2 TONGA SDT: PREFACE The present issue of Quarterly International Merchandise Trade Statistics presents Statistics on merchandise Imports, Exports and Re-exports for the Kingdom of Tonga for the Third Quarter The quarterly reports provides more details than the monthly bulletins by commodity, country and sectors. An Introductory note explains the Sources of Data, Valuation of Imports and Exports, systems of recording and classification of the statistics and other related aspects. Imports and Exports are classified using the Harmonized System Nomenclature (HS). The Statistics Department wishes to acknowledge with appreciation the cooperation extended by the Customs authorities in Nuku alofa (Tongatapu) and Neiafu (Vava u) and other Enterprises in making available relevant documents to facilitate the preparation of this report. 7 INTRODUCTION General Statistics presented in this report cover all goods imported into and exported (including those re-exported) from the Kingdom under Customs Act No.25 of 1999 on Private, Government and Quasi-government accounts during the stated period, except: Direct transit trade goods transshipped through the Kingdom Goods exported expounded warehouse Migrants and passengers effects for which a customs entry is not received Post Parcel imports and exports of small value for which customs entries are not received Samples, advertising materials and patterns of No Commercial Value (NCV) Source of Data The Statistics presented have been compiled from import, export and re-export entries submitted by importers and exporters or their authorized agents to the Customs Division as required by the Customs Act and Regulations. The import entries show the country of consignment and country of origin, the date of clearance of goods through customs, description and value of each item of goods and the amount of duty collected thereon. The export and re-export entries show the port of shipment and the country of destination of goods, date of shipment, description and value of each item of goods, and export duty if any realized thereon. All the entries are checked by the authorized officers of the Customs Division for various particulars and duty assessment, and are then passed on to Statistics Department on electronic forms for further processing. Valuation i. Imports The valuation of Imports is taken at CIF basis; that is the normal price of the goods delivered to the buyer at the port of importation in Tonga together with freight, insurance and commission costs and all charges and expenses incidental to the sale and delivery of the goods at the port of importation but excluding excise duties sales, purchase or value added tax or other costs payable in the country of export and further excluding any import duty or other tax payable in Tonga. Values are shown in Tongan currency (TOP). ii. Exports Two systems of valuing exports are used: a. Goods sold and shipped abroad are valued on FOB (free on board) basis; that is, the price, which a buyer would pay for, the goods on board a vessel at the port of shipment in Tonga exclusive of local port charges and taxes. b. Certain commodities are shipped on consignment basis, their selling prices are not known until these goods are disposed of at their destination. In such cases, f.o.b. values are assessed on the basis of prices current at the time of export. System of Recording the Statistics: The Statistics presented in the Report are on "General Trade" basis. This means all goods, which enter the Kingdom whether directly for domestic consumption or into bonded warehouse are recorded as imports. Similarly all goods shipped abroad are shown either as exports or as re-exports as applicable.

8 1. Imports: a. Merchandise Trade: Imports trade includes goods, which add to the stock or material resources in Tonga as a result of their movement into the country. Similarly, imports are not confined to goods which are the subject of a commercial transaction but cover all goods which meet the above criterion. Non-Merchandise Trade: b. Non-Merchandise Trade goods are those recorded separately from Merchandise Trade. Included in Non-Merchandise Trade are: i. Goods being returned after repair or modification from overseas ii. Leased or loaned goods c. Exclusion: i. Temporary imports into Tonga such as tourists effects including vehicles, travelers samples, returnable containers, ships and aircraft engaged in international trade and transit or transshipment of goods. ii. Fish and other sea products landed in Tonga from either extra-territorial waters or the high seas by Tongan vessels. iii. Goods, other than motor vehicles imported for official representative of overseas countries. iv. Passengers baggage (except vehicles) imported permanently. v. Currency transactions in Gold, Silver and Current Coin vi. Imports of a value not exceeding $10 for which customs entries are not required. vii. Goods on loan. viii. Replacements for short shipped or short packed goods previously recorded. ix. Goods imported for use by foreign armed forces. 2. Exports: a. Merchandise Trade: Merchandise Trade includes goods, which subtract from the stock or material resources in Tonga as a result of their movement out of the country. Consequently, the term Merchandise need not be confined to goods, which are the subject of a commercial, transaction but covers all goods which meet the above criterion. Tonga Produce (Exports) comprise all goods and materials grown, produced or manufactured in Tonga from imported materials which have changed in character as the result of the production process. Re-exports are goods, materials, or articles exported in the same condition as that in which they were imported, and other imported goods which have undergone operations (e.g. r e- packaging or bottling) which leave them especially unchanged. b. Non-Merchandise Trade: Non-Merchandise Trade goods are recorded separately from Merchandise Trade. Included in Non-Merchandise Trade are: i. Goods being returned after repair or modification in Tonga. ii. Goods on short term loan or lease iii. Service Transactions, e.g. computer data tapes and drawings etc. c. Exclusion: i. Goods consigned to Tonga forces or diplomatic representatives overseas ii. Goods consigned for modification or repair

9 iii. Currency transactions in Gold, Silver and Current Coin iv. Exports of a value not exceeding $10 for which customs entries are not required v. Goods for foreign and projects vi. Replacements, short shipped or short packed goods previously recorded vii. Returnable containers, i.e. used gas cylinders viii. Returnable samples ix. Aircraft spares being consigned overseas for use in a Tongan aircraft and unserviceable parts, which have been removed from foreign aircraft, being returned overseas x. Temporary trade items and tourist or travelers effects leaving Tonga Country of Origin or Destination: Country of Origin for imports refers to the country where the final production of imported goods takes place and not necessarily the country where the goods were purchased. In the case of partly manufactured goods the country of origin is taken as the country in which the final operation has altered to an appreciable degree the character, composition and value of goods. Country of Destination for exports and re-exports refers to the country to which the goods are actually consigned at the time of export or re-exports. Units of Quantity: Quantity where shown, represents the net weight, volume or size of goods, excluding packing, wrapping and containers. Effort has been made to give quantity information for as many items as possible. Quantity information for a number of imported items could not be given in this report as such information was not readily available from the import entries. Quantity data have been given in metric weights and measures. Classification of Commodities: The classification of commodities both for imports, exports and re-exports is based broadly on the Harmonized System (HS) published by the World Customs Organization to assist in the comparability of the data in this Report with data published by countries in the region and elsewhere with similar classification. In few cases one item of HS has been subdivided into two or more items to reflect appropriately the Tariff structure of the Kingdom. With effect from 1 st January 1986, all imports, exports and re-exports have been classified by the institutional sectors as under: Institutional Sector: 1. 10 Value of Imports and Exports INTERNATIONAL MERCHANDISE TRADE STATISTICS Total imports for the third quarter, 2015 were $115,838,839 and Total Exports were $ 6,111,534. Of the total exports, domestic exports were $ 4,322,708 and re-exports were $ 1,788,826. Compared to the second quarter, 2015, imports has Increased by $ 6,655,550 (6.0 %) and total exports also increased by $ 348,238 (6.0 %). When compared with the previous quarter s deficit, this quarter was 6.0 per cent higher. The higher deficit was due to increase in imports of mineral products, and Prepared foodstuffs, beverages, spirits & tobacco. Exports also increased as the Vegetable products and Live animals: animal products. Graph 2: Balance of Trade

11 Imports Composition of Imports The major imports by HS Sections were Mineral products which accounted for 21.1 % of total imports, followed by Prepared foodstuffs, beverages, spirits & tobacco at 15.2 %, Machinery, mechanical & electrical appliances & parts thereof at 12.8 %, Vehicles, aircraft & associated transport equipment with 10.2 %, and Live animals; animal products at 8.5 %. The remaining % was shared by other groups. Graph 3: Composition of Imports Domestic exports Composition of Domestic Exports The major domestic exports by HS Sections was led by Vegetable products which accounted for 43.% of domestic exports, followed by Live animals: animal products at 36.2 %, and Machinery & mechanical & electrical appliances & parts thereof at 5.13 %. 12 Performance of principal domestic exports for the third quarter, 2015 Leading the principal domestic exports this quarter was Fish which accounted for 39.3 % of total domestic exports, followed by Root crops at 16.7 %, Kava at 9.3 per cent. Together they comprise 65.3 % of domestic exports. Re-exports Composition of re-exports Major re-exports by HS Sections were Mineral products which accounted for 83.9 % of total re-exports, followed by Machinery, mechanical & electrical appliances & parts thereof with %, and Photographic & optical, medical & surgical goods & clocks/watches & musical instruments with 2.5 %. The remaining 2.47 % was shared amongst other groups. Graph 5: Composition of Re-export Direction of Trade Major Suppliers of Imports New Zealand is the main supplier of imports for the Third quarter, 2015, followed by Fiji, China, Peoples Republic of, Singapore, United States of America, Australia and Japan. Collectively these countries accounted for 87.0 per cent of total imports value. 13 Major Destinations United States of America is the main destination for exports in the third quarter, 2015, followed by New Zealand, Australia, Japan and Korea. Collectively these countries accounted for 70.5 % of total exports value. Graph 7: Major Destinations United States of America New Zealand Australia Japan Trade by Geographical Regions Tonga s trade analyzed by Geographical Regions shows that Oceania dominates imports with 53.2 % of imports originating from there, followed by Asia with 33.9 %. In terms of exports, The Americas dominates with 41.3 % of exports going there, followed by The Oceania with 29.6 % Graph 8: Trade by Geographical Regions Trade by Mode of Transport Sea is the main mode of transport for Tonga s imports. In the third quarter, 2015, 68.7 % of imports came via sea whereas 51.0 % of exports went via air. Graph 9: Mode of Transport
