3 #1 General Cargo Port of Sekupang Background: Batam as an area for free port, industries, and tourism, plays a very important role in the development of Indonesia. By November of 2012, value of exported goods from Batam has reached US$ 9.84 billion. Sekupang General Cargo Port is complementary from Batu Ampar Container Port and Singapore International Hub Port, as one of three general cargoports in Batam Island, with the existing capacity of ton of general cargo per year (actual demand is estimated to reach ton of general cargo per year, but cannot be served due to the limited facilities) There is a demand for the extension of Sekupang General Cargo Port to accommodate the rising volume of cargo and container in line with the growth of foreign investment. Otherwise, Sekupang General Cargo Portwill become congested and will result in the decrease the port service.

4 #1 General Cargo Port of Sekupang Objective and Goal: To develop the existing SekupangGeneral Cargo Port. The goal is to build 691 m of wharf, in order to handle ton of general cargo per year. Location: SekupangGeneral Cargo Port is located on the west coast ofbatam Island and has a very strategic position on the international ship route. Project Accomplishment: The construction shall take 2 (two) years to complete. Status of Project Preparatory Work: Detail Engineering Design : Completed OBC (Initial Review of Pre FS) : Not Yet FBC (Final Review of Pre FS) : Not yet Modality: Government Budgeting (DIPA) or BOT Investment cost: Investment cost is estimated to reach US$ 36.6 millioncovering the works of (among others): Wharf Construction 691 m Trestle Construction 84 m Reclamationand Revetment Sheet Pile

5 #2 General Cargo and Liquid Bulk Port of Kabil Background: Batam Island is designated to be a transshipment container port. Many studies have been conducted to develop container port. The latest study recommends the construction of container port in Kabil. Kabil Container Port is specialized for handling Liquid Bulk Cargo, Dry Bulk Cargo, Several Cargo, Container and Oil Base Logistic, with the existing berth capacity DWT (ultimate plan DWT) and berth length 420 m (ultimate plan m). In line with the growth of foreign investment in Batam,we need to accommodate the rising volume of cargo and container. There will result the needs to extend the Kabil Port so it be ready to ship all goods for export destination.

6 #2 General Cargo and Liquid Bulk Port of Kabil Objective and Goal: To develop the existing Kabil Port, in serving the import and export activities from Batam Island and Indonesia in general. The goal is the construction of Kabil Container Port that shall have ultimate capacity of more than million TEU S. Location: The construction is located in Kabil, near Tanjung Sauh Island, about 20 km to the South East of Singapore. Status of Project Preparatory Work: Detail Engineering Design : Completed OBC (Initial Review of Pre FS) : Not Yet FBC (Final Review of Pre FS) : Not yet Modality: Government Budgeting (DIPA) or BOT Project Accomplishment: The project shall take 30 (thirty) months to complete. Investment cost: Investment cost is estimated to reach US$ 17 million, covering the works of (among others): Wharf construction 216 m Trestle construction m Reclamation and Revetment Sheet Pile 269 m Pipe rack m Dredging and Turning Basin

7 #3 Tanjung Sauh Transhipment Container Port Background: Located in the Growth Triangle of Indonesia, Singapore and Malaysia (IMS-GT), Indonesia has not optimized the benefit of a very busy international trade route in this area, many of the cargo transshipment transit in Singapore and Malaysia. By developing hub terminal for container, Indonesia will have a big opportunity in transshipment, connecting domestic sea traffic in Indonesia to the international trade route. There will also a big potential for other market such as liquid bulk and dry bulk cargo. As one of main infrastructure needs in supporting Batam industries.

8 #3 Tanjung Sauh Transhipment Container Port Objective and Goal: Location: Status of Project Preparatory Work: Modality: Project Accomplishment: Investment cost: To develop the Tanjung Sauh Port. The goal is to have a capacity of TEU s. Tanjung Sauh Island, located 1.8 Km to the South East ofbatam Island and 10 Km to the West of Bintan Island, has a very strategic position on the international ship route. OBC (Initial Review of Pre FS) : completed FBC (Final Review of Pre FS) : under study BOT (Built-Operate-Transfer) 50 years. The construction shall take 4 (four) years to complete. Investment cost is estimated to reach US$ million covering the works of (among others): Dredging : m 3 Quay/Berth : m Backup area/container yard : 138 Ha Gantry Crane : 20 unit RMGC : 60 unit Heat Truck : 100 unit Trailer : 100 unit

9 #4 Batam Toll Road Background: Batam Island is designated to be the best investment place in Asia Pacific region with complete facilities of infrastructures. Hang Nadim International Airport is the main international airport of Kepulauan Riau Province, handling for passenger and cargo shipping from/to many destinations. Batu Ampar Seaport is the main seaport of the island, serving the very busy industrial activities. There are several industrial parks located in Batam and the biggest is Batamindo Industrial Park, located at MukaKuning. The growth of population and economic in Batam causes the increasement of traffic use. To maintain it, we need to expand the traffic capacity by build a toll roads from Batu Ampar Seaport and Hang Nadim International Airport to Batamindo Industrial Park as one of potential road corridor.

10 #4 Batam Toll Road Objective and Goal: To smooth the traffic flow of goods and people from/to ports and Batamindo Industrial Park To provide alternative roads from/to ports and Batamindo Industrial Park Location: Main road from Hang Nadim International Airport and BatuAmpar Container Seaport to Batamindo Industrial Park. Status of Project Preparatory Work: Detail Engineering Design : Completed OBC (Initial Review of Pre FS) : Completed FBC (Final Review of Pre FS) : under study Modality: BOT (Built-Operate-Transfer) 50 years. Project Accomplishment: The project shall take 18 months to complete. Investment cost: The total investment cost is estimated to reach US$ covering the works of (among others): Toll Roads Construction Right & Left Side Roads Construction Flyover Roads Construction at 5 (five) location 22 (twenty-two) Entry-Exit Ramps and 3 (three) Toll Gates Construction.

11 #5 Batam Monorail (Phase-1: Batam Centre Tanjung Uncang) Background: Batam as an area for free port, industries, and tourism, plays a very important role in the development of Indonesia. By the end of 2012, the number of population in Batamhas reached people whichdistributed evenly in the city of Batam, and with a total number of manpower people which mostly work in the industrial sector. BP-Batam has duty to provide infrastructures and facilities such as transportation, housing, health careand others, in order to support industrial activities in Batam. To meet the transportation needs in line with the growth of population, there is a demand to build monorail line that will connect various areas in

The goal is to have amonorail line along Km from Batam Centre to TanjungUncangfor first phase and for the second phase will be Km from BatuAmpar to Hang Nadim International Airport. Location: The construction for first phase is located from Batam Centre to TanjungUncang via MukaKuning. Status of Project Preparatory Work: Detail Engineering Design : Under study OBC (Initial Review of Pre FS) : Completed FBC (Final Review of Pre FS) : Not yet Modality: BOT (Built-Operate-Transfer) 50 years. Project Accomplishment: The project shall take 36 months to complete for each phase. Investment cost: Total investment cost is estimated to reach US$ million, which is divided into 2 (two) phase : Phase I : Batam Centre TanjungUncang Estimated cost is US$ million andcovering the works of: Monorail Train =4unit Monorail Line = km Monorail Station= 18station Phase II : BatuAmpar Hang Nadim International Airport Estimated cost is US$ million and covering the works of: Monorail Train = 4 unit Monorail Line = km Monorail Station = 23 station

13 Background: #6 Batam Bintan Bridge (Section-1: Batam-Tg.Sauh) Transportation sector has a big role in supporting the development of a region. In context of region infrastructure development, it is aim to build an integrated transportation system which is important in social life, politic, economic, culture and defense. The different characteristic between Batam and Bintan can be a right consideration in developing both islands. Batam Islandas a developing industrial bonded zone and Bintan island with a large of potential need to be develop in synergy. By an appropriate strategy, the synergy of both islands can bring a positive impact for Batam and Bintan. One of the efforts to achieve this purpose is by building the Batam-Bintan bridges. Basicly the development of Batam-Bintan bridges is to help the acceleration of development process between regions. One of history facts about the function of bridges is to serve and expedite flow of goods/commodities/economic from producer to consumer, and also bring the technology close to the work area. It can be possible by build a bridge that connect region to another region so products can be transferred and it will create a flow of goods, services and humans. In that way, the development of Batam Bintan bridges is expected to accelerate the economic grow of regions and hinterland community related the bridge.

14 #6 Batam Bintan Bridge (Section-1: Batam-Tg.Sauh) Objective and Goal: Transportation aspects : To connect the islands that divide by the sea Bintan island can take advantage of infrastructures that had exist in Batam island, or inthe other way Clearance of new areas in the regions that in connection with the bridge Economy aspects : Development of a new zone that related to Batam island which already has a relative complete infrastructures To increase the flow of goods in a economic value between the islands Location: Reside between Local District of Nongsa in Batam Island and TanjungSauh Island, between TanjungSauh Island and Buau Island, and between Buau Island and Local District of North Bintan in Bintan Island (as seen at following picture). Batam Island road = 1.54 Km b. Tg. Sauh Island road = 3.42 Km c. Buau Island road = 0.77 Km d. Bintan Island road = 0.50 Km Bridges construction along 6.97 Km, consists of : a. Batam Tg. Sauh Bridge = 2.17 Km b. Tg. Sauh Buau Bridge = 3.90 Km c. 15 #7 Cargo Terminal of Hang Nadim Airport Background: Cargo Terminal of Hang Nadim Airport is an international hub cargo terminal, located in Batam and equipped with MRO facilities for aircraft.in long term, Hang Nadim Airport is designed to be the largest Indonesia s cargo terminal. Average number of loading and unloading of goods in Hang Nadim Airport foryear indicated a considerable high increase 12.21% per year. With an area of m 2 for warehouse, the capacity is inadequate to support demand as determined in Hang Nadim Airport Development MasterPlan. The existing of loading and unloading facilities is for handling ton, a small number from the ultimate volume of ton. The average of the goods traffic is ton per month and in next 5 years is estimated increase to ton per month. It showed that the warehouse capacity very inadequate for handling the goods traffic activity, as well as the availability of office space for freight forwarders. There is a high demand for the extension of Cargo Terminal of Hang Nadim Airport, to accommodate the rising volume of cargo in line with the growth of foreign investment. Otherwise, Cargo Terminal of Hang Nadim Airport will become congested and will result in the decrease the port service.

16 #7 Cargo Terminal of Hang Nadim Airport Objective and Goal: Location: Status of Project Preparatory Work: Modality: Project Accomplishment: Investment cost: To develop the existing Cargo Terminal of Hang Nadim Airport. The goal is to have an extensive warehouse area of m 2. Hang Nadim Airport is located in Nongsa district on the Eastern of Batam Island. Detail Engineering Design : Completed OBC (Initial Review of Pre FS) : Completed FBC (Final Review of Pre FS) : Not yet BOT (Built-Operate-Transfer) 50 years. Cargo terminal construction shall commence in 24 months. Investment cost is estimated to reach US$ 44,4million covering the works of (among others): Land preparation (cut and fill) Apron and taxiway extension Warehouse : m 2 External Infrastructure (access road and drainage) Equipment (visual aids) IT System

17 #8 Passenger Terminal Extension of Hang Nadim Airport (Phase-2) Background: Hang NadimInternational Airport has the longestrunway in Indonesia with length of meter and width of 45 meter. There also have an apron facilities covering an area of m 2, passenger terminal with an area of m2, and6 units of boarding trestle. Since its operation in 1983 until recent, Hang Nadim International Airport experienced an increase and decrease fluctuation in the number of flights to and from Batam. The decrease in the frequency of flights drastically happened in , as an impact of monetary crisis in Indonesia. But the frequency of flights on the whole period of , still showed an increase of 15,41% per year, as well as the number of passengers in period of showed an increase of 17,25% per year. The high and significant of growth rate will influence the development of Hang Nadim International Airport in future. In order to improve the standards of safety andservice for passengers, it is necessary to expand the passenger terminal building of Hang Nadim International Airport.

18 #8 Passenger Terminal Extension of Hang Nadim Airport (Phase-2) Objective and Goal: To develop the existing passenger terminal of Hang Nadim International Airport. The goal is to have a capacity of 8 millionpassengers (Phase-2). In 2033 we plan to reach an ultimate capacity of 32 million passengers and 1.6 million ton of general cargo. Location: Hang Nadim Airport is located in Nongsa district on the Eastern of Batam Island. Investment cost: Status of Project Preparatory Work: Detail engineering design /DED : completed OBC (Initial Review of Pre FS) : Under study FBC (Final Review of Pre FS) : not yet Modality: BOT (Built-Operate-Transfer) 50 years. Project Accomplishment: Passenger terminalextension for phase-2 shall commence in 36 months. Investment cost is estimated to reach US$ 262,52 million (phase-2) covering the works of (among others): Passenger Terminal: m 2. Equipment (8Garbarata, baggage handling system, flight information system/fids, automatic docking guide system/adgs) IT System Apron and taxiway construction.

19 #9 Batam e-government Phase 2 Background: Batam will be identified as a central of ICT in Indonesia with a future as a city internationally oriented business that provides ICT services and the optimal range of ICT training in the IT Centre, which has a network of information and communication infrastructure with broadband high standard. Recently BIFZA IT Centre has facilities server room with total area of data center around m 2, with capacity 160 racks; training rooms and conference hall with capacity 100 persons with supported BIFZA fiber optic along 105 km in BatamIsland and connected to fiber optic of Telkom Indonesia network. BIFZA It Centre has provided service of data centreservices such as server co-location, mirroring services, cloud computing, web hosting, storage on demand, virtual private server, dedicated server and Disaster Recovery Centre (DRC) with users such as Indonesia National Planning Agency, Indonesian Investment Coordinating Board, Nuclear Energy Regulatory Agency, etc. BIFZA IT Centre as part of e-government project began in December 2007 for business innovation through ICT and learning place for ICT professional through technical training. For future project, BIFZA IT Centre purpose to be Batam Single Window project as a part of Batam e-government phase 2.

20 #9 Batam e-government Phase 2 Objective and Goal: Batam Single Window (BSW) is the main tool for the realizing the streamlined, efficient and ease doing business in Batam; BSW can provide a single online system for all licensing and other regulatory permits/ clearance in Batam island, including investment purpose and other national/ international interest; BSW enables an integrity between variety of government institution applications and databases. Location: BSW as a part of Batam e-government phase 2 is located in BIFZA IT Centre Building at Batam Centre Pulau Batam. Status of Project Preparatory Work: Preparation of Master Plan IT BIFZA : completed OBC (Initial Review of Pre FS) : not yet FBC (Final Review of Pre FS) : not yet Detail Engineering Design : not yet Modality: Government Budgeting or Loan. Investment cost: Batam Single Window with investment cost is estimated US$ 86 million, covering the work of scope : Development of Batam Single Window (hardware and software enhancement, fiber optic topology and protection); Development of Applications (land management IT system, Executive IT system, Batam development data and Information dashboard); Cloud Based Technology (technology, infrastructure and management system); Management Support System (monitoring and IT facility management); Human Resource Recruitment & Development; Development of BIFZA IT Centre Phase II m 2 ; Procurement of application system and equipment BIFZA IT Centre. Project Accomplishment: The project shall take around 3 years to complete.

21 #10 Batam Sewerage System phase -2 Background: Increasing access to sanitation facilities for urban and rural communities is one of major priorities of Indonesian Government to achieve MDGs. In the Sanitation Road Map covering the period of , for urban areas, Indonesian Government has a specific target to increase the number of cities with piped sewerage system, and one of the city is in Batam. The current population of Batam is more than one million people (± 1.2 million in 2014), the population has been rapidly increasing and plenty of housing, industries and other activities development have been progressing, so that this project is needed to be applied in Batam. The status of Batam Wastewater Treatment Plan Stage 1 Project is on going to the next step (construction phase) and it will be done in 2018.According to the Batam Wastewater Investment Master Plan, Stage 1 project is going to be constructed in Batam Centre (rehabilitation of existing WWTP) Bengkong and SeiBedukand it will be continued to the 2 nd stage through this project (Batam Wastewater Treatment Plan 2).

22 #10 Batam Sewerage System phase -2 Objective and Goal: Location: Status of Project Preparatory Work: Modality: Project Accomplishment: Investment cost: As a part of supporting the Government of Indonesia (GoI) initiative to accelerate the development of urban sanitation under the Acceleration of Urban Sanitation Development Program(PPSP) through support to wastewater planning in Batam; Continue the next stage (2 nd Stage) of Batam Wastewater Management Master Plan to protect water quality by improving environmental infrastructure and wastewater facilities and improve public health, reduce epidemic in Batam and also Increase tourists and investment according to improvement in environmental quality. Batam Wastewater Treatment Plant -2is located in BatuAmpar, Sagulung, Sekupang and expansion of Batam Centre Preparation of Batam Wastewater Investment Master Plan : completed OBC (Initial Review of Pre FS) : not yet FBC (Final Review of Pre FS) : not yet Detail Engineering Design : not yet Government Budgeting or Loan. The project shall take around 4 years to complete. Batam Wastewater Treatment Plan - 2Project with investment cost is estimated US$ 157,271 million, covering the work of scope : Land acquisition, Detail design and construction for BatuAmpar, Sagulung, and Sekupang Wastewater Treatment Plant; Expansion of Batam Centre, Bengkong and SeiBeduk Stage 1 networks; Procurement of 2 No septage vacuum tankers; Design of on Onsite sanitation system Stage 2; Community development and sanitation awareness raising; Development of Environmental Management Plans; Implementation of Environmental Monitoring Plans; On-going capacity building support and training.
