3 Introduction 1.0 INTRODUCTION 1.1 PURPOSE OF REPORT Ontario Inc. has retained Stantec Consulting Ltd. to prepare a preliminary environmental noise assessment for the Main Street Residential Development. The subject property is located northwest of the future intersection of Main Street and Nottinghill Drive in the City of Cambridge. This report provides sufficient information in support of Official Plan and Zoning Amendments. The purpose of this report is to: Outline the Ministry s guidelines and criteria for noise levels and residential land use; Apply the noise level standards of the Ontario Ministry of the Environment and Climate Change to the site in conjunction with the Regional Municipality of Waterloo Implementation Guidelines for Noise Reports; Determine the extent to which noise level contours will be of concern to future residents of the proposed development, using the computerized version (STAMSON 5.03) of the M.O.E.C.C. s noise model; Outline potential locations for noise attenuation and noise mitigation techniques, as necessary, to achieve acceptable noise levels for future residents of the proposed development. 1.2 LOCATION & SITE PLAN CONCEPTS The site is directly bound by Main Street to the north, Sparrow Avenue to the south, existing residential to the west and existing Greengate Subdivision to the east and further to the south. The property location is illustrated on Figure 1. The proposed 2.3 ha (approx.) development consists of two and three storey condominium townhome units complete with amenity areas and grass parking. This report will focus on the noise levels generated by the traffic on Main Street on the proposed residential development. 1.1

5 Noise Level Criteria 2.0 NOISE LEVEL CRITERIA 2.1 GUIDELINES The Ontario Ministry of Environment (M.O.E.C.C.) has produced guidelines for noise levels for use in noise assessment and land use planning. Noise level criteria for residential land use are summarized in Table 1 below. Noise levels in excess of the guidelines presented are acceptable under certain conditions and with certain provisions. 8 Observations and Calculations 3.0 OBSERVATIONS AND CALCULATIONS 3.1 NOISE LEVEL PREDICTIONS Noise predictions in this report were completed using the computerized version (STAMSON 5.03) of the M.O.E.C.C. noise model, ORNAMENT to calculate noise levels from various sources. The program accepts variables related to noise sources and receivers, road traffic volumes and the nature and extent of noise attenuation barriers, if required. 3.2 ROAD TRAFFIC VOLUMES Main Street has been identified as the only road traffic noise source of concern for this development. Traffic volume data for Main Street was provided by the Region of Waterloo with a 2027 forecasted average annual daily traffic volume of 21,500 vehicles per day. Traffic data correspondence from the Region of Waterloo is included in Appendix A. Additional information regarding applicable assumptions and ratios for day/night traffic and car/ truck traffic is summarized as follows: Heavy truck traffic for this segment is estimated to be 5% of total traffic volume Medium truck traffic for this segment is estimated to be 2% of total traffic volume; the rest is assumed to be car traffic Daytime (7 am 11 pm) traffic is assumed to be 90%, with the remaining 10% at night (11 pm 7 am) Speed limit for Main Street is 60 km/hour. Table 5 summarizes the traffic volumes used for calculations in this report. 9 Observations and Calculations 3.3 PROJECTED NOISE LEVELS Using the M.O.E.C.C. noise model, ORNAMENT, noise levels were calculated for daytime and nighttime conditions at the point representing the anticipated building locations based on the grading plan prepared by Stantec Consulting Ltd. The resulting receiver locations are illustrated on Figure 2. The receiver heights for indoor daytime and nighttime noise level calculations for the future buildings were completed at an assumed ground level (2.5 m above road grade for 2 storey townhomes and 4.5 m above road grade for 3 storey townhomes) and at the second level (4.5 m above road grade for two storey townhomes and 6.5 m above road grade for three storey townhomes). The outdoor living areas were assumed at 1.5 m above road grade at a 3.0 m offset distance from the building face in the center of the building as per the M.O.E.C.C. Guidelines. Appendix B summarizes the receiver heights based on the preliminary grading design by Stantec Consulting Ltd. in relation to the centerline elevation of Main Street. Unattenuated receiver noise levels have been summarized in Table 6 and noise level calculations are provided in Appendix C for daytime and nighttime building face and daytime outdoor living areas. 3.2

12 Conclusions and Recommendations 4.0 CONCLUSIONS AND RECOMMENDATIONS 4.1 CONCLUSIONS For the three storey-townhome units located along the northerly site boundary, fronting on to Main Street, predicted noise levels are expected to be approximately 68 dba for the daytime living areas and 62 dba for the nighttime areas at the outside plane of the living room and bedroom window(s) respectively. These units require the installation of central air conditioning and building components to be designed to achieve the day/night indoor sound level criteria as per M.O.E.C.C. regulations. Noise warning clause D is to be included in all offers to purchase and sale of these units. The seven most northerly three-storey townhome units, located along the westerly property boundary experience outdoor noise levels of approximately 58 dba and indoor noise levels of approximately 53 dba for daytime and 59 dba for nighttime at the plane of the living room and bedroom window(s) respectively. These units require the installation of forced air heating with provision for central air conditioning along with noise warning clauses A and C to be included in all offers to purchase and sale of these units. R5 is the furthermost outdoor sound receiver from the Main Street centerline used in this analysis (93 m south of the Main Street center line). It is anticipated that sound levels are approximately 54 dba at the R5 location. The two amenity areas proposed on site are located further south of the R5 receiver location, at an approximate distance of 140 m from the centerline of Main Street. As such the amenity areas are considered to comply with the M.O.E.C.C. s outdoor sound level criteria of less than 55 dba and do not require any mitigation. Figure 3 illustrates the location of the noise warning clauses and the units requiring building components to be designed to achieve the indoor sound level criteria. Noise warning clauses are provided in Appendix D. 4.1

30 Appendix D Noise Warning Clauses WARNING CLAUSES The following warning clauses may be used individually or in combination: TYPE A: (Leq(16) in the OLA greater than 55 dba and less than or equal to 60 dba) Purchasers/tenants are advised that sound levels due to increasing road traffic (rail traffic) (air traffic) may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the sound level limits of the Municipality and the Ministry of the Environment. TYPE B: (Leq(16) in the OLA greater than 60 dba) Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic (rail traffic) (air traffic) may on occasions interfere with some activities of the dwelling occupants as the sound levels exceed the sound level limits of the Municipality and the Ministry of the Environment. TYPE C: (Leq(16) in the OLA greater than 55 dba and less than or equal to 65 dba or (Leq(8) in the OLA greater than 50 dba and less than or equal to 60 dba) This dwelling unit has been designed with the provision for adding central air conditioning at the occupant s discretion.
