STAMSON, source and receivers were assumed to be elevated with a reflective separating surface. This ensures that no ground absorption is applied to the prediction results. Therefore when no ground absorption is applied, the predicted sound levels do not increase with the height of the receiver, and the results are the same for all floors. This is a conservative assumption which simplifies the prediction of sound levels on all floors. Noise levels were assessed at the building facade. Traffic information used for this study was obtained from the review of existing roadway conditions and reference to the City of Ottawa s Noise Control Guidelines. In proximity to the site, a total of three roadways are within the required distance for potential noise impact evaluation. The roadways are as follows: Pinecrest Road Richmond Road Carling Avenue All three streets noted above are classified as 4 lane arterial roadways. Carling is classified as a 4-lane urban arterial divided (4-UAD), whereas Pinecrest and Carling Avenue were classified as 4-lane urban arterial undivided (4-UAU). All roadways have a 50 km/hr posted speed limit. Road and traffic parameters used in our analysis are summarized in Table 4-1 below. 13 5 Summary of Results The predicted noise levels at the building facades ranged from approximately 54 dba to 72 dba during the day and 46 dba to 61 dba for the nighttime. A summary of predicted noise levels for various assessment locations is summarized below in Table 5-1. Detailed results and output from Stamson Version 5.03 are contained in Appendix C. Based on the above results, Table 6-2 below summarizes the abatement requirements for the building, taking into account the layout of the apartments and the locations of the rooms and their respective components (window s, walls etc.). 7

The appropriate building components are selected on the basis of the Acoustic Insulation Factor (AIF) which is related to the difference in indoor and outdoor levels. The Acoustic Insulation Factor (AIF) needed to control the road traffic noise is calculated as follows: AIF = L eq outdoor façade L eq indoor + 10 log C + 2 Where Leq outdoor façade = Outdoor façade sound level Leq indoor = Indoor objective sound level C = Number of building components forming envelope of room (typically equals 3 for a corner room and 2 for other rooms) The proceeding table below outlines the AIF required for various road traffic sound levels as well as the glazing requirements to meet MOE guidelines. 8

The remaining exterior wall types only need to meet the minimum EW1, which is a typical exterior wall with vinyl siding. It is recommended that a qualified acoustic consultant inspect the building plans and certify that window and wall 9

16 components selected for construction will be adequate to meet the indoor noise criteria as identified above. 8 Recommendations We recommend that the Site Plan application for the proposed development at 826 Pinecrest be approved from a Noise Study assessment perspective, based on the following: As there are no outdoor amenity spaces (outdoor living areas) provided, there are NO noise attenuation measures provided. All building components shall be deigned to achieve the necessary indoor noise level criteria. Components used for the proposed building to meet the AIF requirements of Table 7-2. In summary: windows facing Pinecrest Road to have a STC rating of Walls facing Pinecrest Road to have a minimum EW2. The proposed building plans indicate that the front façade facing Pinecrest Road consists of brick and stone therefore meeting the wall type requirements. For all units a Type D warning clause for ventilation is required. The following Notices on Title for the residential units shall be included in all Agreements of Purchase and Sale in accordance with the terms specified by the Development Agreement: Type D Warning Clause This dwelling unit has been supplied with a central air-conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of the Environment s noise criteria. The Transferee covenants with the Transfer or that the above clause, verbatim, shall be included in all subsequent agreements of Purchase and sale and deeds conveying the lands described herein, which covenant shall run with the said lands and is for the benefit of subsequent owners of the said lands and the owner of the adjacent road. It is recommended that a qualified acoustic consultant inspect the building plans and certify that window and wall components selected for construction will be adequate to meet the indoor noise criteria as identified above. 10
