Agenda 1. Florida s MPM Program 2. Research Efforts and Progress 3. Source Book 4. Transitioning to Real Time Data 5. Next Steps
Importance of Mobility Providing mobility for people and goods is transportation s most essential function. Mobility performance measures MAKE SENSE
Dimensions of Mobility To adequately address mobility, all four dimensions should be emphasized and multiple performance measures used
Applicability to All Modes
MPM Program Plan Goals I. Develop and improve measures and reporting techniques II. Report on mobility measures for MAP 21 and statewide reporting purposes III. Provide guidance on mobility performance measures (MPMs) to State and MPO stakeholders
GOALS OBJECTIVES STRATEGIES I. Develop and improve measures Develop and update measures, analytic and reporting techniques for measures in every mode (freight, auto, transit, pedestrian, bicycle) regularly to ensure they are in accordance with state of the art practices and national guidelines Conduct research related to data, analytic techniques and reporting Implement national research at the state level Create and maintain definitions of terms Produce Multimodal Performance Measures Source Book annually II. Report on mobility measures Report on a larger set of measures at the statewide level and meet all requirements for MAP 21 reporting Maintain measure definitions Maintain data and analytic technique documentation Report on MAP 21 measures as requested III. Provide guidance Educate, collaborate, and communicate the outcomes and activities of the MPM program to all stakeholders Conduct consistent outreach Develop and administer technical guidance for Florida s MPM Develop and administer training
Safety MAP-21 National Goal Areas for the Federal Aid Highway Program Infrastructure Condition Congestion Reduction System Reliability Freight Movement and Economic Vitality Environmental Sustainability Reduced Project Delivery Delays
Use of Performance Measures Performance Based planning Not area funding allocations Application of performance management principles to transportation system policy and investment decisions

data
Data Sources for Monitoring Mobility Performance
Current MPM Calculation Method Pros Coverage-down to collector street level Control over segmentation FDOT defined segmentation vs TMC codes Consistent with HCM methodology Cons Based on modeling rather than measured data and actual roadway conditions Estimated speed vs Continuous/up to date field data
Challenges of Using Measured Data Missing observation gaps Need to develop data processing procedures Different results from measured data will result in differences when analyzing trends
Challenges of Using Measured Data (cont.) Alignment of Segments TMC segmentation does not geographically align with FDOT GIS layers Starting and ending points are different TMC links are directional, road links in FDOT basemap are not
Challenges of Using Measured Data (cont.) Considerable challenges conflating the TMC speed data with GIS networks Decomposition of links to routes; snapping TMC routes and basemap routes
Analysis Steps 1. Identify potential sources for measured data, and make recommendations Review available measured data from different sources Solicit additional vendor data Make recommendations 2. Review sourcebook measures and decide which measures would use measured data Review Source Book calculations Select MPMs to use measured speed data
Analysis Steps 3. Develop calculation procedures for the selected measures Make geographic connection between measured data and FDOT Roadway Inventory database Develop calculation procedures 4. Implement calculations on test sites, and evaluate results Select test sites Implement tests Evaluate
National Performance Management Average travel times Research Data Set Every 5 minutes, 24 hours, 7 days a week For entire National Highway System Provided by HERE Segmentation = Traffic Message Channel (TMC) Data for freight (from ATRI) and passenger
NPMRDS DATA 5 minute travel time for passenger cars and trucks Average travel time is the weighted averages of the samples, not necessarily consistent with field traffic compositions Historical vehicle composition data could be provided to vender for quality control Travel Speed on NHS goes back to July 2013 Not enough data for 2013 SIS roadways not in NHS or align differently than NHS SHS is approximately 50% larger than NHS SHS: 12,086 Centerline Miles NHS: 8,147 Centerline Miles

NPMRDS DATA (Cont.) TMC IDs in NPMRDS are different from standard TMC ID other HERE/NAVTEQ/INRIX products use Data point was averaged on longer segments than standard TMC segments Converting TMC ID to Link ID requires manual manipulation
Data Sources Travel Time and Speed Data Data Set Completeness Granularity Data Availability Freight Coverage NPMRDS Only uses raw data in generating speeds, where there are no observations there are gaps in the data. 5 minute speed data New data is reported monthly - Historical data is made available Includes separate truck travel speeds Covers the entire National Highway System (NHS) HERE Where data is missing imputed data is used so there are no gaps 5 minute speed data Real time data can be accessed any time Historical data requires an archiving system e.g. RITIS Does not include separate truck travel speeds Covers the entire TMC network in Florida 20,000+ miles and provides separate TMCs for HOT lanes TOM TOM Roughly 30% of overall travel speeds come from direct field measured observations 15 minute speed data could be disaggregated to 5 minute data Origin/Destination data is available. Travel time data can be provided monthly or annually Does not include separate truck travel speeds Provides data on a linear referencing system with smaller segment lengths than TMCs. TOM TOM likely provides the widest coverage INRIX Approximately 75% of travel speeds in the peak period come from field measured observations Speed data can be provided in 1 min intervals, 1 hour interval, and any interval in-between INRIX Data Downloader allows the subscriber to download any data at any time Captures real time truck speeds which can be used to create a freight profile- No truck travel speed archive Covers the entire TMC network in Florida 20,000+ miles. INRIX provides additional data for minor arterials and collectors through the XD system
Final Plan Use HERE data already purchased by FDOT ITS Office Resolve mapping/tmc issues Compare results to current Source Book
Future Direction Refine MPMs and coordinate through semi annual statewide meetings Develop and deliver a Training and Users Guide Implement research related to Strategic Highway Research Program (SHRP2) Evaluate impact of safety on the MPMs Develop freight origin/destination measures Conduct research regarding accessibility measures Evaluate Measured Data for use in the Source Book
