3 Introduction & Background In 1993, Florida Statutes created the Florida Intrastate Highway System (FIHS) primary purpose move people and goods efficiently within the state using highways As an update to the FIHS, the Florida Department of Transportation (FDOT) in 2003 adopted a statewide transportation network of high-priority multimodal transportation facilities called the Strategic Intermodal System (SIS). 4 Introduction & Background The goal of the SIS Enhance Florida s economic competitiveness by focusing limited state resources on major roadway, rail, waterway, seaport, airport, and spaceport facilities that move a vast majority of the freight and passengers between regions in the state. The FDOT plays an important role in maintaining mobility for the future of SIS Corridors. development of strategic plans for corridors that incorporate a wide range of alternative actions and modal opportunities. 5 Introduction & Background In District Three, the SIS consists of a number of components including Commercial Airports, Seaports, Passenger Rail Corridors, Freight Rail Corridors, Waterways and Highways. These facilities are structured into a network through a series of Hubs, Corridors and Connectors. The purpose of this study is to analyze a key highway corridor, Interstate 10 (I-10).

7 Purpose & Need The last I-10 Master Plan was completed in 1995 Typically, Master Plans are updated every 10 years The 1995 plan resulted in over $250 million spent on improvements to the interstate in this area.
8 Purpose & Need The 1995 Master Plan focused on highway improvements by 4-laning or 6-laning This study would include other modes of transportation and other highway methods, such as managed lanes This update will ensure proposed concepts will accommodate the travel demands through the Year 2040.
9 Project Status Data Analysis/Existing Conditions Report Report is completed Will be available on-line
10 Project Status Conceptual Mobility Enhancement Alternatives (CMEA) Methodology Developed Goals and Objectives consistent with the Florida Transportation Plan (FTP) Developed Criteria and Measures and reviewed with Project Coordination Team (PCT)
11 Project Status Conceptual Mobility Enhancement Alternatives (CMEA) Developed scale ratings & potential Tier I Strategies
12 Tier I Evaluation During Tier I alternatives were given a score for all evaluation criteria using the measures of effectiveness The alternative highly satisfies the criterion; The alternative moderately satisfies the criterion; and The alternative minimally satisfies, or does not satisfy the criterion. Alternatives with the highest overall score were considered for further Tier II evaluation

14 Tier I Evaluation Based on the Tier I analysis, the following six alternatives were selected for further analysis in Tier II No Build Minimum Build Multimodal Strategies New General Use Lanes New Interchanges Separate HOV/managed lanes
15 Developing Tier II Transition from a general Tier I review to a detailed Tier II review Specific projects from various sources were developed based on the Tier I recommendations Specific projects are organized into Tier II alternatives
16 Candidate Tier II The developing Tier II Alternatives began with the development of a list of specific candidate projects from various sources: Previous Studies and Reports; Public Involvement and FL-AL TPO; and Consultant Team and Project Coordination Team (PCT).
