4 About this qualification specification This qualification specification is intended for Tutors, Assessors, Internal Quality Assurers, Centre Quality Managers and other staff within Gateway Qualifications recognised centres and/or prospective centres. It sets out what is required of the learner in order to achieve the qualification. It also contains information specific to managing and delivering the qualification(s) including specific quality assurance requirements. The guide should be read in conjunction with the Gateway Qualifications Centre Handbook and other publications available on the website which contain more detailed guidance on assessment and verification practice. Qualification Information 1.1 About the qualifications The qualifications have been approved by the Office of Qualifications and Examinations Regulation (Ofqual) that regulates qualifications, examinations and assessments in England. The aim of these qualifications is to support the aims and objectives of the Social Media and Digital Marketing (England) Apprenticeship Framework. Intermediate Level Apprenticeship in Warehousing and Storage Pathway 1: Warehouse Operative The Gateway Qualifications Level 2 Certificate In Warehousing and Storage meets the competence and knowledge qualification requirements of this pathway. Advanced Level Apprenticeship in Warehousing and Storage Pathway 1: Senior Warehouse Person/Team Leader The Gateway Qualifications Level 3 Diploma In Warehousing and Storage meets the competence and knowledge qualification requirements of this pathway. Employers in the industry need to attract new talent to replace those who leave or retire, especially women and those from underrepresented groups and encourage existing staff to gain Level 2 qualifications. Apprentices work as Warehouse pickers/packers, loaders and with appropriate training, fork lift truck operators. Advanced Apprentices take on more responsibility including junior team leader roles. The advanced apprenticeship framework will provide opportunities to move into Level 3 jobs and training in Warehousing and the wider logistics sector. 1.2 Objective The objective of the Gateway Qualifications Level 2 and 3 Warehousing and Storage qualifications is to confirm competence in an occupational role to the standards specified within the Apprenticeship Framework for Warehousing and Storage (England). 8 1.3 Key Facts Qualification Title in full Gateway Qualifications Level 2 Certificate In Warehousing and Storage Gateway Qualifications Level 3 Diploma In Warehousing and Storage Credit Value Min and Max Guided Learning Hours credit is 10 hours of notional learning time. Learning time is defined as the time taken by learners at the level of the unit, on average, to complete the learning outcomes of the unit to the standard determined by the assessment criteria. Guided Learning Hours is the number of hours of teacher-supervised or directed study time required to teach a qualification or unit of a qualification. Some learners will be able to achieve these units in a shorter time, other learners, particularly those with additional support requirements will take much longer. 1.4 Funding For information regarding potential sources of funding please visit the following websites; The Education Funding Agency The Skills Funding Agency or, contact your local funding office. 1.5 Achievement methodology The qualification will be awarded to learners who successfully achieve an approved combination of units through a Portfolio of Evidence that has been successfully verified and monitored through Gateway Qualifications Quality Assurance process. Achievement is therefore determined by successful completion of unit assessment with no further requirement for additional/summative assessment. 1.6 Geographical Coverage The qualifications have been approved by Ofqual to be offered in England. 9 1.7 Progression Opportunities Those completing the Level 2 qualification as part of an Intermediate Apprenticeship in Warehousing and Storage: Intermediate Apprenticeship in Team leading Logistics Operations Warehousing and Storage Driving Goods Vehicles Into a job as a Warehouse Operations Team Member or with further development and training e.g. in-house/external development programme (CPD) accredited/non accredited into the following jobs at level 3: Team Leader; Warehouse Manager; Transport Manager. Those completing the Level 3 qualification as part of an in Warehousing and Storage could progress onto: Logistics Operations Driving Goods Vehicles. Into a job as a Warehouse Operations Team Leader, Lead Driver or with further development and training e.g. in-house/external development programme (CPD) accredited/non accredited into the following jobs at level 3: Warehouse Manager; Transport Manager. After further training and development for those who choose to do so: Foundation degree in logistics, transport planning, logistics operations and administration. 1.8 Relationship with other frameworks The Gateway Qualifications Level 2 and 3 Warehousing and Storage qualifications are related to the National Occupational Standards (NOS) developed by Skills for Logistics. It provides a significant amount of knowledge, understanding and skills development that underpins occupational competence in warehousing and storage. Relevant units within the qualification have been carefully developed according to the relevant standards as appropriate and/or in conjunction with Users of qualifications Page 8 of 26

10 2 Learner Entry Requirements 2.1 Age The approved age range for these qualifications is: Prior Qualifications or Units There is no requirement for learners to have achieved prior qualifications or units. 2.3 Prior Skills/Knowledge/Understanding Employers seek to attract applicants who have a keen interest in working in a warehousing business in the logistics sector. They must be willing to work shifts, as part of a team and be good timekeepers. Employers are also interested in applicants who have basic literacy and numeracy skills on which this Apprenticeship will build. 2.4 Restrictions There are no restrictions to entry. 2.5 Access to qualifications for learners with disabilities or specific needs It is Gateway Qualifications aim that there shall be equal opportunities within this organisation and in all the services it provides and within its recognised centres and via the services they provide and so meet the organisation s legal responsibilities to prevent discrimination. Details on how to make adjustments for learners is set out in the Reasonable Adjustment and Special Considerations Policy. 2.6 Additional Requirements/Guidance There are no additional rules or guidance regarding learner entry requirements. 11 2.7 Recruiting Learners with Integrity It is vital that centres recruit with integrity with regard to qualifications. Centres must ensure that learners have the correct information and advice on their selected qualification(s) and that the qualification(s) will meet their needs. The recruitment process must include the centre assessing each potential learner and making justifiable and professional judgements about the learner s potential to successfully complete the assessment and achieve the qualification. Such an assessment must identify, where appropriate, the support that will be made available to the learner to facilitate access to the qualification(s). Page 10 of 26

12 3 Achieving the Qualification 3.1 Qualification Structure (Rules of Combination and Unit List) The knowledge, skills and understanding that will be assessed as part of the qualification are set out within the unit specifications. For information on Recognition of Prior Learning/Exempt and Equivalent units please see section 3.2 Recognition of Prior Learning (RPL Gateway Qualifications Level 2 Certificate In Warehousing and Storage Learners must achieve a minimum of 26 credits. Learners must achieve 7 credits from Group A, a minimum of 6 credits from Group B, a minimum of 3 credits from Group C, a minimum of 1 credit from Group D, a minimum of 3 credits from Group E and a minimum of 6 credits from Group F. The Certificate and Diploma in Warehousing and Storage at Level 2 are combined qualifications incorporating competence and knowledge, which are separately assessed. Providers MUST ensure that Apprentices achieve at least 10 credits for competence and at least 10 credits for knowledge when selecting units to meet the requirements of the SASE. The framework totals 41 credits which includes competence, knowledge, the ERR qualification and the two Functional Skills of English and Mathematics. This framework exceeds the minimum of 37 credits set by the SASE. 16 Gateway Qualifications Level 3 Diploma in Warehousing and Storage Learners must achieve a minimum of 40 credits. Learners must achieve 16 credits from Mandatory Group M, a minimum of 9 credits from at least 3 units in Optional Group OA, a minimum of 4 credits from at least 2 units in Optional Group OB, a minimum of 6 credits from at least 2 units in Optional Group OC, a minimum of 3 credits from Optional Group OD and minimum of 2 credits from Optional Group OE. The Diploma in Warehousing and Storage at Level 3 is a combined qualification incorporating competence and knowledge, which is separately assessed. Providers MUST ensure that apprentices achieve at least 10 credits for competence and at least 10 credits for knowledge when selecting units to meet the requirements of the SASE. This pathway totals 55 credits which includes competence, knowledge, the ERR qualification and the two Functional Skills of English and Maths. This framework exceeds the minimum of 37 credits set by the SASE. The minimum number of credits for Competence for this qualification is 23 The minimum number of credits for Knowledge for this qualification is 17. 20 3.2 Recognition of Prior Learning (RPL) Recognition of prior learning is a process that considers if a learner can meet the specified assessment requirements through knowledge, understanding or skills that they already possess and that can contribute towards the attainment of a qualification for which they are undertaking. Where Recognition of Prior Learning is permitted then the evidence must be mapped against the criteria for which it is being claimed for and be valid, authentic, sufficient, reliable, valid and current. A maximum of 70% of a qualification can be achieved through the process of Recognition of Prior Learning, with at least 30% gained through new learning. The process for claiming RPL is set out in the Gateway Qualifications policy on Recognition of Prior Learning. 3.3 Links to other qualifications Learners wishing to complete the Intermediate or must also complete the relevant Functional Skills and Employee Rights and Responsibilities qualifications. 21 4 Assessment and Quality Assurance The following are in addition to the standard assessment and quality assurance requirements set out in the Gateway Qualifications Centre Handbook. 4.1 Method of Assessment The method of assessment for the qualification(s) is through a portfolio of evidence. Assessment of the competency elements of the qualifications must be completed within the workplace. Simulation/Realistic working environment should be used as a last resort where allowed. The main source of evidence must be by observation, in the candidate s workplace. Comparable working environments may only be used where it is not possible to assess across the range of standards at the candidate s workplace, and only with agreement from the External Verifier. Circumstances in which simulation may take place are where the: learner is required to complete a particular work activity that does not occur on a regular basis and therefore opportunities to complete the activity do not easily arise learner is required to respond to a situation that rarely occurs, such as responding to an emergency situation the safety of the learner and/or resources would be put at risk. When simulation is used, those who assess must be confident that the simulation replicates the workplace to such an extent that the learner will be able to fully transfer their occupational competence to the workplace and real situations. 4.2 Assessment Materials There are no specific assessment materials provided for this qualification. 4.3 Qualification-Specific Centre Requirements Centres must ensure that they have the appropriate resources in place when delivering performance units from vocational areas. 22 4.4 Qualification-Specific Tutor/Assessor Requirements Tutor/Assessors must be fully qualified and experienced in the subject area in which they are delivering, details of which must be provided to Gateway Qualifications as part of the Qualification Approval application. Assessors must be occupationally and technically competent in the area which they are assessing, at or above the level of the unit being assessed. Assessors must hold or be working towards a suitable assessor qualification - hold a D32 and/or D33, or an A1 and/or A2, qualification, or be working towards an A1 and/or A2. Trainee Assessors must have a plan, which is overseen by the relevant centre, to achieve the relevant assessor qualification within an agreed timescale. Assessors must be fully conversant with the units against which the assessments and verifications are to be undertaken. All assessment decisions made by those working towards a relevant assessor qualification must be verified by a qualified Assessor. 4.5 Qualification-Specific Quality Assurance Requirements Units must be verified by an Internal Quality Assurer who is accountable to the centre. Internal Quality Assurers must: hold a D34, V1 Internal Verifier qualification or Internal Quality Assurer qualification or be working towards a relevant qualification and have sufficient and relevant technical/occupational familiarity with the units that are verified be fully conversant with the standards and assessment criteria in the units to be assessed understand Gateway Qualifications quality assurance systems and requirements for these qualifications. Trainee Internal Quality Assurers must have a plan that is overseen by the recognised centre, to achieve an appropriate Internal Quality Assurance qualification within an agreed timescale. All verification decisions made by those working towards a relevant IQA qualification must be verified by a qualified Internal Quality Assurers. 4.6 Additional Requirements/Guidance Employer Direct Model The Employer Direct Model permits employers to use staff members who do not hold assessor and verifier qualifications, to carry out assessment and verification. To use this Model, the employer must demonstrate that their in-house training, development and assessment processes map 100% against the National Occupational Standards, on which the Assessor and Verifier qualifications are based. The mapping process must be agreed by Gateway Qualifications as providing the equivalent level of rigor and robustness as achievement of the approved assessment/verification qualification. 23 Each application to use the Employer Direct Model will be considered on an individual organisation and qualification basis and will be subject to agreement with Gateway Qualifications and the Sector Skills Council, The IMI. Prospective organisations must be able to confirm that their in-house practices conform to the requirements of the Standards in association with Gateway Qualifications. 4.7 Functional Skills Learners undertaking the Intermediate Apprenticeship in Warehousing and Storage must complete or have completed one of the English and Mathematics transferable skills qualifications listed in the Apprenticeship framework in order to successfully complete their Apprenticeship. This must be at Level 1 as a minimum, but learners should be encouraged to work towards Level 2. Learners undertaking the in Warehousing and Storage must complete or have completed one of the English and Mathematics transferable skills qualifications listed in the Apprenticeship framework in order to successfully complete their Apprenticeship. This must be at Level Employee Rights and Responsibilities (ERR) All learners must undertake a separate Level 2 Award in Employee Rights and Responsibilities in the Logistics Industry which is available from Gateway Qualifications. Skills for Logistics has developed a workbook which covers the requirements of the ERR qualification and this workbook is available on the Gateway Qualifications website. When applying for the Intermediate or completion certificate, a certificate of achievement of the ERR Award must be must be retained in the Apprentices portfolio and is subject to audit. 4.9 Total Guided Learning Hours for the Apprenticeships For the Level 2 Pathway The total amount of Guided Learning Hours (GLH) for the Level 2 Intermediate Apprenticeship which includes both on and off-the-job guided learning is a minimum of 299 GLH over the minimum duration of 12 months for this programme, which exceeds the 280 GLH per year to meet the SASE. For the Level 3 Pathway The total amount of Guided Learning Hours (GLH) for the Level 3 Advanced Apprenticeship which includes both on and off-the-job guided learning is 401 GLH over the minimum duration of 12 months for this programme which exceeds the 280 GLH per year to meet the SASE. 24 Duration of the Apprenticeship For Apprentices from 16-18, the Apprenticeship must last at least 12 months and for Apprentices 19 and over, the Apprenticeship must be at least 12 months, unless relevant prior learning is recorded. Where this is the case, Apprenticeships will not be less than six months and must include new skills and new learning Personal Learning and Thinking Skills Apprentices must be introduced to PLTS during induction so that they learn to recognise for themselves when and where they are practicing these skills. Skills for Logistics has mapped all of the PLTS to all units within ALL competence and knowledge units. Skills for Logistics provides a transferable skills evidence record sheet which Apprentices must use to record when, where and how the learning for PLTS have been delivered and demonstrated. This must be kept in the Apprentices portfolio and is subject to audit. These forms are available on the Gateway Qualifications website or the Skills for Logistics website. Creative Thinking The learning outcomes of the Creative Thinking PLTS are: generate ideas and explore possibilities; ask questions to extend their thinking; connect their own and others ideas and experiences in inventive ways; question their own and others assumptions try out alternatives or new solutions and follow ideas through; adapt ideas as circumstances change. Independent Enquiry The learning outcomes of the Independent Enquiry PLTS are: identify questions to answer and problems to solve plan and carry out research, appreciating the consequences of decisions explore issues, events or problems from different perspectives analyse and evaluate information, judging its relevance and value consider the influence of circumstances, beliefs and feelings on decisions and events support conclusions, using reasoned arguments and evidence. Reflective Learning The learning outcomes of the Reflective Learning PLTS are: assess themselves and others, identify opportunities and achievements set goals with success criteria for their development and work review progress, acting on the outcomes invite feedback and deal positively with praise, setbacks and criticism Page 23 of 26

25 evaluate experiences and learning to inform future progress communicate their learning in relevant ways for different audiences. Team Working The learning outcomes of the Team Working PLTS are: collaborate with others to work towards common goals reach agreements, managing discussions to achieve results adapt behaviour to suit different roles and situations, including leadership roles show fairness and consideration to others take responsibility, showing confidence in themselves and their contribution provide constructive support and feedback to others. Self Management The learning outcomes of the Self Management PTLS are: seek out challenges or new responsibilities and show flexibility when priorities change work towards goals, showing initiative, commitment and perseverance organise time and resources, prioritising actions anticipate, take and manage risks deal with competing pressures, including personal and work related demands respond positively to change, seeking advice and support when needed manage their emotions and build and maintain relationships. Effective Participation The learning outcomes of the Effective Partnership PLTS are: discuss issues of concern, seeking resolution where needed present a persuasive case for action propose practical ways forward, breaking these down into manageable steps identify improvements that would benefit others as well as themselves try to influence others, negotiating and balancing diverse views to reach workable solutions act as an advocate for views and beliefs that may differ from their own.
