4 1.0 INTRODUCTION This report has been prepared in support of the Class EA for the Thornton Road corridor between Taunton Road to Winchester Road. Thornton Road has been proposed to be reconstructed for improvements to accommodate the growing traffic volumes. This report evaluates the noise impact from the proposed road improvements and considers noise mitigation requirements as per the Ministry of Transportation (MTO) and the Ministry of Environment (MOE) protocols. 5 2.0 ENVIRONMENTAL NOISE GUIDELINES Sound levels are predicted in decibels in the A-weighted dba scale, which is the closest to a human perception of sound over a specified time period. For the purposes of assessing municipal roadway noise, Leq is calculated on the basis of the 24 hour daytime period, 7:00 a.m. to 11:00 p.m. For Outdoor Living Areas (OLAs), the objective is 55dBA for the daytime period. Sound exposures were calculated using STAMSON V5.04 ORNAMENT, the computer road traffic noise prediction model of the MOE as accepted by MTO. Based on MOE protocol with the MTO, where a new or expanded roadway is proposed adjacent to a Noise Sensitive Area, the MOE requires that the future sound level be compared before and after expansion or improvements. The objective of noise mitigation is to reduce sound level as close or lower than the Provincial objective of 55dBA or the pre-construction ambient sound levels as technically, administratively or economically feasible. Noise mitigation options include the use of noise walls, berms, vertical and horizontal alignment shifts, road cuts and the use of quieter road pavement surfaces. Changes to the sound exposure are considered insignificant for 0 to 3 dba differences; just noticeable and minor for 4 to 5 dba differences; and significant for 10 dba or more sound level differences. No mitigation measures are required for sound exposure increases of 0 to 5dBA.Table 1 below shows the significance of the increased sound exposures: TABLE 1- IMPACT OF INCREASED SOUND EXPOSURES EXCESS ABOVE SOUND LEVEL CRITERION (dba) CHANGE IN LOUDNESS RATING OF NOISE IMPACT 0 to 3 No Change Insignificant 4 to 5 Perceptible Change Low 6 to 9 Almost Twice as loud Medium 10 and more Doubling of loudness or greater High For sound level increases greater than 5 dba, the following can be considered: Investigate noise control measures on the right-of-way; Noise control measures, where introduced, should achieve a minimum of 5dBA attenuation over the first row receivers; and Noise control measures should be designed to achieve sound levels as close to, or lower than, the objective level of 55dBA or the preconstruction ambient noise levels as is technically or economically feasible. 6 3.0 NOISE SENSITIVE AREAS Noise Sensitive Areas (NSA) are defined as a building that has an outdoor recreational and living areas such as residential developments, hospitals nursing/retirement homes. It does not include vacant buildings, institutional or commercial establishments. Lands within the study area are designated primarily industrial, open spaces and recreational with an area of Special Purpose Commercial designated at the intersection of Thornton Road and Taunton Road West. See Figure 2 showing the industrial park area, Figure 3 showing the Official Plan of the Regional Municipality of Durham and Figure 4 showing the City of Oshawa Official Plan Land Use. 9 UOIT North Campus is proposed Campus and Research Park is part of the future expansion of the UOIT campus which is proposed to be located south of Britannia Avenue. 10 For this study, ten (10) receiver locations were assessed with several existing residential on both sides of Thornton Road. The receiver locations indicated on the attached Figures 4 to 7 are considered to be the noise sensitive land uses within the study area. All receivers are taken to be 1.2m above the ground and 3.0m from the rear of the buildings and/or the most exposed side of the dwelling units. Residential developments at similar setbacks and orientation are expected to have the similar sound exposures and residential developments further from the noise source are expected to have lower sound exposures due to distance attenuation. 15 4.0 NOISE ASSESSMENT Thornton Road is currently a north-south two-lane Type B arterial Road from Taunton Road West to Winchester Road with a posted speed of 60 km/h. Existing and future (year 2031) traffic information for Thornton Road were provided by GHD dated April The 24 hour traffic volumes were calculated at each receptor locations from the projected AM/PM peak hour volumes to determine the Annual Average Daily Traffic (AADT). To assess the noise impact, the future "Do Nothing" sound exposures (year 2031) were compared to the future sound exposures (year 2031) with the proposed road improvements. Noise modelling was carried out for the following scenarios: Existing Sound Levels Future sound levels (Year 2031) - Without Thornton Road Improvements Future Sound Levels (Year 2031) - With Thornton Road Improvements The road traffic data is summarized in Table 3. 16 The following Table 4 shows the existing sound exposures for each receptor locations and the future sound exposures without and with the proposed road improvements and the sound level results. As per the MOE and MTO Noise Protocols, noise mitigation is not required for any of the model receiver locations as a result of the proposed road improvements since the change in sound levels is less than 5 dba. 17 6.0 CONSTRUCTION NOISE Construction noise is temporary and depends on the type of work, type of equipment used, the number and frequency of equipment construction used, time and duration of operation and the proximity to the noise sensitive receptors. Construction noise constraints should be incorporated into the contract documents as per the MTO/MOE Noise Protocol requirements. The equipment shall be maintained in an operating condition that prevents unnecessary noise, including but not limited to non-defective muffling systems, properly secured components and the lubrication of moving parts. Idling of equipment shall be restricted to the minimum necessary to perform the specified work. Any construction activities should conform to current local municipal noise by-laws considering the time of day, proximity, type of operation and equipment. Exemptions, where required will be applied for through the municipality and should be included in the construction contract documents. Thornton Road Improvements Environmental Noise Assessment 14
18 7.0 RECOMMENDATIONS AND CONCLUSION CONCLUSION The noise assessment compared the future condition with and without road improvements for the year The result of the noise modeling predicted that sound levels at the noise sensitive receptors within the study area will increase less than 5 dba due to the proposed improvements for Thornton Road. Therefore, noise mitigation measures are not required for Thornton Road improvements based on MOE/MTO noise protocol for roadway improvements.
