4 KAN TECHNICAL NOTES FOR THE ACCREDITATION OF INSPECTION BODIES IN THE SCOPE OF MARINE SURVEY 1 INTRODUCTION 1.1 These technical notes describe the notes to be complied by inspection bodies that work in the scope of Marine survey before they can be accredited. 1.2 These technical notes shall be studied in conjunction with the requirement in standard SNI ISO/IEC 17020:2012 Conformity assessment - Requirements for the operation of various types of bodies performing inspection. 1.3 Marine survey is an impartial inspection of a vessel, yacht or cargo to assist interested parties in the safe utilization of the vessel or yacht, or the safe delivery of cargo. Determining the condition and/or the value, damage of vessels, yachts and cargo. Investigating and reporting on the nature, cause and extent of the occurrence. This technical note document covers the inspection of marine survey such as: a) Pre-purchase survey: Inspection of condition and overall operation of the vessel, covers structural integrity, electrical systems, the propulsion system, the fuel system, other machinery, navigation equipment, miscellaneous on-board systems, cosmetic appearance, electronics, and overall maintenance as well as an out-of-water inspection and a sea trail. b) Insurance survey: Inspection is performed so that the insurance company can determine whether or not the vessel is an acceptable risk. Interested inspection in structural integrity and safety for its intended use. c) Damage inspection: An inspection to determine of damage stage, recommend repairs, estimate repair cost, and if requested, possible cause. d) Container inspection: Assessment of physical condition and acceptability of containers before use or after repair. e) Ship's cargo gear and accessories inspection: Inspection of the condition of loading and discharge facilities of a vessel. f) Draught survey: Determine the weight of cargoes on a vessel. g) Bunker survey: Determination the quantity of fuel received by a vessel. h) Towing and lashing inspection (warranty Survey): Survey of the fulfillment of implied warranty requirements of a vessel prior to cover insurance. i) Investigation survey: A survey conducted to find facts in a loss case covered by insurance and to verify the loss claimed by a policy holder. j) On/off hire condition survey: Assessment of the physical condition of marine transportation before and after hiring. k) Hatch I tank cleanliness: Assessment of cleanliness of ships holds or tanks in relation to the cargoes to be loaded. 1 of 5
5 I) Hull I machinery damage survey: Measuring the degree of damage of the ship's hull, engines or other machinery. m) Tank container inspection: Inspection of the completeness of tank containers accessories and its cleanliness. n) Suitability survey: Assessment of the acceptability of a vessel for certain cargoes. o) Pre-purchase survey: Assessment of the overall condition of ship's construction, engines and other machinery prior to purchase. p) Reefer space inspection: Inspection of the condition of cold storage rooms in the ship. q) Claim settlement service: Inspection for the fulfillment of requirement for claims on behalf of insurance companies or policy holders. 2 SCOPE OF ACCREDITATION 2.1 The scope of accreditation is the formal statement of the range of activities for which the inspection body has been accredited. 2.2 The scope is recorded on an accreditation schedule, which is issued together with the accreditation certificate. 2.3 The scope should be defined as precisely as possible so that all parties concerned know accurately and unambiguously the range of inspection methods and type of products covered by the accredited inspection bodies. 2.4 KAN will only accredit inspection bodies for inspections, which have been fully documented and validated. These may include national and international standard methods. client and in-house methods. 2.5 The validation of methods should not be taken for granted and the inspection bodies shall satisfy their selves that the degree of validation of a particular technique is adequate for its purpose. 3 REQUIREMENT FOR INSPECTOR 3.1 The inspection body management should ensure the integrity of inspector and that inspector is free from all pressures, which might affect their impartiality and affect their judgment. 3.2 The inspection body management shall have regulation, policy or procedures for: implementation of: A code of ethic to inspector, supervision or monitoring of inspector on-site inspection, taking legal sanction to malpractices of inspector, maintenance of detail inspection record on site by inspector. Supervision of inspection body personnel, Client feedback and or complaints for performance inspector. Annual review of inspector performance in conducting inspections by inspection body. 3.3 Inspector shall have possessing a minimum formal academic qualification not less than bachelor or diploma in the engineering, technology or science field or relevant to marine survey qualification from accredited university, institution or college.? nf <;
6 -Komite A.kreditasi Nasional 3.4 Signatory approval for KAN endorsed inspection certificates shall have minimum experience in marine survey inspection and other safe guarding systems not less than 5 years, have a well-monitored activities by inspection body supervisor as an inspector and approval by KAN based on recommendation of KAN lead assessor. 3.5 The inspector shall be competent, prompt, diligent and demonstrate respect for the marine survey profession. 3.6 Maintain and enhance their professional knowledge and expertise by participate in continuing education in the competence training certification body (technical societies, regulatory agencies or specialized professional education). Personnel used may be full or part time or freelance inspectors. 3.7 Inspector shall have sound knowledge of: a) Inspection, which entails visual assessment of damage surveys and investigations. Packaging surveys, load and securing surveys for project cargo, warehouse inspections and loss control programs. b) The legislative background to the handling of the product in cargoes. c) Practical operations on board ships and at terminals. d) Handling for the safe loading and unloading of bulk liquid or solid product or liquefied gas. e) General condition surveys (vetting inspections) and on-hired/off-hired surveys. f) Inspection of hazards and safety regulations. g) Certification and reporting. 3.8 When in the site inspection, inspector shall carry an Inspector Identity Card. Such identity card will usually bear the name of the inspection bodies and its logo, the name of the inspector, his photo and signature. the date of issue and date of expiration of the card. 4 QUALITY SYSTEM AND MANAGEMENT 4.1 The inspection bodies shall perform the services that are rendered with due care and skill and shall apply appropriate technical and professional standards to all aspects of its work. 4.2 The inspection bodies shall perform the services agreed upon with their client in an independent and impartial manner. 4.3 The inspection bodies will inform their client in a timely manner of the execution of the instructions. 4.4 The inspection bodies will usually inform the client of the observations which have been made by means of a certificate, report or other similar document. 4.5 The inspection bodies will inform their client in a timely manner if any parts of the agreed upon services cannot be performed for any reasons. The inspection bodies shall establish procedures for handling complaints received from clients and from third parties. 3 of 5
7 4.6 The inspection bodies shall have due regard for relevant health and safety regulations The inspection bodies shall keep records of the inspection. 5 INSPECTION METHODS/PROCEDURES 5.1 Inspection procedures should refer to other documents containing the following, and supplemented by any further information necessary to fully specify the examination: a) title, unique reference number, issue or revision status and date of issue; b) unique identification of inspection body producing the procedure; c) on each page, the page number, the total number of pages in the procedure and the unique reference number; d) preparation and approval signature, such that the author and the approval authority can be readily identified. 5.2 The inspection bodies will perform inspections according to the procedures, methods, rules and regulations of such associations when so requested by the client in the instructions. 5.3 Methods, procedures and standards published by national, international, or trade organizations and frequently encountered in the marine survey field can be used, such as: Indonesian National Standards (SNI), International Organization for Standardization (ISO), International Maritime Organization (IMO), etc. 6 CERTIFICATES/REPORTS 6.1 Unless otherwise specified, certificates and reports are issued to the order of the client and pursuant to its instructions. 6.2 Any data or materials obtained from third parties shall be so indicated and shall be reproduced for information purposes only. 6.3 The findings and observations of the inspection bodies are valid for time and place of inspection only. 6.4 The inspection bodies are under no obligation to refer to or report upon any facts or circumstances, which are outside the specific instructions received. Where an inspection bodies are called upon to reproduce the statements or declarations made by third parties, such as official entities, laboratories, vessels, etc., such reproduction shall be for information purposes only without responsibility of the inspection bodies. 6.5 Standard information on any certificates or reports will be: a) Inspection body name, address and logo, if applicable 4 of 5
8 b) Certificate or report number or other identification c) Date and place of issue d) Type of report or certificate e) Products inspected f) Name and address of client g) Summary of client's instructions in case of any special services h) Applicable standards, if any i) Findings and observations j) Date and place of intervention k) Authorized signature 5 of 5
