Ministero dell Ambiente M.E.R.Ci. Project in Genoa Ecological Mobility Resource for the City Goods distribution by means of zero-environment impact vehicles Palmela, september 2003
The PROJECT M.E.R.CI. means Ecological Mobility Resource for the City- It has been financed by the Ministry of Environment through the Environmental Protection Program. It is a System for goods distribution located in an exchange centre (Hub). The goods directed to the target area (Historical Centre) are collected in to the HUB and then distributed by means of zero-environmental impact vehicles. Access in the city Exchange area (HUB) Commercial site Urban wide distribution of goods Retails distribution of goods and collection of packing
Genoa transport system - main characteristics Urban Territory - area 239,55 km inhabitants City centre - area: 28 km inhabitants Road system km TPL system 913 km Vehicles Cars Motorcycles Taxi Bus Commercial truck Highways (2002) vehicles in/out at the local (7) gates Public Transport 154 million passengers in 2002 Daily average
Genoa transport system - main characteristics vehicles used for the distributions of goods vans 137 km/day (50% in Genoa) km/year ton/day trucks 192 km/day (33% in Genoa) km/year ton/day trailer trucks 274 km/day (20% in Genoa) km/year ton/day APPROXIMATELY 15% of deliveries carried out in the city are destinated to the historical centre Inside the demo area arrived 700/800 package/day are within inside the demo area (about 5 kg cad) The average weight of the delivered package is 25 kg, with about 100 deliveries/day
M.E.R.Ci Project Today the target area covers all the historical centre, initially created for only one of its part, called «Demo Area». The HISTORICAL CENTRE has peculiar characteristics: nearly totally closed to the automotive traffic; roads often are very narrow (few meters breadth) quality and type of delivered goods retail system, usually without warehouses citizens, traders and hauliers particular requirements necessity to reduce atmospheric and acoustic pollution
M.E.R.Ci Project The plan started on 3 rd march 2003 Within the Demo Area 100/150 package/day are delivered (10 kg average each) for a total of 5/8 delivery operations every day. The distribution excludes fresh foods, jewellery shop, drug stores, newspaper stands, banks and offices (express couriers and mails) 8 electrical vehicles are used to cover in about 12/20 km each delivery. The distance between the HUB and historical center is approximately 5 km.
Historical Centre Demo Area Highways A Route of truck Route ecological vehicles HUB Private Propriety 1100 mq Km 5 from Historical Centre Km 1,5 from the motorway
BENEFITS The project has logistic, environmental and distributional purposes, such as : - Reduction of the environmental impact (atmospheric and acoustic pollutions) - Reduction of the transit and stop area around the project zone; - Environmental and economic improvement of the area involved; - Improvement of the quality of logistics and definition of the services with new added values and new functionalities; - Improvement of a rational use of intermodal transportation; - Reduction of the goods distribution traffic in urban zones and their impacts on the urban traffic flows; - Improve the service level through of innovation TLC systems.
M.E.R.Ci Project The project applies advanced technologies to optimise the distributive circuit. It builds a data processing and telecommunication infrastructure to constantly manage and track the results. This allows to keep under control every stage of the project. Main functions: Logistic Management (input of goods, storage, exit of goods), information, organizations and web publications; The system uses data processing and TLC technologies to optimise and to constantly controle the distribution proccess, keaping under control each single step of the process; Real time control of delivery operations.
Operative phase of the Plan Goods are forwarded from the HUB to the Historical Centre where are delivered to the retailers; Goods are codified and put into the input/output and storage management system. The optimisation system provides the selection of the vehicles and the relevant delivery sequences and routes. When the delivery operation is concluded, the operator, through PALM wireless connection, sends back a GSM input to the HUB. In this way, the system has the possibility to constantly update the web site and the database.
Activities inside the HUB barcode readers Data Base Creation new barcode for the shipment Transfer data Delivery operations
Virtual link real time HUB Carriers Traders
THE ELECTRICAL VEHICLE: FAAM JOLLY600/1200 Work speed from 35 to 55 Km/h; Maximum slope at full load 15%; Autonomy with full load battery 50/60 km; Time of recarges 6/8 ore; Easy changeable batteries of supply ; Beam bend <3,7 m; Vehicles length: <1,30 m small e < 1,6 m medium; Capacity vehicles 5 m 3 /9 mc; P.T.T. veicolo Kg. 3500; Height 2,0 m.
M.E.R.Ci. IN FIGURES 3rd March end of June: Until the end of June the project delivered goods only in the DEMO area. 16 Fonds Europeen de Developpement Regional Programma INTERREG IIIB Méditerranée Occidentale MEDOC The MEROPE project in Genoa Telematic instruments for innovated services of mobility and logistic for urban and metropolitan areas The MEROPE project was thought to complement the M.E.R.Ci. project Ecological Mobility Resource for the City Goods distribution by means of zero-environment impact vehicles.
Integrations MERCI/MEROPE TRANSPORT APPLICATIONS Further reduction of heavy vehicles in the city TERRITORIAL INTEGRATIONS to study the possibility of extending the project to other areas with particular requirements; LOGISTIC / TECNOLOGICAL APPLICATIONS To improve the quality of the service using of telematic systems to manage the vehicles and the routes; New activities to increase the project value (collection of goods and packings from retailers) ; On line tracking of goods distribution.
Upgrade SOFTWARE GPS Benefit The GPS system is thought to control vehicles location and to gives the possibility to change routes in real time. Real time identification of vehicles positions from the HUB ; Real time dynamic routing of vehicles according to the route condition and the delivery priorities; Planning of collection of waste packaging from the retailers. All this applications will be (and are in part) visible at the:
