1 DOC: STI//1 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF ACCORDING TO IS/IEC: LABORATORY A laboratory shall be maintained which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 1.1 All testing apparatus shall be periodically checked and calibrated records of such checks/calibration shall be maintained. 2 TEST RECORDS - All records of tests and inspection shall be kept in suitable forms approved by the Bureau. 2.1 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3 QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC.) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part 1) to IS 397 (Part 4)]. 3.1 In addition, effort should be made to gradually to introduce Quality Management system in accordance with IS/ISO STANDARD MARK The Standard Mark, as given in Column (1) of the First Schedule of the licence, shall be applied to each device provided always that the device to which the standard mark is so applied conforms to every requirement of the specification for the relevant type. 4.1 The Standard Mark may be incorporated in a name plate. The name plate is applied in a manner and at a place such that there is no possibility of its being removed from the device and applied on some other sub-standard device. 4.2 OTHER MARKINGS - In addition, the following shall be indelibly and legibly marked on the name plate of the control circuit device. The name plate shall not be placed on screws and removable washers: a) Name of the manufacturer, or his recognized trade mark. b) Type designation or serial number that makes it possible to get the relevant information concerning the switching element (or the entire control switch) from the manufacturer or from his catalogue or by selection from annex A of IS/IEC. 2 c) Ref to IS/IEC d) Licence number (CM/L..) e) Control unit number in code or otherwise to trace back the test records DOC: STI// Whenever space permits the following data shall be included on the name plate, or on the control circuit device or otherwise in the manufacturers published literature. a) Rated operational voltages (see of IS/IEC) b) Utilization category and rated operational voltages of the control circuit device. c) Rated insulation voltage (see of IS/IEC). d) Rated impulse withstand voltage when determined (see of IS/IEC). e) Switching over voltage, if applicable (see 4.9 of IS/IEC). f) IP code, in case of an enclosed control circuit device (see 5.1 and Appendix C of IS/IEC ). g) Pollution degree (see of IS/IEC). h) Type and maximum ratings of short circuit protective device, (see of IS/IEC). i) Conditional short-circuit current if less than 1000 A. j) Suitability for isolation, where applicable, with the symbol of IEC k) Indication of contact elements of same polarity Terminal identification and markings (See of IS/IEC) Functional markings ( see of IS/IEC) Emergency Stop (see of IS/IEC) Operating Diagram (see of IS/IEC) Time delay marking (see of IS/IEC) For class II Control devices shall also marked with symbol For semi conductor switching elements for control circuit devices: Clause 4.2 applies with the following addition: Basic rated values and utilization a) Voltage drop (see H of IS/IEC) b) Minimum operational current (see H of IS/IEC) c) OFF-state current (see H of IS/IEC) d) Making and breaking capacities (see H of IS/IEC) e) Conditional short-circuit current (see H.7.3 of IS/IEC) f) Electromagnetic compatibility, EMC(see H.7.4 of IS/IEC) For control devices with Indicator Lights: In addition markings given in (a) & (b) of Clause 4.2, the following marking shall appear on the indicator light : Page 2 of 12

3 DOC: STI//1 i) Rated voltage of the indicator light. ii) Rated voltage of the lamp (if different from the rated voltage of the indicator light). iii) Rated power of the lamp or its type designation, or rated current for a LED Special requirements of Marking for Control switches with direct Opening operation: In addition to marking given in 4.2, the following shall apply for control circuit devices with direct opening operation : a) Direct opening action: Every contact element with direct opening action shall be indelibly and legibly marked on the outside by the symbol as given in K of IS/IEC. b) Electrical separation for changeover contact elements : Changeover contact elements with four terminals shall be indelibly and legibly marked with the relevant form Za or Zb as stated in fig.4 of IS/IEC. c) The following additional information shall appear in the marking or on the circuit diagram or other documents published by the manufacturer: Actuator travel and operating force i) The minimum direct opening travel ii) The minimum force required to achieve direct opening operation of all break contacts iii) The maximum travel including travel beyond the minimum travel position (including over travel). iv) For limit switches only the maximum speed of actuation; v) For limit switches only the maximum frequency of actuation d) Short Circuit protection : the type of short-circuit protective device shall be stated either as marking on the switch or in the installations instructions Special requirements for mechanically linked contact elements: In addition to marking given in 4.2, the following shall apply for mechanically linked contact elements. Mechanically linked contact elements shall be clearly identified: - on the control circuit device itself; - or in the manufacturer s documentation; - or both. The mechanical linkage shall be identified in circuit diagrams by a double parallel line connecting a filled circle on each of the mechanically linked contact symbols. (Also see L of IS/IEC). 4 DOC: STI//1 4.3 Instructions for installation, operation and maintenance shall be provided as per cl: 5.3 of IS/IEC. 4.4 Additional information, wherever necessary, shall appear as per appropriate sub clauses of IS/IEC. 5. LEVELS OF CONTROL - The tests, as indicated in Table 1 attached and at the levels of control specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standards and covered by the licence shall be marked with certification mark of the Bureau. 5.1 On the basis of tests and inspection, the decision regarding conformity or otherwise of the control unit to a given requirement shall be made. 5.2 CONTROL UNIT - For the purpose of this scheme, devices of the same type and design manufactured in a week shall constitute a control unit. 5.3 If devices of more than one type and design are manufactured in a week, they shall constitute a separate control unit. 5.4 RAW MATERIALS/COMPONENT - The raw material/component used should conform to the relevant Indian Standard wherever they exist. The raw material may be marked with Certification mark of Bureau or each consignment may be accompanied by test certificate showing its conformity to the relevant specification or the firm may get each consignment tested in their laboratory or in an independent laboratory for ascertaining its conformity to the relevant specification. The relevant test records shall be maintained and made available at any time on request. NOTE : As and when the type or design of the product is changed, BIS shall be duly informed. 5.5 In respect of all other clauses of the specification the factory will maintain appropriate control and checks to ensure that their product conforms to the various requirements of the specification. 6 REJECTIONS A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances be stored together with that conforming to the specification. 7 SAMPLES The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market. Page 4 of 12

5 DOC: STI//1 8 REPLACEMENT Whenever a complaint is received soon after the goods with Standard Marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS/ISO In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 9 STOP MARKING The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. 9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau. 10 PRODUCTION DATA The licensee shall send to BIS as per the enclosed proforma-1 to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence.
