1 SBC Long Distance, LLC Original Page General Effective December 16, 2008 or upon expiration of a customer's term plan agreement if its end date is later than December 16, 2008, SBC Long Distance International Private Line Service offered in Sections 9 and 10 of this Guidebook will be discontinued pursuant to Title 47, Section of the Code of Federal Regulations Private Line Service provides a dedicated full timed leased point-to-point digital Circuit which provides bulk transport of data, voice, and video and provides for two-way simultaneous transmission of digital signals at transport levels ranging from 56 Kbps to 622 Mbps. International Private Line Service will be offered with one end point in the U.S. and the other end point in a foreign country/area. Service is offered on a half-circuit basis with a corresponding partner. Where available and requested by the Customer, the Company will manage the provisioning, billing, and servicing of the U.S. half circuit and the foreign carrier half-circuit. Private Line Service to a foreign country/area or at a Bandwidth not listed in this Guidebook may be arranged by the Company on an individual case basis For locations of Company-designated International Gateway POPs, see Sections and of this Guidebook For Service availability in foreign locations, see Section of this Guidebook Unless otherwise indicated in this Guidebook, International Private Line Service is available to Business Customers that sign a term plan agreement of a minimum of one (1) year. Term plans are also available for three (3) year and five (5) year commitments. 9.2 Description of Services For all Private Service offerings multi-point service (multiple customer locations for the same Circuit identification/service) is not available. Channel grooming is not offered as an option with these Services. The standard for these speeds is the U.S. Standard DS E DS OC3c This Service is a point-to-point Private Line Service with a capacity of Mbps. E-1 is the European equivalent of a T-1 except the E-1 carries information at the rate of Mbps. This is the rate used by European CEPT carriers. Channel grooming is not offered as an option with this Service. The standard for E-1 is the I.T.U. standard. The U.S. interstate component of E-1 International Private Line Service between the Customer and the International Gateway POP must allow for conversion from I.T.U. to U.S. standards. DS3 is a point-to-point Private Line Service operating at Mbps. Also called T-3. Multipoint Service (multiple customer locations for the same Circuit identification/ service) is not available. Channel grooming is not offered as an option with this Service. The standard for DS3 is the U.S. standard. OC3c provides an OC3 Circuit where three STS1's have been combined ("concatenated") into one transport stream providing the maximum Bandwidth allowed ( Mbps). Concatenated OC3c Circuits provide one transport stream and are incapable of supporting independent STS1's. The standard for OC3c is the SONET standard. Rates and charges for OC3c Service will be determined on an Individual Case Basis.

2 SBC Long Distance, LLC Original Page Description of Services (continued) OC12c OC12c provides an OC12 Circuit where four STS3c signaling paths have been combined ("concatenated") into one transport stream providing the maximum Bandwidth allowed ( Mbps). Concatenated OC12c Circuits provide one transport stream and are incapable of supporting independent STS3c's. The standard for OC12c is the SONET standard. Rates and charges for OC12c Service will be determined on an Individual Case Basis. 9.3 Limitations on Service The International Private Line Services described herein are furnished in part by the Company/Third Party Vendor and in part by the foreign carrier or foreign correspondent. The International and Local Access facilities provided by the foreign carrier may limit the performance specification that the Customer or End User may anticipate Local Access facilities at the U.S. end of the Circuit may limit the performance specification that the Customer or End User may anticipate For Customers that utilize International Private Line Service for voice transmission, the Company does not provide echo suppression. Voice transmission quality parameters are not necessarily coincident with data transmission quality The decision as to whether International Private Line Service is provided on a direct interconnect basis, via transit relationship with other foreign carriers or via resale by a third party vendor will be made by the Company. The determination of direct interconnection is dependent on the facilities to reach a country and that country's willingness to establish an interconnection with the Company. 9.4 Service Level Agreements SLAs for the Company-Provided International half-circuit will be offered on an ICB. SLAs for the foreign half-circuit are defined by the foreign correspondent. When the Interexchange/interstate Private Line component is provided by the Company and the speed of this component is DS1, DS3, OC3c or OC12c, the service is provided under Section 3 of this Guidebook. Minimum performance expectations may be found in Section of this Guidebook for DS1, DS3, OC3c or OC12c speeds. If the Interexchange/interstate Private Line component is provided by the Company, and this component is any speed below DS1, SLAs will be offered on an ICB. SLAs for Local Access are defined by the Local Access Provider. 9.5 Circuit Utilization Only unchannelized circuits are available to the Customer.

These technical standards do not create any warranties on the part of the Company unless expressly set forth in this Guidebook. The technical standard represents the interface specification and performance parameters Interconnection Specifications (C) (D) (E) DS0, 128 Kbps, 192 Kbps, 256 Kbps, 384 Kbps, 512 Kbps, 768 Kbps and Mbps Service DS0, 128 Kbps, 192 Kbps, 256 Kbps, 384 Kbps, 512 Kbps, 768 Kbps and Mbps Services are provided in accordance with ANSI Standard T1.403 Network-to-Customer Interface for DS1 Electrical Signals; T1.408 Metallic Interfaces for Primary Rate Services Including Fractional T1; T1.410 Carrier-to-Customer Interfaces for Data Services at 64 Kbps and subrates; and T1.601 Basic Access Interfaces for Metallic Loops. DS1 Service DS1 Service is provided in accordance with ANSI Standard T1.102 (formerly AT&T Compatibility Bulletin 119); T1.107 Digital Hierarchy-Formats Specifications; T1.403, DS1 Metallic Interface; and TR-NWT , Transport Systems Generic Requirements: Common Requirements, Issue 4, Bellcore, now known as Telcordia. E-1 Service E1 Service is provided in accordance with the following ITU-T (CCITT) Recommendations: ITU-T Recommendation G.702, Digital Hierarchy Bit Rates (1988); ITU-T Recommendation G.703, Physical/Electrical Characteristics of Hierarchical digital interfaces (4/91). DS3 Service DS3 Service is provided in accordance with ANSI Standard T1.102 (formerly AT&T Compatibility Bulletin 119); T1.107 Digital Hierarchy-Formats Specifications; T1.404, DS3 Metallic Interface; and TR-NWT , Transport Systems Generic Requirements: Common Requirements, Issue 4, Bellcore, now known as Telcordia. OC12 Service is configured with four (4) separate STS-3 signaling paths, while OC12c Service is configured as one (1) STS-12c signaling path. An STS-12c contains four (4) concatenated STS-1 signaling paths which results in a clear channel payload of approximately 622 Mbps Baseline Technical Performance Objectives General.1 Objectives for International Private Line Service apply independently for the foreign carrier International half-circuit Private Line component, the Company- Provided International half-circuit Private Line component, the interstate Private Line component, the Interexchange/interstate Private Line component (except for Company-Provided Interexchange/interstate Private Line components below DS1 speed, which apply the same objectives as the Company-Provided International half-circuit), and the Local Access service and exclude nonperformance due to the circumstances listed in Section 2.28 of this Guidebook or planned interruption for necessary maintenance purposes..2 When the Interexchange/interstate Private Line component is provided by the Company and the speed of this component is DS1, DS3, OC3c or OC12c, the service is provided under Section 3 of this Guidebook.Service standards for the Interexchange/interstate Private Line component may be found in Section of this Guidebook for DS1, DS3, OC3c, and OC12c speeds. Local Access standards are provided by the Local Access Provider..3 Objectives for International Private Line Services in this Guidebook apply only to the Company-Provided half-circuit, and the U.S. Interexchange/interstate service for DS0, 128 Kbps, 192 Kbps, 256 Kbps, 384 Kbps, 512 Kbps, 768 Kbps and Mbps services when provided by the Company. Local Access standards apply on the link between the Customer Premise and the Companydesignated POP, between each CPNIP and a Company-designated POP..4 When Company-Provided Services are used for U.S. Interexchange/interstate service at speeds of DS1, DS3, OC3c, and OC12c, Interexchange/ interstate service standards apply on a one-way basis between the originating and terminating Company-designated POP. The foreign carrier's half-circuit standards apply on the foreign International half-circuit. The actual end to end (CPNIP to CPNIP) service availability and performance of the Private Line Circuit will be a combined function of the U.S. Local Access component, the U.S. Interexchange/ interstate service component, the Company-Provided International half-circuit component, the foreign half-circuit component, and the foreign Local Access component. The actual end to end (CPNIP to CPNIP) service availability and performance of the Private Line Circuit is a function of all services specified and may be affected by the type and quality of Customerprovided equipment, the application of service, and exogenous factors.

5 SBC Long Distance, LLC Original Page Technical Standards for International Private Line Service (continued) Baseline Technical Performance Objectives (continued) Service Performance Objectives.1 The Company's minimum performance objectives are defined in Section below. These circuit performance parameters are the provisioning specifications used for 24-hour end-to-end tests, and are derived from ITU specifications. There are three service performance objectives. They are:.a BER.b EFS.c Availability or network availability which is the measurement of the percent (%) of total time the Service is operative when measured over a 365 consecutive day (8760 hour) period. Tests to determine inoperability are 1) a loss of signal; or 2) when two consecutive fifteen (15) second loop-back tests confirm the observation of any SES; or 3) a Bit error rate equal to or worse than 1 x Performance objectives for the Company-Provided half-circuit: Measurement Performance Objective BER <10-7 EFS 99.5% Availability 99.6% Baseline Service Exceptions Performance objectives are not guaranteed service levels. Route specific SLAs may be provided on an ICB. Tests Performance tests are specific to the Service and parameter in question. Tests may be performed at the Customers' request. Additional c arges may be incurred by Customerrequested tests or Customer-specified testing. Out-of-service credits or claims do not apply for Customer-requested testing when Service meets acceptable performance standards set forth or if performance parameters are not defined for the Service. MTTR.1 The MTTR is not a baseline technical performance measure. MTTR is measured in terms of hours or time, from the time the Service was released for test and repair to operability within accepted thresholds. MTTR is the average time to restore Service. A Circuit will be accepted if all test results meet or are within the acceptance limits. The failed test will be repeated..2 The Company s MTTR goal is to have the Company-Provided International half-circuit restored within four hours. The MTTR parameter is an outage measurement cumulative on both a monthly and twelve-month rolling basis. MTTR is a performance objective and not eligible for out-of-service credits.

6 SBC Long Distance, LLC Original Page Technical Standards for International Private Line Service (continued) Baseline Service Exceptions (continued) (C) 9.7 Out-of-Service Credits General Automatic Error Restoration and Re-route Capabilities Automatic error restoration and re-route capabilities are not baseline technical performance measurements. Automatic Error restoration is inherent in the equipment or component used to provide Service. Routing capabilities to an alternative is a function of both equipment and network. If alternate network is available, re-route capabilities have an operative range defined on an incident basis and may differ by Service. Automatic error restoration and re-route capabilities are not eligible for out-of-service credits. Outof-service credits would be determined by other related performance standards. Following the start of service date, if a Customer reports interruption of Service, other than those described in Section of this Guidebook, the Customer may initiate a claim for an out-of-service credit. Unless the Customer has cancelled Service, the credit will be accomplished by a credit on a subsequent bill for Service. If the Customer has cancelled Service, the credit will be applied to the last invoice. Any excess over the amount due will be refunded to the Customer. (C) In any given billing month, the total amount of out-of-service credits cannot exceed 25% of the applicable MRC(s) per affected Service Interruption of Service (C) (D) An out-of-service credit allowance is available to a Customer for interrupted Service. Service is interrupted (and may be eligible for claim) when it becomes unusable to the Customer. A Service interruption may be eligible for an out-of-service credit if the failure is in Company-Provided facilities and the reason for the failure is determined to have been caused by the Company or Third Party Vendor providing the Company- Provided facilities. An interruption period starts when inoperative Service is reported to the Company, and the Service is released to the Company or Company-designated Third Party Vendor for testing and repair. An interruption period ends when Service is operative and released to the Customer, and the Customer has accepted Service. If the Customer cannot be contacted for notification that the Service is operative within four (4) hours after restoration of Service, then no claim applies once Service is restored. Regardless of the number of Service interruptions within a billing period, credits for interrupted Service will not exceed 25% of the applicable MRCs of the affected Service that the Customer would have otherwise paid. An out-of-service credit will not be given to a Customer if the interruption in Service is due to the negligence of the Customer or exogenous factors (outside the Company s or Third Party Vendor s control). In order to permit the Company to make tests and adjustments appropriate for the maintenance of services within satisfactory operating parameters, Private Line Services provided herein shall be available to the Company at times mutually agreed upon between the Company and the Customer. Tests and adjustments shall be completed within a reasonable time. No out-of-service credit will be allowed for any interruptions involved during such tests and adjustments.

7 SBC Long Distance, LLC Original Page Out-of-Service Credits (continued) Interruption of Service (continued) (E) (F) (G) TTR (Time to Repair) Credit Allowances The allowance for the period of interruption per affected Service is defined in Section of this Guidebook. Outages must be determined by the Company to be in its network, the network of the Third Party Provider, or the U.S. Local Access facilities where the Company acts as the Customer s agent for provisioning the Local Access. Private Line Service provided pursuant to this Guidebook shall be available to the Company at times mutually agreed upon in order to permit the Company to make tests and adjustments appropriate for the maintenance of Services within satisfactory operating parameters. No credit will be allowed for any interruptions involved during such tests and adjustments. TTR is measured in terms of hours from the time the Service was released for test and repair to operability within accepted thresholds. TTR is the time to restore Service on an event basis. A Circuit will be accepted if all test results meet or are within acceptance limits. A failed test will be repeated. The TTR parameter is an outage measurement which is accumulated on a monthly basis. TTR is not eligible for an out-of-service credit unless the cumulative effect during a month exceeds the stated Service specific standard for minimum performance. TTR measurements and credits will apply to the Company-Provided International half-circuit component, the Interexchange/interstate Private Line component if such component is at any speed below DS1 and provided by the Company, and the U.S. Local Access component if such component is at any speed below DS1 and the Company acts as the Customer's agent for provisioning the Local Access. Time Half-Circuit Is Unavailable During The Month Percentage of MRC Credited Less than four (4) hours 0% From four (4) hours to but not including six (6) hours 10% From six (6) hours to but not including twelve (12) hours 20% Twelve (12) hours & Above 25% If a failure or a series of failures cause a Company-Provided International half-circuit to become inoperable during a billing month, the Company will not credit an amount greater than twenty five percent (25%) of the amount of the MRCs associated with the Company-Provided half-circuit regardless of the circumstances which caused the Circuit to be inoperable. Credits will be applied in the month following a month where a Circuit was inoperable for more than four hours Miscellaneous Installation Service Credits An installation service credit equal to 25% of the installation charge will be granted if the Company fails to meet the RFS date without cause or notice of mutual consent with the Customer. An exception to an installation service credit is service orders with an expedite status, where the requested due date is missed but the RFS date interval is met. Expedites are met on a best effort basis. Order expedite charges may apply when a Customer requests a Circuit due date that is earlier than the RFS date.

8 SBC Long Distance, LLC Original Page Out-of-Service Credits (continued) Additional Labor Charge Credit If the date and time for an event which triggers additional labor charges is missed without cause or notice of mutual consent of the Customer, then additional labor charges for the event will not be charged. If these additional labor charges were charged in advance, they will be credited on the Customer s next months bill Special Construction There are no credits for special construction or other incurred non-recoverable costs. 9.8 Use of Private Line Services Provided to Foreign Locations International Private Line Service to a foreign location shall not be used for any purpose for which a payment or other compensation shall be received by either the Customer or any user, or in the collection, transmission or delivery of any communications for others, except as specified below. This provision does not prohibit an arrangement between the Customer and the users to share the cost of International Private Line Service The Customer is advised that, if International Private Line Service is desired for third party use, operating arrangements, independent of the Company must be made with the foreign administration, where required by such administration, for the foreign portion of the private line service. Without such arrangements, such use of the foreign administration's portion of the private line service may be impermissible. In addition, International Private Line Service obtained from this Guidebook for the purpose of resale for the provision of third party services requires authorization from the Commission and a demonstration that the foreign government or administration affords equivalent resale opportunities. 9.9 Ordering/Pricing Options General Orders including those which involve the start, rearrangement or discontinuance of International Private Line Service will be accepted by the Company only from the Customer. (C) International Private Line Services may consist of up to four components: (1) the International facilities (consisting of two half-circuits); (2) the Interexchange/interstate Private Line facilities; (3) the Local Access facilities at the U.S. end; and (4) the Local Access facilities at the foreign end. Regardless of the ordering/pricing option selected by the Customer, the International facilities component of International Private Line Service will be priced on a half circuit model, meaning that the International portion of the Service will be priced from the middle of the ocean or border crossing to the Companydesignated International Gateway POP located in the U.S. When the Customer interconnects at the Company-designated International Gateway POP via a Company Interexchange/interstate Private Line Circuit or via any other transmission facility whether provided by the Company or another vendor, the transmission speed for the Interexchange/interstate component and the International component of the Private Line Circuit must be comparable except when channelized T-1 is converted to I.T.U. Standard channelized E-1 or unchannelized I.T.U. Standard E-1s are converted to DS-3 U.S. Standard. There are various ordering/pricing options available to the Customer. The Customer may order International Private Line Service with or without the Company providing the Local Access coordination function.

9 SBC Long Distance, LLC Original Page Ordering/Pricing Options (continued) U.S. Customer Premises to Foreign Customer Premises (Option 1) Reserved for Future Use The Company coordinates end-to-end provisioning by acting as the Customer s agent in obtaining access to the U.S. Company-designated International Gateway POP and by placing an order with the foreign carrier for the foreign half-circuit and the foreign Local Access. Service will be coordinated by the Company to the U.S. and foreign Customer premises. Delivery of the Circuit from the Company's International Gateway POP to the Customer's (U.S.) premises will be done through an Interexchange/ interstate private line component which will be mileage based. U.S. Local Access charges will be billed to Customer by Company. The Company will coordinate with the foreign carrier to complete the Circuit on the foreign end and will reference the charges on the Customer's bill. The Company will act as a billing agent for the foreign carrier, and the foreign charges shown on the Customer's bill will be billed on a pass-through basis Company-Designated International Gateway POP to Customer Premises - Foreign (Option 2) The Customer may meet the Company in the U.S. at the Company-designated International Gateway POP and request Service to the Customer s Premises in the foreign location. The Company coordinates provisioning from the U.S. International Gateway to the Customer premises at the foreign end by placing an order with the foreign carrier for the foreign half-circuit and foreign Local Access. The Customer places orders for the U.S. Local Access and U.S. Interexchange/interstate Private Line Service directly with U.S. carriers. Customer access to the Companyprovided U.S. half-circuit is at the Company-designated International Gateway POP. The Company will coordinate with the foreign carrier to complete the Circuit on the foreign end and will reference the charges on the Customer's bill. The Company will act as a billing agent for the foreign carrier, and the charges shown on the Customer's bill will be billed on a pass-through basis Customer Premises (U.S.) to International Gateway POP - Foreign (Option 3) Customers may request that the Company coordinate provisioning of Private Line Service from their U.S. premises to the foreign International Gateway POP. The Company will coordinate provisioning by acting as the Customer's agent in obtaining access to the U.S. Company-designated International POP and by placing an order with the foreign carrier for the foreign half-circuit. The Customer will place orders directly with a foreign carrier for Local Access from the Foreign International Gateway POP to the foreign premises. Delivery of the Circuit from the Company's International Gateway POP to the Customer's (U.S.) premises will be done through an Interexchange/interstate private line component which will be mileage based. U.S Local Access charges will be billed to Customer by Company. The Company will coordinate with the foreign carrier to complete the Circuit to the International Gateway POP on the foreign end and will reference the charges on the Customer's bill. The Company will act as a billing agent for the foreign carrier, and the foreign charges shown on the Customer's bill will be billed on a pass-through basis.

10 SBC Long Distance, LLC Original Page Ordering/Pricing Options (continued) Customer Premises (U.S.) to The International Mid-Point (Option 4) (continued) 9.10 Application of Rates and Charges Pricing Components Customers may request that the Company coordinate provisioning of Private Line Service from their U.S. premises to the International mid-point. The Company will coordinate provisioning by acting at the Customer's agent in obtaining access from their U.S. premises to the U.S. Company-designated International Gateway POP. The Customer places orders for the foreign half-circuit and foreign Local Access directly with the foreign carrier. Service will be coordinated by the Company to the U.S. Customer Premises. Delivery of the Circuit from the Company's International Gateway POP to the Customer's (U.S.) premise will be done through an Interexchange/interstate Private Line component which will be mileage based. U.S. Local Access charges will be billed to Customer by Company. International Private Line Services may consist of up to four pricing components: (1) the international facilities (consisting of two half-circuits); (2) the Interexchange/interstate private line facilities; (3) the Local Access facilities at the U.S. end; and (4) the Local Access facilities at the foreign end. If the Customer subscribes to International Private Line Service in the middle of a billing cycle, MRCs are prorated based on the amount of time the plan is in effect prior to the bill date. International Facilities.1 Regardless of the ordering/pricing option selected by the Customer, the international facilities component of International Private Line Service will be priced on a half circuit model, meaning that the International portion of the Service will be priced from the middle of the ocean/border crossing to the Company-designated International Gateway POP located in the U.S. Monthly charges are billed in advance of Service and reflect the rates in effect as of the date of the invoice. The monthly transport charge for a particular International Private Line Service is fixed and will be determined by the following criteria: (1) Circuit speed; (2) length of the term plan commitment; (3) location of foreign International Gateway POP; and (4) the location of the Companydesignated International Gateway POP in the U.S..2 MRCs and NRCs apply for each International Private Line Circuit furnished by the Company. See Section 10.1 of this Guidebook for rates and charges for the International component of the Private Line Circuit..3 The Company will coordinate with the foreign correspondent to complete the Circuit on the foreign end and will reference the charge on the Customer's bill. The Company will act as a billing agent for the foreign correspondent, and the charges shown on the Customer's bill will be billed on a pass-through basis.

11 SBC Long Distance, LLC Original Page Application of Rates and Charges (continued) Pricing Components (C) Interexchange/Interstate Private Line Component.1 See Section 4 of this Guidebook for the rates and charges for the Company- Provided Interexchange/interstate Private Line component for DS1 Service, DS3 Service, OC3c Service, and OC12c Service..2 The rates and charges for the Company-Provided Interexchange/interstate Private Line component for speeds below DS1 may be found in Section of this Guidebook. The Company will provide Interexchange/interstate Private Line Service for speeds below DS1 when requested by the Customer, based on availability of facilities..3 The base rates for a particular Interexchange/interstate Private Line component of the International Service are determined by the following criteria: (1) type of Private Line Service (i.e. DS0, 128 Kbps, 192 Kbps, 256 Kbps, 384 Kbps, 512 Kbps, 768 Kbps, Mbps), (2) Circuit distance, and (3) length of the term plan commitment. The term plan agreement for the Interexchange/interstate Private Line component must be for the same term as the Company-Provided International half-circuit..4 MRCs apply for each Interexchange/interstate Private Line Service furnished by the Company. Non-recurring and one time charges may also apply. Circuit termination charges for Local Access are not included in this Guidebook..5 There are two rate elements used in calculating the MRC for the IOC. The first rate element is a fixed monthly charge irrespective of distance. The monthly recurring rates may vary according to the length of term plan agreement. The second rate element is a per mile charge based on the distance (interoffice miles) between the U.S. Customer s serving Wire Center and the Company-designated International Gateway POP..6 The rate mileage for the IOC on a two-point Private Line Service is based on the airline distance measured between the Customer s serving Wire Center and the Company-designated International Gateway POP. See Section 2.30 of this Guidebook for rules and regulations regarding calculation of IOC rate mileage. Access Component.1 When the Company acts as the Customer s agent for obtaining Local Access from the Customer Premises in the U.S., the Local Access charges will be billed by the Company. When the Company acts as the Customer s agent for obtaining Local Access to the International Gateway POP at the foreign destination, the charge for the Local Access will be included with the foreign correspondent s charge for the International facilities component..2 When the Customer requests the access coordination function for the local channel, all components of the end-to-end service between Customer s Premises will begin service on the same date, unless otherwise specified by the Customer. Service dates are independent of each other when the Customer does not obtain the access coordination function offered by the Company.

12 SBC Long Distance, LLC Original Page Application of Rates and Charges (continued) Non-Recurring Charges Service Order Change Charge.1 General See Sections 3, 4 and 6 for general rules and regulations regarding the Service Order Change Charge for Data Services. For Private Line Services, the Service Order Change Charge may apply to Service that has been ordered but not installed and successfully tested end-to-end by the Company and to Service that has been installed and successfully tested end-to-end by the Company..2 Change In Service Before Installation and Successful End-to-End Testing By The Company.a If made prior to turn-up and successful end-to-end testing by the Company, no charge applies for a Customer s request to change Service if re-engineering is not required. For example, no charge applies for changes in a Service Order made to change the length of a term plan or for administrative purposes such as change of name or change in billing address, contact name or telephone number..b Unless otherwise indicated in this Guidebook, the Service Order Change Charge applies when Services are re-engineered. Examples of changes which require re-engineering include but are not limited to changes in serving Wire Center, transmission speed, signaling, terminating equipment or Service rearrangements..c If the Customer requests a change of location in one or both of the original endpoints, the change is treated as a change order. If reengineering is required, the Service Order Change Charge applies..d If the Customer requests a change in signaling or terminating equipment and re-engineering of the Service is required, the request is treated as a change order. The Service Order Change Charge applies..3 Change In Service After Installation and Successful End-to-End Testing By the Company.a No charge applies for a request to change Service for administrative purposes (e.g. change of name, billing address, etc.). A request to change the length of a term agreement plan is not considered an administrative change and a Service Order Change Charge may apply..b If the Customer requests a change in signaling or terminating equipment and re-engineering of the Service is required, the request is treated as a change order as long as the Service retains one of the two original end points, and there is no change in Service Wire Center, and the Service Order Change Charge applies. Otherwise the request is treated as a disconnect and new order..c If the Customer requests to change the location of both end points of the Circuit, the request is treated as a disconnect and new order. TLCs and installation charges apply pursuant to Sections2.31 and 4 of this Guidebook.

If the Customer requests to change the location of one point of the Circuit and the serving Wire Center changes, the change will be treated as a disconnect and new order and TLCs and installation charges will apply pursuant to Section 2.31 and 4 of this Guidebook..e Unless otherwise indicated in this Guidebook, TLCs and installation charges apply when the Customer's request to change Service is treated as disconnect of Service and a new order..i If the Customer requests a change to upgrade the Bandwidth of Private Line Service to a higher Bandwidth and the length of the term plan is at least equal to the length of the original term plan agreement, TLCs do not apply..ii If the Customer requests a change to upgrade the Bandwidth of Private Line Service to a higher Bandwidth and the length of the term plan is not at least equal to the length of the original term plan, the TLCs apply..f Unless otherwise indicated in this Guidebook, all other Customer requests for a change in Service which require re-engineering will be treated as a disconnect and new order and TLCs and installation charges apply pursuant to Section 2.31 and 4 of this Guidebook.
