1. Introduction When Trading Region South (TRS) was created on 01/04/15, the trading interconnection point between the GRTgaz and TIGF grids (PIR Midi on the GRTgazSud side and PITT GRTgazSud on the TIGF side) disappeared. The capacity restrictions due to maintenance work at the interface between the two grids can therefore no longer be directly represented by publishing the reduction at this contractual point, as is the case today. According to the principles presented by the French Energy Regulatory Commission (CRE) during its deliberation of 22 May 2014, such restrictions must therefore be applied to the other contractual exits (excluding consumption points) of the zones downstream of the congestion. In keeping with this decision, and in the case of a GRTgazSud physical flow to TIGF (this has been the almost permanent configuration for several years), the restrictions at the interface will therefore result in a reduction in the capacities at the PITT PIRINEOS and PITS exit points only. For a reverse configuration (physical flow from TIGF GRTgaz), GRTgazSud will apply restrictions to its zone's trading exits and will be responsible for publishing the maintenance schedule. TIGF has therefore modified its process for determining capacity restrictions as well as the methods of publishing the associated reduction rates. TIGF has produced this guide for shippers, it is intended to explain the principles and mechanisms used during this process and to provide the necessary keys to correctly analyse the associated publications. 4
2. Chosen principles Summary of the principles The new allocation process introduced during the deployment of the TRS will operate as shown in the following diagram: Calculating the reduction rates due to work at the interface. The process used to define the capacity reduction rates due to work at the interface between the two grids, GRTgaz Sud and TIGF, is as follows: 1. For each of the two physical interconnection points (Castillon and Cruzy), the maximum physical flow which can transit via the interface is defined by each Transport Grid Manager (GRT) according to its own constraints. These constraints may be nonexistent for an operator if he does not carry out work on the date in question. 2. By considering the least favourable constraint at each of the two points (Castillon and Cruzy), a maximum flow which can transit from one operator to the other is defined. 3. Because the consumption points cannot be affected by the capacity restriction, the consumption forecast for the TIGF zone (PS TIGF (TIGF exit point)) for the considered day is deducted from the maximum available flow. 4. The remaining quantity is then distributed to the two exit points, PITT PIRINEOS and PITS, in a nondiscriminatory manner, proportionally to the trading capacities. 5. These reduced capacities, which will be referred to in the remainder of this document by the term "interface capacities" are used to calculate the reduction rate at each of the grid's two exit points. 5
EXAMPLE: Effective technical capacity of 350 /d at the GRTgaz/TIGF interface. 50 /d of consumption planned by TIGF in its zone (PS TIGF). Trading capacity at PITT PIRINEOS = 165 /d Trading capacity at the PITS = 277 /d Reduction rate calculations Flow available at the PITT PIRINEOS and PITS exits Distribution proportional to the trading capacities: Interface capacity at the PITT PIRINEOS exit Corresponding reduction rate: This calculation method is a non-discriminatory way to guarantee that the reduction rates at the PITT PIRINEOS and PITS exit points are identical. The entries at the PITS (draw off) and the entries at PITT PIRINEOS are not affected. 6
Minimum/maximum and effective rates Because it now has to report maintenance carried out on the GRTgaz grid and under the responsibility of GRTgaz, TIGF has had to adapt its publications to the GRTgaz reduction calculation process. This is because when work takes place on a GRTgaz grid artery, the GRTgaz operational teams determine, up to D-1, a range of minimum and maximum capacities also called: "CMNTt": Minimum Technical Capacity available in case of work "CMXTt": Maximum Technical Capacity available in case of work Then at D-1, the GRTgaz operator publishes effective technical capacities or "CTE" which are normally within the above range of minimum and maximum capacities. To express these different technical capacities, TIGF had to adapt its publication by introducing: minimum and maximum reduction rates for the days preceding the gas day D-1 considered effective reduction rates published only on gas day D-1 considered. PITT PIRINEOS local maintenance Work having an impact on the transit of gas to Spain may take place simultaneously with maintenance work having an impact on the physical capacities at the interface. E.g.: Work on the LACAL artery or work on the MONT compression installations Therefore, in the calculation of the reduction rates at the PITTL and PITSL, TIGF must integrate these "local" maintenance operations by introducing a "PIRINEOS local capacity". These local physical capacities can have: a direct effect on the reduced capacity at the PITT PIRINEOS and PITS exits if the local capacity is more restrictive than the interface capacity at PITT PIRINEOS. or an indirect effect due to its impact on the "communicating vessels" mechanism offered to shippers who have capacities at the two exit points (see section 4.2) Therefore, to give a complete view of the restrictions in progress on a given day, 3 groups of information are published by TIGF, i.e.: Min. and max. reduction rates at the PITT PIRINEOS exit linked with the interface work Min. and max. reduction rates at the PITS exit linked with the interface work Reduction rate at the PITT PIRINEOS exit linked with the local work The calculation of these 3 groups of rates is given in appendices 1 & 2 of this document and there are quantified examples in appendix 3 of the document. 7
Publication schedule The TIGF publications can now be broken down according to the following schedule Publication schedule at PITT PIRINEOS Publication of a min. and max. range of monthly reduction rates: o On 15 November of year Y-1 for the period from 1st January to 31st December of year Y Publication of a min./max. and local range of daily reduction rates: o On 15 November of year Y-1 for January of year Y o Then the 1st day of month M-2 for month M o Revision of these rates at D-5 for day D with the new consumption forecasts Publication of the effective and local interface daily reduction rates: o At D-1 for day D Figure 1: Publication schedule at PITT PIRINEOS 8

3. Interpreting the TIGF publications This chapter is designed to provide supplementary information to best interpret the data published by TIGF via the TIGF website. Annual publication of 15 November at PITT PIRINEOS The publications of the monthly reduction rates at PITT PIRINEOS now take place by the publication of Excel files in the "Transport Publication" intranet space accessible at the following address: The annual publication (cf. figure 3) offers a monthly view of the minimum and maximum capacities offered for each month with respect to the firm capacities on PITT PIRINEOS. This formalism is an adaptation of the formalism dictated by ENTSOG for the annual work forecasts. The monthly exit capacities are calculated according to the chosen principles given in chapter 2. They are therefore the consequence of the work carried out: Either by TIGF and GRTGaz Or by TIGF only Or by GRTgaz only. On entry at PITT PIRINEOS and the PITS, the publications remain identical to what they were because they integrate the TIGF work only. Explanation of the main columns in the table: "FIRM ": monthly running total of the firm capacities over the month for the point concerned. E.g.: 30 days at 175 /d i.e "MINIMUM ": Running total of the minimum capacities from the various CMNTt at the interface over the month for the point concerned. "MAXIMUM REMAINING ": "FIRM " - "MINIMUM " "MINIMUM ": "MINIMUM " / "FIRM " "MAXIMUM ": Running total of the maximum capacities from the various CMXTt at the interface over the month for the point concerned. "MINIMUM REMAINING ": "FIRM " - "MAXIMUM " 10

3.1.3 Publication at the PITT PIRINEOS entry - TIGF work only The reductions in the entry capacities on PITT PIRINEOS are from the TIGF work only. This time, these are operational values. TIGF has chosen to standardise the formalism of its publications by also publishing on the PITT PIRINEOS entry a table of the minimum and maximum capacities according to the formalism used at the exit. However, because TIGF does not consider the range of physical capacities for its work, the minimum and maximum capacities published are identical. This formalism is an adaptation of the formalism dictated by ENTSOG for the annual work forecasts. The monthly exit capacities are calculated according to the chosen principles given in chapter 2. Pending the deployment of the IS developments linked with the TRS, TIGF has maintained a publication continuity by publishing Excel files in the "Transport Publication" intranet space available at the following address: Note: the IS developments introduced for 1st April do not plan to publish the PITT PIRINEOS local capacity on DATAGAS and TETRA. Until there is a future development to improve this situation, this capacity will always be accessible in the Excel files indicated above. The individual local operational capacities can be calculated by each of the shippers using the data following data: - PITT PIRINEOS local capacity indicated above - overall subscribed capacity accessible on DATAGAS - individual subscribed capacity accessible in the TETRA space 13

Operational calculations Breakdown of the reduction rates on the shippers' operational capacities The rates shown above are broken down into operational capacities for each shipper at the exit points which concern him: 1. For a shipper who has subscribed to capacities on only one of the two exit points, an interface operational capacity is calculated at this point (min. and max. up to D-1 and effective at D-1) 2. For a shipper who has subscribed to capacities at the two points, interface operational capacities are calculated (min. and max. up to D-1 and effective at D-1) as well as a local operational capacity on PITT PIRINEOS. 15
The process applied after reception of the nominations will therefore differ according to the shipper's profile: 1. For a shipper who has subscribed to capacities on only one of the two exit points, his nomination is reduced to his effective operational capacity at this point. The optimisation process which is then applied to the two exit points will potentially provide him with all or part of the nominations made beyond what was approved for him during the first step. 2. For a shipper who has subscribed to capacities at the two points, the communicating vessels principle will be applied to allow him to optimise the constraint at the interface between the two exit points (see section 4.2). The optimisation process which is then applied to the two exit points will potentially provide him with all or part of the nominations made beyond what was approved for him during the first step Calculation of the operational capacities up to D-1 As seen above, up to D-1, two min. and max. interface rates exist side by side resulting in the calculation of two min. and max. operational capacities. For the shippers concerned, a local operational capacity is also calculated. EXAMINATION of 3 specific cases: By considering the following hypotheses: On the PITT PIRINEOS exit (PITTL) 74 < Interface reduction rate < 100 Local reduction rate = 43 On the PITS exit (PITSL) 74 < Interface reduction rate < 100 The trading capacities below: PITT PIRINEOS: 175 /d PITS: 277 /d Which, in terms of available capacity, gives: On the PITT PIRINEOS exit (PITTL): 0 /d <Interface capacity < (1-0.74) x 175 = 45 /d Local capacity = (1-0.43) x 175 = 100 /d On the PITS exit (PITSL) 0 /d <Interface capacity < (1-0.74) x 277 = 72 /d Example 1: Application to a shipper who has subscribed capacities on the two exit points (PITTL & PITSL) Let us take a shipper who has subscribed to: 16
100 /d of capacity on PITT PIRINEOS out of the 160 /d of capacity subscribed by all the shippers. 80 /d of capacity on the PITS out of the 200 /d of capacity subscribed by all the shippers. That day, his operational capacities will be reduced proportionally to his subscribed capacities: PITT PIRINEOS interface operational capacity (PITTL) PITT PIRINEOS local operational capacity (PITTL) PITS operational capacity (PITSL) Example 2: Application to a shipper who has subscribed capacities only at the PITS Let us take a shipper who has subscribed to: 60 /d of capacity on the PITS out of the 200 /d of capacity subscribed by all the shippers. That day, his operational capacities at the PITS exit (PITSL) will be reduced proportionally to his subscribed capacities: Example 3: Application to a shipper who has subscribed capacities only at PITT PIRINEOS Let us take a shipper who has subscribed to: 80 /d of capacity on the PITT out of the 160 /d of capacity subscribed by all the shippers. That day, his operational capacities at the PITT PIRINEOS exit (PITTL) will be reduced proportionally to his subscribed capacities: Note: because his local capacity for that day is = 50 /d, the operational constraint associated with this is outweighed by that linked with the reduction at the interface and is thus not considered (22.5 /d chosen). In the opposite case, his max. operational capacity will be taken as being equal to his local operational capacity. 17
According to his subscribed capacities (on one or two exit points), each shipper must thus consider the information which concerns him: Table of locations of the publications at A-1 / M-2 / D-5 CASE DATA ACCESSIBLE ON: Subscribed capacities on PITS only Min. and max. operational capacities on the PITS TETRA Min. and max. Subscribed capacities on PITT operational capacities PIRINEOS only on PITT PIRINEOS TETRA Min. and max. operational capacities TETRA on the PITS Subscribed capacities on the two points Min. and max. operational capacities on PITT PIRINEOS Local operational capacity on PITT PIRINEOS TETRA Calculated by the shipper from the rate on the trading and subscribed capacities and sent via an Excel file available on the website* * After entry into service of a development of the IS system envisageable from 2016, this information will be accessible to shippers via the TETRA customised space Calculation of the operational capacities at D-1 The day before the gas day, because the effective technical capacity (CTE) is known, a new reduction rate will be published on the PITS and the PITT PIRINEOS. This rate is now used to calculate the new operational capacities for gas day D. EXAMINATION of 3 specific cases: By considering the following hypotheses: On the PITT PIRINEOS exit (PITTL) Interface reduction rate = 25 Local reduction rate =
On the PITS exit (PITTSL) Interface reduction rate = 25 The trading capacities below: PITT PIRINEOS: 175 /d PITS: 277 /d Which, in terms of available capacity, gives: On the PITT PIRINEOS exit (PITTL): Interface capacity = (1-0.25) x 175 = 130 /d Local capacity = ( ) x 175 = 155 /d On the PITS exit (PITSL) Interface capacity = (1-0.25) x 277 = 207 /d Example 1: Application to a shipper who has subscribed capacities on the two exit points (PITTL & PITSL) 100 /d of capacity on PITT PIRINEOS out of the 173 /d of capacity subscribed by all the shippers. 80 /d of capacity on the PITS out of the 276 /d of capacity subscribed by all the shippers. That day, his operational capacities will be reduced proportionally to his subscribed capacities: Example 2: Application to a shipper who has subscribed capacities only at the PITS Let us take a shipper who has subscribed to: 60 /d of capacity on the PITS out of the 276 /d of capacity subscribed by all the shippers. That day, his operational capacity will be reduced proportionally to his subscribed capacity: Example 3: Application to a shipper who has subscribed capacities only at PITT PIRINEOS Let us take a shipper who has subscribed to: 80 /d of capacity on the PITT out of the 173 /d of capacity subscribed by all the shippers. That day, his operational capacity will be reduced proportionally to his subscribed capacity: 19
Note: because his local capacity for that day is = 71.7 /d, the operational constraint associated with this is outweighed by that linked with the reduction at the interface and is thus not considered (60.1 /d chosen). In the opposite case, his effective operational capacity would be taken as being equal to his local operational capacity. According to his subscribed capacities (on one or two exit points), each shipper must thus consider the information which concerns him: Table of locations of the publications at D-1 CASE DATA ACCESSIBLE ON: Subscribed capacities on PITS only Effective operational capacity on the PITS TETRA Effective operational Subscribed capacities on PITT capacity on PITT PIRINEOS only PIRINEOS TETRA Effective operational capacity on the PITS TETRA Effective operational capacity on PITT TETRA PIRINEOS Subscribed capacities on the two points Local effective operational capacity on PITT PIRINEOS Calculated by the shipper from the rate on trading and subscribed capacities and sent via an Excel file available on the * website * After entry into service of development of the IS system envisageable from 2016, this information will be accessible to shippers via the TETRA customised space. Communicating vessels principle As stated above, for the shippers who have subscribed to delivery capacities on the PITS & the PITT PIRINEOS, TIGF offers the possibility to benefit from a communicating vessels principle within the limit of their subscribed capacities and of their local operational capacity on PIRINEOS. EXAMINATION of a specific case: 20
Block 1 Block 2 Block 1 figure 11 Figure 11: Summary of the chosen example The shipper has subscribed to the following capacities: 80 /d on the PITS 100 /d on PITT PIRINEOS Block 3 Block 4 Due to maintenance at the interface and locally, the shipper has the following operational capacities for the considered day, (See section 4.1.2): Interface operational capacity on the PITT PIRINEOS exit (PITTL): 75 /d Local operational capacity on the PITT PIRINEOS exit (PITTL): 90 /d Interface operational capacity on the PITS exit (PITSL): 60 /d This shipper therefore has a capacity at the interface of 135 /d ( ) which he can distribute on the two exit points as he wishes, as long as his chosen distribution respects his subscribed capacities at each point and the local constraint on PITT PIRINEOS. Block 2 figure 11 Let us suppose he nominates 120 /d on PITT PIRINEOS and 40 /d on the PITS. To differentiate what is part of the optimisation process, let us initially consider his nominations within the limit of his subscribed capacities, i.e.: 100 /d on PITT PIRINEOS 21
40 /d on the PITS. Block 3 figure 11 The nomination of 40 /d made on the PITS is less than the interface operational capacity at this point, TIGF can thus accept them. The 20 /d not used (60 /d of operational interface capacity 40 /d of accepted nominations) can be transferred to PITT PIRINEOS, which would thus allow 95 /d (75 /d of operational interface capacity to be delivered on PITT PIRINEOS + 20 /d of transfer) at this point. But because the local operational capacity is 90 /d, TIGF has to cap to this value and only approve one nomination of 90 /d at this point. Block 4 figure 11 The difference between the nomination made at PITT PIRINEOS (120 /d) and what is approved at this stage (90 /d) can be allocated during the optimisation process, as long as the other shippers do not use the totality of their operational interface capacity on the 2 points PITT PIRINEOS and PITS. Optimisation of the capacities offered During the gas day allocations, the optimisation principles are applied as usual, i.e. Optimisation / UBI / Incorporation of reverse capacity. In particular, during the optimisation and UBI process, the nominations accepted for draw-off at the PITS or at the entry on PITT PIRINEOS will be added to the flows authorised on PITT PIRINEOS and the PITS for the allocation of the injection capacities on the PITS and at the exit on PIRINEOS. Important: the prorata temporis basis will be applied to each exit point separately and to the trading flow at the interface TIGF/GRTGaz. 22
5. APPENDIX 1: Calculation of the reduction rates before D-1 Calculation of the reduced interface capacities Minimum interface capacity Maximum interface capacity Inclusion of local maintenance PITT PIRINEOS & PITS minimum capacity PITT PIRINEOS & PITS maximum capacity 23
Calculation of the reduction rates at the PITT PIRINEOS & PITS The reduction rates on the tradables are then calculated from the reduced capacities calculated previously on the PITT PIRINEOS and the PITS Reduction rates on PITT PIRINEOS Reduction rates on the PITS 24
6. APPENDIX 2: Calculation of the effective rates at D-1 Calculation of the interface capacities Effective interface capacity Local maintenance at PITT PIRINEOS PITT PIRINEOS & PITS effective capacity Calculation of the reduction rates at the PITT PIRINEOS & PITS The reduction rates on the tradables are then calculated from the reduced capacities calculated previously on the PITT PIRINEOS and the PITS Reduction rates on the PITT PIRINEOS 25
6.1.4 Reduction rates on the PITS 26
7. APPENDIX 3: Example of a calculation of the capacities at the PITT PIRINEOS and PITS Calculation of the interface capacities at the PITT PIRINEOS and PITS To determine the reduced capacities at PIRINEOS and at the PITS, the PIRINEOS capacity linked with the maintenance at the TIGF/GRTGaz interface must be compared to that linked with the local maintenance on the TIGF grid. The flow which can transit at the link in addition to the capacity due to local maintenance on the TIGF grid must be compared to the tradable capacity at the PITS. There are then 3 possible cases: By considering a capacity which can transit via the PIRINEOS & PITS exits of 300 /d Case 1: PIRINEOS capacity via local impact > PIRINEOS capacity via maintenance at the GRTGaz/TIGF interface & Sum of the PITS & PIRINEOS local impact > Sum of the PITS & PIRINEOS maintenance impact at the GRTGaz/TIGF interface The chosen capacity on PIRINEOS will be that resulting from the maintenance at the GRTGaz/TIGF link. The chosen capacity on PITS will be that resulting from the maintenance at the GRTGaz/TIGF link. PITT Tradable Capacity Local maintenance impact Maintenance impact at the GRTGaz/TIGF link Chosen capacity Reduction rate PIRINEOS Injection PITS PITS & PIRINEOS Case 2: PIRINEOS capacity via local impact < PIRINEOS capacity via maintenance at the GRTGaz/TIGF interface & Sum of the PITS & PIRINEOS local impact < Sum of the PITS & PIRINEOS maintenance impact at the GRTGaz/TIGF interface The chosen capacity on PIRINEOS will be that resulting from the local maintenance. The chosen capacity on PITS will be the tradable capacity on the PITS PITT Tradable Capacity Local maintenance impact Maintenance impact at the GRTGaz/TIGF link Chosen capacity Reduction rate PIRINEOS Injection PITS PITS & PIRINEOS
7.1.3 Case 3: PIRINEOS capacity via local impact < PIRINEOS capacity via maintenance at the GRTGaz/TIGF interface & Sum of the PITS & PIRINEOS local impact > Sum of the PITS & PIRINEOS maintenance impact at the GRTGaz/TIGF interface The chosen capacity on PIRINEOS will be that resulting from the local maintenance. The chosen capacity on PITS will be the supplement to the chosen capacity on PIRINEOS with respect to the capacity which can transit via the PIRINEOS & PITS exits PITT Tradable Capacity Local maintenance impact Maintenance impact at the GRTGaz/TIGF link Chosen capacity Reduction rate PIRINEOS Injection PITS PITS & PIRINEOS In this case, the reduction rates at the PITS & PITT PIRINEOS are not similar due to the PIRINEOS local constraint. 28
