1 Assessment, Information and Planning ICS Category: Planning ESF # 5 Responsible for Assessment, Information and Planning Reports to the Planning Coordinator DATE OF ACTIVATION: REASON FOR ACTIVATION: ESF STAFF NAME: DATE: TIME: PREPAREDNESS Develop and maintain Standard Operating Procedures and other procedures necessary for ESF 5 to operate efficiently. Develop and conduct training and education programs for ESF 5 staff. Develop and maintain a roster of ESF 5 supervisors, including shift change and staffing procedures, for County Emergency Operations Center activation and field operations. Develop and maintain contact lists with essential information (address, phone, cell, facsimile numbers, and ) included. Obtain detailed maps of jurisdictions. Ensure that copies of all necessary Emergency Support Function-specific emergency manuals, plans, procedures, and other reference materials are located at the County EOC. Develop and maintain standardized format for information and intelligence gathering as well as reporting documents and systems. Determine availability of Geographic Information System mapping for use in the Emergency Operations Center. Discuss with other Emergency Support Function Coordinates the Incident Management Structure and methods of communication that will be utilized. Develop training and exercise program for ESF 5 role and other Emergency Operations Center procedures.

Coordinate with representatives from each Emergency Support Function and conduct periodic Exercises of the Comprehensive Emergency Management Plan adopted by your jurisdiction. Meet with representatives who compose the Incident Management System in the County, in order to provide for the smooth functioning of the Functional Areas during incidents of any size. Discuss with representatives of each Emergency Support Function and Emergency Operations Center. Determine methods that you will utilize in the Emergency Operations Center to post information access to others. Determine methods for the County will utilize to provide for retrieval of pertinent information during emergency of declared disaster. Plan and conduct training of Emergency Operations Center/Emergency Support Functions Staff and Emergency Management Agency employee and volunteers to the County EOP. Discuss with representative from each Emergency Support Function and Elected Officials possible strategies your jurisdiction will employ for Response/Recovery operations during an incident. Establish a reliable method of collecting, processing, and disseminating Situation Reports between other Functional Areas and the Emergency Operations Center. Establish an effective method of collecting, processing, and disseminating Situation Reports from the field through the Emergency Operations Center. Determine the methods your jurisdiction will utilize to provide for the storage of pertinent information. NOTIFICATION Report to the county Emergency Operations Center (EOC) (name of facility and street address). Check in with the EMC and review this checklist. Notify the Deputy Assessment, Information and Planning Officer and place him/her on standby. Open and maintain Assessment, Information and Planning Action Log (see Attachment 1 to this checklist).
3 Review shift schedule for possible 24-hour operations. Notify Planning Coordinator of "unmet needs" in Assessment, Planning and Information. MATERIALS AND INFORMATION INVENTORY Notification and Resource Manual Action Log (Attachment 1) Copies of Hazard Specific Plans Copy of the County EOP. County map with locations of critical facilities. OPERATIONS Work with the EMC and establish an Incident Action Plan with attention to anticipated activities at intervals of Incident + 12 hours, I+18 hrs. I + 24 hrs. Determine anticipated needs for resources. Obtain input from the EMC and each of the sections. Obtain and review weather projections for I+3, I+6, I+12, I+16, I+18, I+24. Keep the EMC informed of the situation. Review and update the Incident Action Plan. Interface with appropriate county and state agencies as required. As appropriate, coordinate/assist with the identification and notification of host sites. Collect, analyze, process and disseminate information regarding potential or actual issues. Provide information to the EMC. Provide periodic status updates as appropriate. Complete activity log and document all activities. Maintain information for event file. Develop an Incident Action Plan based on the situation reports received, extent and location of damage and other incident related information available. Assess scope, magnitude, and extent of incident. Estimate amount of manpower requirements needed to fulfill ESF 5 role. Notify appropriate County agencies, keeping them informed about the situation. Coordinate with the Emergency Operations Center Supervisor regarding duration of activation of the County Emergency Operations Center. Prepare status or situation reports on County activities and distribute, as required. Provide reports of ESF 5 activities to Emergency Operations Center supervisor, as required. Attend briefings and collect information for periodic situation updates.
4 By By (initials) Time ITEM Using the County GIS, ESF 5 identifies degraded facilities and assesses the community impact. This information is relayed via situation report to the state EOC. This information is shared with PEMA for input into the state critical infrastructure GIS mapping. Maps produced with the county and PEMA GIS systems facilitate the damage assessment process. Interface with State/Federal personnel to coordinate the Emergency Support Function information and planning functions, as needed. Collect and disseminate incident related information to the other appropriate Emergency Support Functions. Determine the extent and location of damage, to both persons and property, within the County. Collect, verify, analyze, and disseminate incident information, as needed. Provide tracking of potential or actual incidents, and recording them for future Hazard Analysis. Establish a reliable method of recording Response activities taken, noting improvements or corrective actions required and determine how the County will utilize this information to update/revise your Comprehensive Emergency Management Plan. Record the Actions and Strategies used in the response during an incident to provide for Lessons Learned. Verify information received to ensure its accuracy prior to acting on the information or including it in an Incident Action Plan. RECOVERY Prepare appropriate After Action Reports. Develop a plan to allow evacuees to re-enter evacuated areas and to assist in returning to their residences. Provide Public Information Announcements to instruct returning evacuees on information and instructions upon returning to their residences. MITIGATION Identify critical facilities that are vulnerable to disasters or emergencies, evaluate that vulnerability, and determine what actions could be taken to prevent or reduce that vulnerability. Identify Emergency Support Function specific training requirements.
5 Investigate new technology and procedures for use in completing ESF 5 goals and objectives. Identify Emergency Support Function supervisors and their shift change and staffing procedures for County Emergency Operations Center activation and field operations. Identify requirements for Emergency Support Function specific Standard Operating Procedures, plans, and checklists for lead and support agencies. Develop a reliable method for the Emergency Operations Center that will be utilized to analyze hazards to determine their potential threat to life and property. Establish a method by which Memorandums of Understanding and Mutual Aid Agreements are reviewed, updated, and made available for reference by representatives of the Emergency Operations Center. Determine the method the County will utilize to collect, process, record, and disseminate Threat Assessment Data to other functions.
