Introduction When Trading Region South (TRS) was created on 01/04/15, the trading interconnection point between the GRTgaz and TIGF grids (PIR Midi on the GRTgazSud side and PITT GRTgazSud on the TIGF side) disappeared. The capacity restrictions due to maintenance work at the interface between the two grids can therefore no longer be directly represented by publishing the reduction at this contractual point, as is the case today. According to the principles presented by the French Energy Regulatory Commission (CRE) during its deliberation of 22 May 2014, such restrictions must therefore be applied to the other contractual exits (excluding consumption points) of the zones downstream of the congestion. In keeping with this decision, and in the case of a GRTgazSud physical flow to TIGF (this has been the almost permanent configuration for several years), the restrictions at the interface will therefore result in a reduction in the capacities at the PITT PIRINEOS and PITS exit points only. For a reverse configuration (physical flow from TIGF GRTgaz), GRTgazSud will apply restrictions to its zone's trading exits and will be responsible for publishing the maintenance schedule. TIGF has therefore modified its process for determining capacity restrictions as well as the methods of publishing the associated reduction rates. TIGF has produced this guide for shippers, it is intended to explain the principles and mechanisms used during this process and to provide the necessary keys to correctly analyse the associated publications. 4

Chosen principles Summary of the principles The new allocation process introduced during the deployment of the TRS will operate as shown in the following diagram: Calculating the reduction rates due to work at the interface. The process used to define the capacity reduction rates due to work at the interface between the two grids, GRTgaz Sud and TIGF, is as follows: 1. For each of the two physical interconnection points (Castillon and Cruzy), the maximum physical flow which can transit via the interface is defined by each Transport Grid Manager (GRT) according to its own constraints. These constraints may be nonexistent for an operator if he does not carry out work on the date in question. 2. By considering the least favourable constraint at each of the two points (Castillon and Cruzy), a maximum flow which can transit from one operator to the other is defined. 3. Because the consumption points cannot be affected by the capacity restriction, the consumption forecast for the TIGF zone (PS TIGF (TIGF exit point)) for the considered day is deducted from the maximum available flow. 4. The remaining quantity is then distributed to the two exit points, PITT PIRINEOS and PITS, in a nondiscriminatory manner, proportionally to the trading capacities. 5. These reduced capacities, which will be referred to in the remainder of this document by the term "interface capacities" are used to calculate the reduction rate at each of the grid's two exit points. 5

The entries at the PITS (draw off) and the entries at PITT PIRINEOS are not affected. 6

7 Minimum/maximum and effective rates Because it now has to report maintenance carried out on the GRTgaz grid and under the responsibility of GRTgaz, TIGF has had to adapt its publications to the GRTgaz reduction calculation process. This is because when work takes place on a GRTgaz grid artery, the GRTgaz operational teams determine, up to D-1, a range of minimum and maximum capacities also called: "CMNTt": Minimum Technical Capacity available in case of work "CMXTt": Maximum Technical Capacity available in case of work Then at D-1, the GRTgaz operator publishes effective technical capacities or "CTE" which are normally within the above range of minimum and maximum capacities. To express these different technical capacities, TIGF had to adapt its publication by introducing: minimum and maximum reduction rates for the days preceding the gas day D-1 considered effective reduction rates published only on gas day D-1 considered. PITT PIRINEOS local maintenance Work having an impact on the transit of gas to Spain may take place simultaneously with maintenance work having an impact on the physical capacities at the interface. E.g.: Work on the LACAL artery or work on the MONT compression installations Therefore, in the calculation of the reduction rates at the PITTL and PITSL, TIGF must integrate these "local" maintenance operations by introducing a "PIRINEOS local capacity". These local physical capacities can have: a direct effect on the reduced capacity at the PITT PIRINEOS and PITS exits if the local capacity is more restrictive than the interface capacity at PITT PIRINEOS. or an indirect effect due to its impact on the "communicating vessels" mechanism offered to shippers who have capacities at the two exit points (see section 4.2) Therefore, to give a complete view of the restrictions in progress on a given day, 3 groups of information are published by TIGF, i.e.: Min. and max. reduction rates at the PITT PIRINEOS exit linked with the interface work Min. and max. reduction rates at the PITS exit linked with the interface work Reduction rate at the PITT PIRINEOS exit linked with the local work The calculation of these 3 groups of rates is given in appendices 1 & 2 of this document and there are quantified examples in appendix 3 of the document. 7

10 3. Interpreting the TIGF publications This chapter is designed to provide supplementary information to best interpret the data published by TIGF via the TIGF website. Annual publication of 15 November at PITT PIRINEOS The publications of the monthly reduction rates at PITT PIRINEOS now take place by the publication of Excel files in the "Transport Publication" intranet space accessible at the following address: The annual publication (cf. figure 3) offers a monthly view of the minimum and maximum capacities offered for each month with respect to the firm capacities on PITT PIRINEOS. This formalism is an adaptation of the formalism dictated by ENTSOG for the annual work forecasts. The monthly exit capacities are calculated according to the chosen principles given in chapter 2. They are therefore the consequence of the work carried out: Either by TIGF and GRTGaz Or by TIGF only Or by GRTgaz only. On entry at PITT PIRINEOS and the PITS, the publications remain identical to what they were because they integrate the TIGF work only. Explanation of the main columns in the table: "FIRM ": monthly running total of the firm capacities over the month for the point concerned. E.g.: 30 days at 175 /d i.e "MINIMUM ": Running total of the minimum capacities from the various CMNTt at the interface over the month for the point concerned. 12 3.1.3 Publication at the PITT PIRINEOS entry - TIGF work only The reductions in the entry capacities on PITT PIRINEOS are from the TIGF work only. This time, these are operational values. TIGF has chosen to standardise the formalism of its publications by also publishing on the PITT PIRINEOS entry a table of the minimum and maximum capacities according to the formalism used at the exit. However, because TIGF does not consider the range of physical capacities for its work, the minimum and maximum capacities published are identical. Pending the deployment of the IS developments linked with the TRS, TIGF has maintained a publication continuity by publishing Excel files in the "Transport Publication" intranet space available at the following address: Note: the IS developments introduced for 1st April do not plan to publish the PITT PIRINEOS local capacity on DATAGAS and TETRA. Until there is a future development to improve this situation, this capacity will always be accessible in the Excel files indicated above. Operational calculations Breakdown of the reduction rates on the shippers' operational capacities The rates shown above are broken down into operational capacities for each shipper at the exit points which concern him: 1. For a shipper who has subscribed to capacities on only one of the two exit points, an interface operational capacity is calculated at this point (min. and max. up to D-1 and effective at D-1) 2. For a shipper who has subscribed to capacities at the two points, interface operational capacities are calculated (min. and max. up to D-1 and effective at D-1) as well as a local operational capacity on PITT PIRINEOS. 15

16 The process applied after reception of the nominations will therefore differ according to the shipper's profile: 1. For a shipper who has subscribed to capacities on only one of the two exit points, his nomination is reduced to his effective operational capacity at this point. The optimisation process which is then applied to the two exit points will potentially provide him with all or part of the nominations made beyond what was approved for him during the first step. 2. For a shipper who has subscribed to capacities at the two points, the communicating vessels principle will be applied to allow him to optimise the constraint at the interface between the two exit points (see section 4.2). For the shippers concerned, a local operational capacity is also calculated. But because the local operational capacity is 90 /d, TIGF has to cap to this value and only approve one nomination of 90 /d at this point. Optimisation of the capacities offered During the gas day allocations, the optimisation principles are applied as usual, i.e. Optimisation / UBI / Incorporation of reverse capacity. In particular, during the optimisation and UBI process, the nominations accepted for draw-off at the PITS or at the entry on PITT PIRINEOS will be added to the flows authorised on PITT PIRINEOS and the PITS for the allocation of the injection capacities on the PITS and at the exit on PIRINEOS. Important: the prorata temporis basis will be applied to each exit point separately and to the trading flow at the interface TIGF/GRTGaz. 22
