4 Priority Setting Process For Hydrographic Surveys Page of 25 Introduction This document defines the criteria used to determine how potential hydrographic projects are rated by LINZ. In order to introduce an objective method of assessing requests for new hydrographic projects (and therefore creating a Priority List), a numeric rating system was adapted from the Canadian Hydrographic Office. This system was first used by LINZ in 1997 and has been updated (1999, 2002 and 2008) to reflect changes in technology that affect the resourcing of survey projects and to incorporate new assessment criteria used by other National Hydrographic Authorities (NOAA, UKHO and RAN). 5 Priority Setting Process For Hydrographic Surveys Page 4 of 25 PRIORITY SETTING PROCESS FOR HYDROGRAPHIC WORK 1 Scope This document outlines the process used to determine the order for hydrographic projects as prioritised by LINZ. Whilst the majority of LINZ hydrographic projects (in terms of resources) relate directly to hydrographic surveys, the priority setting process may also be used to assist in determining the appropriate priority for related projects. Requests for hydrographic surveys can be made to LINZ from a number of sources. Initial inspection of each request by LINZ staff will determine whether they fall inside the LINZ mandate of hydrographic survey responsibility. If the requests do fall within this mandate, they will be prioritised using the process outlined in this document. 2 Related Standards None

7 Priority Setting Process For Hydrographic Surveys Page 6 of 25 4 Prioritising Parameters The priority setting process requires assessment of sixteen different parameters to determine a final score for each proposed new hydrographic project, be it a hydrographic survey (and associated new chart or new edition) or related project. The sixteen parameters are as follows: 1. Quality of Survey / Other Data Currently Available 2. Risk of Injury or Loss of Life. Risk of Grounding or Chart Related incident 4. Existing Chart Coverage 5. Economic Development 6. Projected Chart Use 7. Shipping Traffic 8. Shipping Cargo Tonnage 9. Return on Investment 10. Complexity of Area 11. Environmental Issues 12. Urgency of New Chart 1. Additional Factors 14. Metrication & Horizontal Datum Issues 15. Core Hydrographic Datasets 16. Required for Vector Chart Each parameter can have a maximum score of ten and a minimum score of zero. After assessing all the individual parameters for a proposed hydrographic survey, a total score can thus be determined by adding all the scores (appropriately weighted) of the individual parameters together. All the proposed hydrographic surveys are then prioritised in descending order of their total scores. It is stressed that a level of hydrographic and nautical knowledge and experience is required to make a competent assessment of the appropriate parameter score.

8 Priority Setting Process For Hydrographic Surveys Page 7 of 25 5 Weighting After a total score has been produced for each proposed hydrographic survey, the individual parameters used will also be given a weighting by the application of a weighting factor. This enables the process to account for the varying importance of the different parameters. For example, it could be considered that the parameter Quality of Survey Data Currently Available is more important than Required for Vector Chart. The weighting factor for each parameter is allocated a value from 1 to 10. Ten will represent a higher weighting than 1. Weighting will be determined by LINZ in consultation with appropriate officials (MNZ, HMSIG, RNZN) and can be changed to reflect any change in focus or political requirement. The weighted score for any particular parameter is determined by applying the following formula: S w S u F = 10 where: S w = Weighted Parameter Score S u = Unweighted Parameter Score F = Weighting Factor 6 Issuing of the Priority List A draft Priority List will be formulated by LINZ and circulated to all stakeholders (MNZ, RNZN, HMSIG members) for review. Results from this review will be provided to the Senior Hydrographic Surveyor for approval. The Priority List will then be circulated (together with this document) to all stakeholders before the end of the calendar year. The individual tables representing the scoring of parameters for each proposed hydrographic project will also be issued with the document together with the weighting table. In addition, the finalised Priority List will be published on the LINZ web-site. An Excel spreadsheet will be used to calculate, score, weight and present the data using the criteria detailed in this document. See Annex A for a flow-chart detailing the priority setting process.

Blank lines are left for subjective interpolation between firmly defined criteria.

11 Priority Setting Process For Hydrographic Surveys Page 10 of Parameter 2 - Risk of Injury or Loss of Life This factor reflects the likelihood of injury or loss of life if a maritime accident were to occur in the area. Specifically, the number of passengers carried by vessels operating in the area and remoteness from emergency assistance is to be considered. This parameter will normally carry considerable weighting and requires significant subjective interpolation. 10 Large loss of Life or Serious Injury Minimal loss of Life or Serious Injury 0

Complexity of the area, density and quality of existing data and number and type of vessels operating in the area should be considered together in determining an appropriate score. This parameter will normally carry considerable weighting and requires significant subjective interpolation. Further guidance is to be taken from any formal Risk Assessment undertaken in line with the Port & Harbour Risk Assessment and Safety Management System in New Zealand and the PHMSC. 10 High possibility of Charting related incident Low possibility of Charting related incident 0

This Parameter includes consideration of any commercial benefits that may accrue from carrying out the survey/chart. The figures for arrivals/departures should not take account of vessels transiting waterways (particularly Cook/Foveaux Strait), or ferry services. The existence of vessel choke points (eg entrance to Strait or narrow channel) should be considered in this parameter. AIS data, where available, is to be used to quantify this parameter or more

17 Priority Setting Process For Hydrographic Surveys Page 16 of Parameter 8 Shipping Cargo Tonnage Commercial shipping pressures have seen under keel clearance limits, minimum coast clearances and vessel passing distances all pushed to safe limits. An indication of the extent of this occurring can be given by the amount of shipping cargo transiting through a given area. AIS data, where available, is to be used to quantify this parameter. The return on investment should not just be seen as monetary, but should also include benefits to the wider maritime community. Where the particular type of project is not a hydrographic survey, an estimate of the resource level equivalent to the measurement criteria provided should be used. 19 Priority Setting Process For Hydrographic Surveys Page 18 of Parameter 10 - Complexity of Area In general, the likelihood of undetected dangers to navigation is higher in areas of shallow water and complex seabed topography. An examination of a field sheet or an existing chart(s) of the area would indicate areas which are deep and basically shoalfree as relatively low in complexity for survey. 20 Priority Setting Process For Hydrographic Surveys Page 19 of Parameter 11 Environmental Issues The transportation of hazardous commodities such as oil, gas or chemicals and cargoes which may have a significant impact on the environment, in the event of a maritime disaster, is to be assessed. AIS data, where available, is to be used to quantify this parameter. Further guidance is to be taken from any formal Risk Assessment undertaken in line with the Port & Harbour Risk Assessment and Safety Management System in New Zealand and the PHMSC. 10 Transport of hazardous commodities in complex areas Transport of hazardous commodities No transport of commodities dangerous to the environment
