3 1) Introduction Welcome to the CITGO Petroleum Corporation, Corpus Christi Refinery. Please extend all professional courtesies to the Refinery personnel and the CITGO Marine representative during your port call. Safety and environmental protection are the highest priority at this facility. The requirements outlined herein are presented to enable your vessel to comply with CITGO s safety standards and shall serve as your guide while calling at this facility. These regulations are not all-inclusive. If there are questions or concerns please address them to the Refinery personnel. CITGO Marine Facilities adhere to all applicable rules and guidelines as set forth by Federal, State and local regulations and OCIMF / ISGOTT. The rules and regulations as defined by the USCG will govern all vessel activities at this facility. The Master will be held responsible for observing all applicable USCG rules, CITGO safety standards, and the ISGOTT guidelines. If at any time these rules, regulations and guidelines are not met, all transfer operations will be suspended. If the vessel fails to come into compliance it will be asked to vacate the berth. Remember If in doubt, SHUT DOWN!. 2) Mooring / Safe Drafts Vessels may berth at this facility starboard or port side to at the discretion of the Master & the Pilot. Vessel shall be moored securely alongside the berth at all times. Any movement by the vessel while moored at this facility may mandate immediate suspension of all transfer operations. If suspended, operations shall not resume until the vessel is again securely moored. Minimum requirements at CITGO berths for vessels of 30,000 DWT or less is 12 lines 2/2/2 forward and aft; vessels greater than 30,000 DWT is 14 lines 3/2/2 forward and aft. Exception at CITGO dock 1: Vessels berthing at CITGO dock 1 are required to have 3 spring lines forward and aft. Moorings must meet the satisfaction of the CITGO Refinery operator signing the DOI. Tension winches must be kept on manual brake mode and all wires and lines are to be in good condition. Deep draft vessels transiting the ship channel can cause a significant surge at CITGO s berths. Vessels are advised to maintain an adequate watch for such traffic and take prudent action when warranted. Tugs are requested to break tow if necessary to moor alongside away from the general area of the barge pumps and transfer manifolds. The approved safe drafts at this facility are as follows: CITGO dock 1: 40 FT; CITGO dock 3: 44.0 FT; CITGO dock 8: 30.0 FT. (All safe drafts are reported in Fresh Water) 3) Ship / Shore Access Vessels at this berth are responsible for maintaining a safe gangway between the ship and shore throughout the transfer operations. Vessels berthing at CITGO dock 3, POCCA Oil dock 4, or POCCA Oil dock 7, must provide a gangway that is at least 50 Ft / 15.2 meters in length. 4) Pre Transfer Conference / Declaration of Inspection (DOI) A Pre Transfer conference will be held prior to cargo transfer. Grades, types, quantities, and anticipated rates of cargo transfers as well as vapor recovery operations and any restrictions or
4 anticipated stoppages will be discussed. The DOI will be completed during the pre transfer conference and prior to any cargo transfer at this facility. All transfer operations will be discontinued if any of the requirements of the DOI are not complied with fully. 5) Communications This facility provides intrinsically safe radios for communications during transfer operations. These radios shall be checked on an hourly basis to ensure they continue to function properly. If at any time communications fail, all transfer operations should be discontinued until they are restored. The vessel is responsible for returning the shore radio at the conclusion of the cargo operations. 6) Cargo Operations The maximum allowable working pressure for this transfer operation is: 150 PSI. Vessel s engines are not to be warmed-up while cargo hoses / chicksans are connected. No Dock Trials. 7) Cargo Connections All hose flanges shall be bolted down using a bolt and nut in all bolt holes. Chicksans are to be connected using the existing couplings. Vessel cooperation and assistance is required during connection and disconnection of the chicksans and / or cargo hoses. 8) Ballasting / Gas Freeing / Tank Washing / Vapor Recovery Local, State, and Federal regulations severely restrict all air emissions at this Refinery. As such and as part of this facility s safety guidelines no tank washing, gas freeing, or ballasting of cargo spaces is allowed at this facility. If your vessel is equipped with an inert gas system it must be operable during the cargo transfer and maintain less than 8% oxygen in the cargo spaces. Crude Oil Washing (COW) is not allowed without the prior approval of the Refinery. Boiler tube blowing is not allowed at this facility. Vapor Recovery Operations: When vessels are loading products that require to be vapor recovered (i.e. gasoline and petrochemical products) they should arrive with internal tank pressure of not more than 10 inches of water (0.36 psi /.025 bar). If vessel tanks are required to be depressurized prior to loading product the time required to do so will be for vessel s account. 9) Slops / Water Removal Slops and / or water are not to be discharged into the crude or product lines at this Refinery at any time. Slops can be received at docks 1 and 8 with prior approval (minimum 72 hour notice is required). Outside arrangements for slops / water disposal can be made through the vessel s agent with the prior approval of the Terminal Dock Area Supervisor or Port Captain. There is a charge for slop removal. Check with refinery for current per bbl charge. 10) Repairs / Inspections / Vettings & Tests No repairs are to be performed at the facility without the prior approval of the Terminal Area Supervisor. Absolutely no hot work is to be performed during transfer operations. No inspections or tests are to be conducted without the approval of the Terminal Area Supervisor. Absolutely no inspections and tests are to be performed which disable any safety or operational equipment or interfere with the duties of the officer in charge of cargo operations. Only one vetting may be permitted
5 during vessel s call at this facility, after advance notification from the owners which will include surveyor s name, company, etc. 11) Stores / Potable Water Storing is allowed at this facility with the prior approval of the Terminal Area Supervisor or Port Captain. Storing by barge is strongly recommended due to dock configuration. No drums, paint, pressure vessels, or heavy spare parts are allowed across the dock. All storing is done at the owner s risk. Refinery equipment is not available for vessel s use. Potable water is not available at CITGO facilities. 12) Bunkers Bunkering by truck is allowed at this facility with prior approval. Maximum number of trucks is 6, approximately 150 mt of ULSD. NOTE: Bunkering by barge is allowed at CITGO Dock #1 if marine traffic permits. 13) Weather / Manning / Vacating Berth During a lightning warning, and during periods of severe weather all cargo transfers will be shut down. The vessel will maintain the engines stand by, vessel trim, stability, and manning levels to be able to vacate this berth on short notice and / or in case of emergency. Tugs, if broken away from tows, shall be positioned to respond to the tow in cases of emergency. 14) Vehicles / Visitors Vehicles and visitors to the vessel are permitted as per terminal security protocols. The vessel s agents have been advised on these security procedures. All vehicles and visitors allowed entrance to the dock area do so at the individual s / owner s risk. CITGO assumes no responsibility for loss or damage to private vehicles or injury to visitors. The speed limit inside this facility is 15 MPH. Personnel are not allowed to walk through the Refinery. Local taxis are available that will transfer personnel out of the Refinery. A pay phone is located on dock 3 for the use of vessel personnel. There is no pay phone on dock 1. 15) Safety Policies In addition to the recognized safety policies and procedures as mandated by the applicable rules and regulations the following safety policies are in effect at this facility: Smoking: Smoking is allowed only within the designated smoking areas in the Refinery or within the designated smoking areas of the vessel. Alcohol / Intoxicated Individuals: Alcohol is not permitted in this facility. The consumption of alcoholic beverages is not allowed aboard any vessel moored to this facility. Intoxicated individuals will be denied access and / or escorted out of this facility. Firearms: Firearms and / or explosives are not allowed in this facility. Flame Retardant Clothing: Access to the refinery is restricted to those individuals wearing flame retardant clothing, eye protection, and hard-hats. Vessel personnel are not authorized access to the Refinery (see next page for entry / departure procedure). Personal Floatation Devices: The dock face and mooring areas are recognized as areas requiring the donning of PFDs. Please restrict your movements in these areas to that required for access and vessel operations.
6 Appendix 1 Vessel Security Officer April 27, 2012 From: Facility Security Officer David Cave securit@citgo.com To Vessel Security Officer Subject: Vessel Personnel Entry / Departure Procedure for CITGO Corpus Christi Refinery CITGO Corpus Christi Refinery entry and departure procedures for vesel personnel are as follows: 1. All personnel departing the vessel for shore leave (i.e. for purposes other than using the phone or checking the draft, etc.) must check in with the dock PIC prior to leaving and sign out. 2. Vessel personnel are not allowed to depart the dock area other than by approved vehicles. 3. Approved vehicles for departing are: taxi cabs and Seaman s Center van. A secondary measure will be by vessel s agent provided transportation and / or vehicle of CITGO sponsors if they have notified the CITGO Security Com Center prior to leaving. 4. When entering or departing the refinery in approved vehicles, vessel personnel are required to wear a short or long sleeved shirt, long pants and closed shoes. No tank tops, shorts or sandals are allowed while transiting through the refinery. 5. Vessel personnel are not allowed to leave the refinery by any other means. This includes walking or jogging outside the dock area, departing by stores / supply vehicles, contractor s vehicles or personal bicycles. 6. NO CAMERAS are allowed on the facility. This includes cell phones that are equipped with a camera device. If a crewmember is found to be in possession of a camera or picture taking device the camera will be confiscated and the crewmember escorted back to the vessel. 7. The Master of the vessel will send a confirmation to the vessel s Agent that he has communicated CITGO s Security policy to all crew members. Failure to comply with these safety and security measures may cause vessel personnel to lose their privilege to leave the ship in the future.
