7 AREA OVERVIEW- REGIONAL INFORMATION Lancaster County is located in the north central portion of South Carolina. Established in 1785, the County has a population of approximately 76,652 people, according to the 2010 Census. The County is surrounded by Chester, Chesterfield, Fairfield, Kershaw, and York counties in South Carolina, and Mecklenburg and Union counties in North Carolina. Major four lane highways in the county include US Highway 521, spanning the county in the north- south direction, and SC Highway 9, going east- west through Lancaster. The city of Lancaster is located in the central portion of the county. Other municipalities in the county include Heath Springs and Indian Land. The Lineberger Site is located in the central part of the county along US Highway 521 (Kershaw- Camden Highway), approximately 2 miles southeast of the city of Lancaster. 8 AREA OVERVIEW - CONTINUED EXISTING UTILITIES Carlisle Associates Inc. reviewed the information provided by the utility companies to determine the availability of utilities vital to industrial and business development. These essential utilities included water, sewer, electricity, natural gas, and telecommunications. These utilities were evaluated based upon a review of documents provided by the owner. WATER Water service is currently provided to the site by the Lancaster County Water & Sewer District, (LCWSD), and is accessible to the site from Kershaw-Camden Highway. The water plant servicing the site is the Catawba River WaterTreatment Plant, and has a permitted capacity of 18 million gallons per day, (MGD). There is a 12 and 8 water main in the right of way of Kershaw-Camden Highway with an excess capacity of 2.0 MGD. The location of the existing water service is shown on Exhibit 3. WASTEWATER Wastewater service is also currently provided to the site by the Lancaster County Water & Sewer District, (LCWSD). The wastewater plant servicing the site is the City of Lancaster Catawba River WWTP. This plant has a permitted capacity of 7.5 million gallons per day, (MGD). The plant has an excess capacity of 2.7 MGD. There is an existing 8 gravity sanitary sewer main in the right of way of Kershaw-Camden Highway immediately adjacent to the site. As the site drops off away from the highway, it is expected there will need to be a pump station installed to serve the site if development occurs in the near future. LCWSD has a master plan to have a gravity sewer interceptor installed in the Bear Creek watershed, which would allow this pump station to ultimately be eliminated and have gravity service to the entire site. No schedule was provided for the construction of this sewer along Bear Creek. The location of the existing and planned sanitary sewer lines is shown on Exhibit 3. ELECTRICITY The site is currently serviced by Duke Energy and electric service is on the site. The available capacity at the site is approximately 4 MW. There is a 12kV service line on the property currently. The nearest 44kV transmission line is less than one mile from the site, and a 100 kv line is approximately 2.5 miles away. The nearest substation serving the property (Duke Energy s Red Rose Retail Substation) is located approximately 3 miles from the property. There is the possibility of providing redundant electric service to the site, but would require further analysis. 6

9 AREA OVERVIEW- CONTINUED NATURAL GAS Natural Gas service is provided to the site by the Lancaster County Natural Gas Authority. They have existing 2 gas main on Kershaw-Camden Highway which will provide service limited service to the site. The existing gas main has a pressure of 45 PSIG and could serve a typical gas customer. To provide gas at the requested demand, improvements to the system will need to be completed at a cost of approximately $125,000, with construction taking approximately six months. TELECOMMUNICATIONS Telecommunications service is provided to the site by Comporium Communications. They currently have existing telecommunications lines (coax, copper and fiber) along Kershaw-Camden Highway. Comporium can provide local and long distance telephone, wireless services, and high speed internet services as needed by a prospective industry. Construction of additional lines may be necessary to serve the entire site, which may incur construction charge, some of which may be waived or discounted depending on the services required by potential customers. Service to the south side of the L&CRR will require an easement across the railroad right of way, and the will require that Comporium has no recurring cost involved in the subject crossing. POLICE PROTECTION The Lineberger Site lies within the jurisdiction of the Lancaster County Sheriff s Department. The Department has a staff of approximately 117 sworn officers on duty in the county plus administrative personnel. The site is patrolled periodically by deputies and the Department will respond in the event of an emergency. FIRE PROTECTION The site is served by the Elgin Fire Department with a station located at 114 Tram Road, approximately 3 miles south of the site with a 5-10 minute response time to the site. The Elgin Fire Department is an all-volunteer department with 16 members total. The resources available at the station includes a fire engine, ladder truck, rescue, tanker and brush truck. The department has an ISO 6 rating. 7 LINEBERGER SITE

10 AREA OVERVIEW- TRANSPORTATION TRANSPORTATION The Lineberger Site is located just south of the City of Lancaster on KershawCamden Highway, US Business 521. Lancaster is located approximately 30 miles south of the major market of Charlotte, NC. Access to the Charlotte market is provided by US Highway 521, a major north-south highway which gives access to Interstate Highway I-485. The state capital of South Carolina, Columbia, is located approximately 50 miles to the south. The site has access to commercial air travel through Charlotte Douglass International Airport, (CLT), and Columbia Metropolitan Airport, (CAE). These airports provide passenger and cargo flights to anywhere in the world. General Aviation services are provided by the Lancaster County Airport. Port access is just 165 miles away through the Port of Charleston, providing great access for Lancaster County s industries. ROADWAY NETWORK The Lineberger Site is easily accessible via Kershaw-Camden Highway, a major north-south transportion corridor connecting to I-485 to the north outside of Charlotte, NC, and I-20 to the south, east of Columbia, SC. I-77 is also accessible within approximately 20 miles. Access to the north is via SC Highway 9, and access to the south is via SC Highway 200. In addition to these connections to the interstate, the existing roads adjacent to the site give ready access to the local population for employment opportunities at the site. A new entrance road will need to be constructed to give full access to the property. There will need to be a rail crossing to access the developable property on the west side of the L&CRR main line. See Exhibit 10 for the Master Plan which includes the proposed road layout. AIRPORTS Airport access for the Lineberger Site is easily available through one commercial service airport and one Free Size Esc. CAM T.I. International Airport, general aviation airport. The closest commercial airport to the site, Charlotte Douglass rent Exp. (rsfthe north via US Highway 521 and I-485. This airport is ranked 6th in the (CLT), is approximately 42 miles to United States for annual operations. It has three north-south runways, with the longest runway being 10,000 feet in length. It has one crosswind runway 7,500 feet in length. It is served by eleven domestic carriers, three international carriers and several regional carriers. It averages 715 daily non-stop departures, with 41 nonstop international destinations. Traffic data for 2011 included 39 million passenger enplanements, and 137,943 tons of cargo. The terminal has five concourses totaling over 1.8 million square feet of space. The airport has 26,700 parking spaces available. The fixed base operator, Wilson Air Center, has an executive terminal and 250,000 SF of hangar space available. There are seven Fortune 500 companies that hanger their planes at the airport. The Lancaster County Airport (LKR), is located approximately 8 miles west of the Lineberger Site via the US 521 Bypass and SC Highway 9. The airport has a single 6,004 foot long x 100 foot wide concrete runway. The runway has both GPS and non-precision instrument approaches. The airport easily accommodates corporate jets and has a passenger terminal and hangar space available. LINEBERGER SITE 8

11 AREA OVERVIEW- TRANSPORTATION CONTINUED RAILROAD ACCESS Rail access to the site is provided by the Lancaster & Chester Railroad, (L&CRR). The L&C main line traverses the site in an east-west direction. The L&C Railroad is a privately owned, well-capitalized, dual-served, short line railroad based in Lancaster. They provide customized, competitive rail freight service for customers and connect to the national rail network through both CSX (East Chester, SC) and Norfolk Southern (Chester, SC). In December 2010, the L&C Railroad became part of Gulf & Ohio Railways, Inc. The cost for a mainline switch installation is approximately $50,000, with a construction time of less than 6 months. Service to the lots in this site could be to an industrial building or a terminal, depending upon the needs of the customer and the orientation of the site. PORT ACCESS The Port of Charleston, one of the busiest ports in the southeast and often recognized as the east coast s most efficient port, is located approximately 165 miles (three hours) south of Lancaster. In 2014, the Port handled over $71 billion in imports and exports. This consisted of 1.09 million 20-ft equivalent units and over 1.4 million tons of non-containerized cargo. Top commodities across Charleston docks include paper and paperboard, logs & lumber, wood pulp, auto parts, auto & truck tires, fabric, consumer goods, machinery, and metals. Several of these products are related to Lancaster County targeted industries. From a national standpoint, the Lineberger Site is considered to be in close proximity to the Port of Charleston.
