4 ST WHITE PAPER ON TRANSPORT SEPTEMBER 2001 The way to revive short-sea shipping is to build veritable sea motorways within the framework of the master plan for the trans- European network ] certain shipping links, particularly those providing a way around the bottlenecks in the Alps and Pyrenees, should be made part of the trans-european network, just like motorways or railways. At national level, shipping routes between European ports will have to be chosen to create networks [ ] However, these lines will not develop spontaneously. [ ] they will have to be - notably by granting European funds (from the Marco Polo programme and the Structural Funds) to encourage start-ups and give them an attractive commercial SSS: Commodity and passenger transport services by sea between ports in geographical Europe or between those countries and others situated in non European countries having a coastline on the enclosed seas bordering Europe - in keeping with the definition of SSS by the European Short Sea Network (ESN).

8 Article 12 bis Motorways of the sea 1. The trans-european network of motorways of the sea is intended to concentrate flows of freight on sea-based logistical routes in such a way as to improve existing maritime links or to establish new viable, regular and frequent maritime links for the transport of goods between Member States so as to reduce road congestion and/or improve access to peripheral and island persons and goods, provided that freight is predominant. The trans-european network of motorways of the sea shall consist of facilities and infrastructure concerning at least two ports in two different Member State, such as the port facilities, electronic logistics management systems, safety and security and administrative and customs procedures, as well as infrastructure for direct and sea access, including ways of ensuring year-round navigability, in particular the availability of facilities for dredging and icebreakers for winter access. 9 VADEMECUM Motorways of the Sea Art. 12a of the TEN-T Guidelines A Vademecum issued in conjunction with the call for proposals TEN-T 2005 The EC issued a Vademecum in conjunction with the call for proposals TEN-T This document, published in parallel to the launch of the 2005 call, explained the requirements for applying for funding for MoS projects according to Article 12a of the TEN-T Guidelines and the TEN-Regulation. It also described the evaluation criteria for the call. 1. ELIGIBLE TYPE OF PROJECT Affects one of the corridors identified in the Priority Project No 21 Contribute to the ultimate goal of Concern at least 2 ports in 2 different Member States (MS) Freight should be predominant, but not exclude the combined transport of passengers and goods. The core network must ensure efficient multi-modal links between the EU capitals and other main cities, ports, airports and key land border crossing, as well as other main economic centres. It should focus on the completion of missing links mainly cross-border sections and bottlenecks/bypasses on the upgrading of existing infrastructure and on the development of multimodal terminals at sea and river ports and on city logistic consolidation centres. Better rail/airport connections must be devised for long distance travel. The Motorways of the Sea will be the maritime dimension of the core network. (White Paper 2011)

The Marco Polo Work programme 2011 addresses this complex situation by limiting, as far as Short Sea Shipping (SSS) based services are concerned, the scope of the programme for modal shift, Motorways of the Sea and catalyst actions to those services which implement innovative technologies or operational practices which significantly reduce polluting emissions of maritime transport, such as the use of low sulphur fuels, of LNG powered vessels, of vessels operating scrubber technologies for the cleaning of exhaust emissions or of vessels using shore side technology. As a consequence, no funding will be available in 2011 for modal shift, for catalyst actions or for Motorways of the Sea actions which are based upon Short Sea Shipping services that do not make use of the environmental technologies referred to above.
