1 Page 1 of 12 AGREEMENT FOR THE SCHEDULING AND PROVISION OF EQUIPMENT OPERATORS FOR TOWING OF INBOUND / OUTBOUND CARGO AND MAIL FOR A PERIOD OF 3 YEARS (WITH OPTION OF 2 YEARS EXTENSION) General Contract Requirements and Description 1) The contractor is to provide Equipment Operators for towing of inbound and outbound cargo / mail to and from SATS Airfreight Terminals on a 24-hour-7-day basis. The deployment of Equipment Operators and assigning of tow assignment at each Apron Control Centre would be undertaken by a 24-hour Deployment Scheduler provided by the contractor. On top of that, the contractor would also need to provide an Operation Manager / Supervisor to be the overall in charge for all administrative / staff / operation issues. 2) The mode of payment to contractor would be on a per unit output basis. 3) Please refer to the followings for further details: i) Annex 1 Specifications / Qualifications / Service Requirements for Equipment Operator.. 2 Page 2 of 12 Annex 1 AGREEMENT FOR THE SCHEDULING AND PROVISION OF EQUIPMENT OPERATORS FOR TOWING OF INBOUND / OUTBOUND CARGO AND MAIL FOR A PERIOD OF 3 YEARS (WITH OPTION OF 2 YEARS EXTENSION) 1 Specifications for Equipment Operator 1a) Selected candidates required to handle heavy equipment 1b) Physically fit. 1c) Able to read / speak and understand simple English. 2 Qualifications for Equipment Operator 2a) Possess minimum a valid Class 3 ROV driving license or equivalent for necessary conversion to Class 4T CAAS Airfield Driving Permit (ADP). 2b) Possess a valid Class 4T CAAS Airfield Driving Permit (ADP) in order to be allowed to operate a Tractor (SAS will provide assistance to arrange for the necessary training and tests). 3 Service Requirements for Equipment Operator 3a) Adhere to all safety procedures and requirements under CAAS Aerodrome Rules and Regulations; and SAS guidelines. 3b) Able to differentiate various cargo / mail labels and types. 3c) Able to understand and differentiate the various 2- letter and 3-letter airline and destination codes. 3d) Operate a Tractor to tow inbound cargo & mail on pallets / in containers / in trolleys from aircraft parking bays to the Airfreight Terminals (including Coolport) & Mail Office accordingly. 3e) Operate a Tractor to tow outbound cargo & mail (if necessary) on pallets / in containers / in trolleys from the Airfreight Terminals (including Coolport) & Mail Office to aircraft parking bays.
3 Page 3 of 12 Annex 1 3f) From time to time, operate a Tractor to tow empty pallets / containers / trolleys from aircraft parking bays to the Airfreight Terminals & Mail Office and vice versa. 3g) Operate a Tractor to deliver loose cargo & mail loaded in trolleys from the Airfreight Terminals (including Coolport) & Mail Office to aircraft parking bays and vice versa as and when required. 3h) Operate a Tractor to transfer cargo / mail from bay to bay such as during a bay change etc. 3i) Towing of cargo / mail to the designated staging area / flight / aircraft parking bays / Airfreight Terminals / Mail Office etc. in accordance with the precision timings or SLAs given. 3j) Prepare / collect Pallet Dolleys (PDs) / / Baggage Trolleys (BTs) before reporting for tow assignments. 3k) Check condition and label of cargo, Unit Loading Devices (ULDs) number and condition, condition of Pallet Dolleys (PDs) / / Baggage Trolleys (BTs) / Mail Trolleys (MTs) prior to towing. 3l) Secure all locks / pins / restraints on Unit Loading Devices (ULDs) and Pallet Dolleys (PDs) / Container Trolleys (CTs) / Baggage Trolleys (BTs) / Mail Trolleys (MTs) prior to towing. 3m) Ensure AVI / PER etc. are on the 1 st tow for inbound flight and check their conditions prior to towing. 3n) Adhere to special handling requirements for various special cargos as and when required. 3o) Report any discrepancies or irregularities during course of towing.
4 Page 4 of 12 Annex 2 1 Service Requirements for Deployment Scheduler 1a) Contractor is to provide a 24-hour Deployment Scheduler to be stationed at the Ramp Control Centre in addition to the Operation Manager / Supervisor during the entire service period. The Deployment Scheduler must take charge of the followings: i) Work hand-in-hand with Ramp Control Centre s personnel and SAS Cargo s personnel; ii) Schedule / deploy Equipment Operators for tow assignments; iii) iv) Act as control centre for all tow activities. Represent SAS Ramp when contacted by Airlines / SAS Cargo and communicate in an appropriate manner. 1b) The duty of the Deployment Scheduler is as follows: i) To obtain relevant information (e.g flight movements, ULD units and loose/bulk hold loads from the system etc) to plan the towing requirements for both incoming and outgoing flights; ii) To prepare and issue tow assignments to his pool of Equipment Operators; iii) To monitor changes on flight / bay / units to iv) be towed etc. To ensure timely broadcast of bay / flight changes etc. v) To monitor movements of his pool of Equipment Operators as well as to ensure the tow assignments have been completed in accordance with the precision timings or SLAs given; vi) To ensure readily and timely replacement of Equipment Operators when there is a shortfall.
5 Page 5 of 12 Annex 3 1 Service Requirements for Operation Manager / Supervisor 1a) Contractor is to provide an Operation Manager / Supervisor responsible for all workers. The Operation Manager / Supervisor must take charge of the following administrative and operational matters: i) Take charge of all staff matters (such as last minute leave etc.), disciplinary issues and act as a liaising personnel between his Equipment Operators and SAS Ramp s personnel at all times; ii) Monitor the attendance and ensure the Equipment Operators perform their duties; iii) Supervise his Equipment Operators on duty both at Ramp Control Center (RCC) and at the apron area; iv) Conduct briefings / safety audits and disseminate instructions etc. to his Equipment Operators as and when required; v) Submit briefings / safety audit reports periodically; vi) Conduct investigations and submit findings / reports for accidents; vii) To be contactable at all times and able to show his presence at short notice.
6 Page 6 of 12 Annex 4 1 Work Details 1a) Maximum Allowable Load Per Tow i) Three (3) Pallet Dolleys per tow; or ii) Four (4) Container Trolleys / Baggage Trolleys / Mail Trolleys per tow; or iii) One (1) 20-ft Pallet Dolley per tow. 1b) Implementation Allowance# To achieve 100% coverage / provision of service within 6 months upon award of tender. #Liquidated damages applicable.
7 Page 7 of 12 Annex 5 1 Pricing Mode 1a) With SAS supplied tractors, fuel, parking / staging area and maintenance: Per Unit* for T1 $x Per Unit* for T2/T3 $x Per Unit for Budget Terminal $x 1b) *Units = Pallets / Containers / Baggage Trolleys (BTs) / Mail Trolleys (MTs) Note: i) One (1) 20-ft Pallet = 3 units ii) Only the base pallet would be counted (as 1 unit) for piggy back pallets iii) Loose cargo / mail would have to be carried in Baggage Trolleys (BTs) 1c) All units towed would be tracked by Radio Frequency Data Terminal (RFDT) system whereby all payment for tow would be based on Finance Summary Report generated from the computerized Radio Frequency Data Terminal (RFDT) system or equivalent. 1d) All Equipment Operators are to keep their own tow records and any discrepancies in tow should be raised within 3 working days (including Saturday, Sunday and Public Holidays). 1e) After the implementation allowance period, any supplementary requirement from SAS staff to assist in towing to avoid service failure would be charged at 5 times the applicable unit rate.
8 Page 8 of 12 Annex 6 1 Training Requirements 1a) All Equipment Operators attending the training are to be fully outfitted as per clause 7.1 in the Contract Agreement Schedule B. Failure to do so would result in them being sent back whilst training fees still applicable. 1b) All Equipment Operators must undergo and pass a compulsory 12-day training session, which comprises of both classroom training and on-jobtraining (OJT) conducted by SAS Ramp Training before commencing work. Training would be conducted at Contractor s own time and cost. 1c) SAS Ramp Training reserves the right to amend the training programme partially or wholly from time to time giving one (1) week s written notice. 1d) Training fees would be charged accordingly as per clause 2.2 in the Contract Agreement Schedule B. For the purpose of computing the above, the total number of Equipment Operator positions in T1 and T2/T3 would be 50 and 60 respectively. 1e) During the training period, all Equipment Operators would not be paid. This shall supercede clause 2.1 and 2.3 in the Contract Agreement Schedule B. 1f) Only Equipment Operators who have completed the training successfully would be considered as qualified and allowed to work in Apron area. 1g) Any unqualified Equipment Operator found working in Apron area would be subjected to a liquidated damage.
9 Page 9 of 12 Annex 7 1 Other Requirements 1a) Contractor is to maintain a standby pool of Equipment Operators for quick activation. 1b) Contractor is to comply with all airside safety rules. 1c) In addition to compliance to CAAS s Aerodrome Rules and Regulations, all Equipment Operators are required to comply also to SAS s safety rules / operation guidelines which may be issued / reviewed from time to time. 1d) Contractor is to ensure safety audits / briefings are conducted on a regular basis according to SAS guidelines / requirements in accordance with clause 8.3 of the contract agreement. In the event of failure to do so, the contractor would be subjected to a Liquidated Damage (LD) of S$50.00 in accordance with clause 1.7(b) of Schedule B in the contract agreement. 1e) All Equipment Operators are required to perform clocking in and out with SAS Ramp s Service Crew Management System (SCMS) or equivalent. 1f) No Equipment Operator is allowed to work more than 12 hours continuously. 1g) Contractor is to reimburse SAS the cost of any damages incurred on SAS supplied equipment / Tractors etc. and this amount would be recharged at an additional 15%. In the case where the damage is covered partially / wholly by SAS / SAS s supplier procured insurance policy, such as in the case of a Tractor; SAS reserves the right to recharge the damage based on an appropriate market value, whereby SAS s decision would be final. 1h) SAS Ramp reserves the right to amend partially or wholly the requirements stated in the Contract Agreement giving one (1) week s written notice.
10 Page 10 of 12 Annex 8 1 Service Level Agreement 1a) Departure Handling Departure Pax Flights Last tow to reach A/C Bay Time Before STD -60mins [Cargo release time from Airfreight Terminal (AFT) is approximately between 120mins to 75mins] Departure Freighters Last tow to reach A/C Bay -120mins [Cargo release time from Airfreight Terminal (AFT) is approximately between 240mins to 135mins] 1b) Arrival Handling Arrival Pax Flights Last tow to clear A/C Bay Arrival Freighters Last tow to clear A/C Bay Time After ONB +60mins +90mins 1c) STD = Standard Time of Departure ONB = On-Block Time 1d) All ULDs for outbound flights are not supposed to be towed to bay earlier than: i) 120 mins before STD for Pax flights. ii) 240 mins before STD for Freighter flights. 1e) All AVI / PER are to be on 1 st tow for inbound flights.
11 Page 11 of 12 Annex 8 Penalty / Liquidated Damages for Service Failure In addition to the standard liquidated damages (LDs) mentioned in the Contract Agreement, the followings are additional mutually exclusive clauses, which would be subjected to review every 6 months; whereby SAS Ramp reserves the right to amend partially or wholly any of the clauses or add in additional clauses giving one (1) week s written notice: S/N DESCRIPTION AMOUNT OF DAMAGES 1 Late towing $ per unit 2 Wrong towing $ per unit 3 Mishandling of AVI / PER etc. and all cargo in general $ per unit 4 Failure to check / engage locks / pins / restraints before towing $ per unit 5 Cargo / ULD dropped off while towing $ per unit 6 Runaway PD / CT / BT / MT $ per unit 7 False claim on tow (includes ULDs for outbound flights towed out before stated time in SLA) $ per unit 8 Staff not wearing PPEs $50.00 per staff 9 Staff involved in accident & found at fault $ per staff 10 Speeding (excluding summons from CAAS) $ per staff 11 Driving without a valid CAAS Class 4T Airfield Driving Permit (ADP) (in addition to summons from CAAS) $ per staff 12 Deploying of unqualified staff $ per staff 13 Staff found towing for 3 rd party using SAS Apron supplied Tractor $ per staff
