4 Split Shipments - Air What is a split shipment? The shipment is tendered to the carrier as a single shipment. The carrier has for its own convenience split a shipment between two or more conveyances for transportation to the intended U.S. [CBP] port of destination. What options does an importer have? The Importer still has the right to file a single entry for the shipment even though it arrives in the U.S. on multiple conveyances Election of Release Options via EDI Hold All Incremental Release under Immediate Delivery Procedures Results in automated posting to bill in the CBP manifest system 4

6 Split Shipments - Air Valid Split Shipment Release Codes are: Code Description 1 Hold All - Release Entry when all cargo qualifies for release. 2 Request Special Permit to release cargo incrementally under Immediate Delivery procedures. Entry date will be set to when the first portion of the split shipment is released. Record Identifier SE10 (Input) Data Element Split Shipment Release Code Length/ Class Position Status Description Note 1AN 55 O A code representing an option for releasing 8 split shipments. 6

8 In-Bond ACE Entries can be filed on shipments which will be, or have been moved from one Port of Entry to another Port of Entry. New Twist You don t have to know the In-Bond number! If an entry is filed with an In-Bond number, the Port of Entry must be declared in the entry filing. If an entry is filed without an In-Bond number, and in fact there is an In-Bond on file for a bill listed in the entry. 8
9 In-Bond THE SYSTEM SEEKS OUT THOSE IN-BONDS AND ASSOCIATES THEM TO THE ENTRY FILING, AND. CBP ACTUALLY NOTIFIES THE ENTRY FILER THROUGH THE [SO] DISPOSITION MESSAGE! The message includes: In-Bond Type In-Bond Number Port of In-Bond Origin Port of In-Bond Destination In-Bond Bill Qty SO42 9
10 Corrections and Cancellations Ability for the Trade to apply for the Correction and Cancellation of existing ACE Entries (SE) via EDI Updated Implementation Guide (IG) documentation Integration of DIS Updated Status Notification IG New Business Rules added in for transaction processing. Ability for CBP Officer to process these EDI requests New User Interface screens for CBPO Hot Lists (filtered by port for the CBPO) Ability to send Request adjudication results to the Trade with both standard messages and customized comments 10
11 Corrections and Cancellations Correction Request Trade submits SE transaction with R (Replace) Action in SE10 Record Submission must include filer contact name and contact phone number. Some default automated response (SX) messaging: No Correction after both arrival and release Existing pending action must be concluded before additional Correction requests will be considered Correction request will be held in pending status if SE is in Document Review or Intensive exam status CBP Officer processes Correction requests New User Interface screens for CBPO CBPO can Accept or Reject the submission Ability to send request adjudication results to the Trade with both standard messages and customized comments 11

Contact Name 40AN 5-44 M Contact Name for the Correction / Cancellation request Contact Phone 15AN M Phone Number for the Correction / Cancellation request Reason Code 2A C Reason code for cancellation request. 1 Multiple Cargo Dispositions Indicator 1N 62 O Use 1 to indicate that multiple cargo dispositions exist in addition to the reason code provided for the entry in the cancellation request. DIS indicator 1N 63 O Use 1 to indicate a Document Image System (DIS) submission has been made in support of the correction or cancellation request Split Shipment 1N 64 O Use 1 to indicate that the SE is indicator associated with a split shipment Filler 16X M Space fill
13 Corrections and Cancellations Valid cancellation request reason codes are: Code Description 01 Clerical error 02 Entry replaced by CBPF 7512 (replacement in-bond number required) 03 Merchandise cleared under another entry (replacement entry number required) 04 Entry replaced by FTZ Admission (replacement FTZ Admission Number required) 05 Merchandise cleared under informal entry 06 Merchandise seized 07 Merchandise destroyed 08 Non-arrival 09 Shipment refused by importer 10 Shipment not authorized for import 11 System error For reason code 02, an In-bond Number that is on file with CBP must be provided in the SE20 record; for reason code 03, the replacement Entry Number that is on file with CBP must be 13
14 Corrections and Cancellations Document Image System (DIS) Indicator The use of the DIS indicator denotes to CBP that the filer has submitted an electronic file or files in support of the correction or cancellation request. When the DIS indicator is reported in the SE13 record, the SE20 record is required with the Reference Identifier Qualifier code DIS (Filer-Defined DIS Reference Number). This is a filer-assigned reference number to identify the DIS submission. This reference number should be unique for the associated entry number and should not be repeated for other DIS submissions for the same entry number, including for the entry summary and other post summary submissions.. The DIS submission related to the correction / cancellation request: should be transmitted in advance of the submission of the correction / cancellation request should include the Filer-assigned [DIS] Reference number which links it to the specific correction / cancellation request. 14

Reference Identifier 3AN 5-7 M Code that defines the Reference Identifier. 1, 2 Qualifier Reference Identifier 50X 8-57 M Reference data. 2 Filler 23X M Space fill Note 1 Valid Reference Identifier Qualifier codes are: Code Description CR EN IB FTZ DIS Filer-defined Reference Number Replacement Entry Number Replacement In-bond Number Replacement FTZ Admission Number Filer-defined DIS Reference Number CR is an optional Filer-defined field that will be returned in the response messages. EN/IB/FTZ is the reference data provided by the filer in relation to the reason for the cancellation request selected in SE13. 15
16 Corrections and Cancellations Correction Request (cont.) If upon review of the Correction request, the CPBO Accepts the Correction, then the SE filer will be notified via the disposition message (SO). The SE will be versioned and the Correction request becomes the active entry record. CBPO has a selection of standard reasons for Rejecting a Correction request: Valid reason codes for rejecting a correction request: 05 Additional information required via DIS. 06 Unable to verify CBP disposition for full bill quantity on original entry. 09 Original entry is on hold. Hold must be resolved prior to correction / deletion request. 10 Original entry is on PGA hold. Hold must be resolved by PGA prior to correction / deletion request. 11 Other (See comments). 16
17 Corrections and Cancellations Correction Request (cont.) If upon review of the Correction request, the CBPO Rejects the Correction, then the SE filer will be notified via the SO message. Note: If a Request is Rejected, then a new Request must be submitted to pursue Correction action. Each Request submission stands on its on. *(Please refer to the ACE Cargo Release Status Notification Implementation Guide) 17
18 Corrections and Cancellations Cancellation Request Trade submits SE transaction with D (Delete/Cancel) Action in SE10 Record Submission must include filer contact name and contact phone number. If the D action is submitted before any bill match, then the SE will be deleted from the SE system and the filer may reuse the entry number for another entry submission. If the D action is submitted after bill match, then this becomes a Cancellation Request, and will be reviewed by CBP personnel prior to accepting or rejecting the request. CBP Officer processes Cancellation requests New User Interface screens for CBPO CBPO can Accept or Reject the submission Ability to send request adjudication results to the Trade with both standard messages and customized comments 18

CBPO has a selection of standard reasons for Rejecting a Cancellation request which may include: Valid Reason Codes are: Code Description 01 Provided replacement entry is in cancelled status. 02 Provided replacement entry is in open status. 03 Provided replacement in-bond is in deleted status. 04 Requested document is not in DIS. 05 Additional information required via DIS. 06 Unable to verify CBP disposition for full bill quantity on original entry. 07 Provided replacement FTZ Admission is in deleted status. 08 Provided replacement FTZ Admission is in open status. 09 Original entry is on hold. Hold must be resolved prior to correction request. 10 Original entry is on hold. Hold must be resolved prior to cancellation request. 11 Original entry is on PGA hold. Hold must be resolved by PGA prior to correction request. 12 Original entry is on PGA hold. Hold must be resolved by PGA prior to cancellation request. 13 Other (See comments). 14 Original entry and replacement entry must contain identical bill number. 15 Original entry and replacement in-bond must contain identical bill number. 16 Provided replacement entry is not on file. 17 Provided replacement FTZ Admission is not on file. 19
20 Corrections and Cancellations Cancellation Request (cont.) If upon review of the Cancellation request, the CPBO Accepts the Cancellation, then the SE filer will be notified via the SO message. The SE transaction will now be in Cancelled status. The associated entry number cannot be reused for SE, Entry Summary or for an ACS entry. 20
21 Corrections and Cancellations Cancellation Request (cont.) If upon review of the Cancellation request, the CBPO Rejects the Cancellation, then the SE filer will be notified via the SO message. Note: If a Request is Rejected, then a new Request must be submitted to pursue Cancellation action. 22 ACE Cargo Release What s Next? Unified Entry / Importer Security Filing (ISF) Who is eligible to file? Filing be required to be submitted no later than 24 hours prior to the loading of the vessel. How will this work? Will all ACE Cargo Release (SE) software code have to be updated to accommodate this unified filing? 22
