3 1.0 Purpose This specification defines the minimum quality requirements for suppliers providing heat-treatment services to facilities. 2.0 Scope / Application This specification is applicable to all suppliers of heat treatment services; such as heat treatment, stress relieving, normalizing, tempering, annealing, nitriding, and gas carburizing processes. 3.0 Procedure General Requirements Quality Verification Element Quality Verification General Requirements The supplier's quality system shall be described in a written manual or procedure with revision control and identification. The quality system manual should be approved and supported by the supplier's management and cover the requirements of either API Spec Q1 or ISO 9001 as a minimum. The quality system manual shall be submitted to the Pressure Control Sourcing Quality department for review and approval upon initial issue and/or revision. When the supplier is the holder of a current API License, ASME Certificate of Authorization, or ISO 9001 Registration Certificate, a copy of the applicable certificate may be submitted to the Sourcing Quality department in lieu of the quality system manual as objective evidence of quality system implementation. When a supplier is approved by based on an API License, ASME Certificate of Authorization, or ISO Registration Certificate, the supplier is required by this specification to invoke the provisions of the applicable API License, ASME Certificate of Authorization, or ISO Registration to the work performed for facilities. Use of Sub- Tier Suppliers The use of sub-tier suppliers by the heat-treatment supplier to perform heat treatment operations for facilities is expressly prohibited by this specification. 4 Element Conflicts in Specified Requirements General Requirements In cases where the purchase order disagrees with the referenced drawings or specifications, the supplier shall contact the buyer at the location that issued the affected purchase order to discuss and resolve the issue Specific Quality Control Requirements Elements Document Control Material Control Process Control System Heat Treatment Special Quality Control Requirements The material manufacturer or material supplier shall ensure that materials provided to GE Oil & Gas Pressure Control are in compliance with the requirements of the drawings, specifications and instructions specified by the applicable purchase order. The supplier shall ensure that materials are properly identified and supported with documentation required by the applicable purchase order (i.e., heat-treat charts; materials test reports, hardness test reports). The heat-treatment operations shall be controlled and documented in accordance with the requirements of the supplier s quality system manual, API License or ISO Registration used as the basis for supplier approval by. As defined by the GE Oil & Gas Material Specification or VGS, the supplier shall ensure the following: Availability of required equipment Use of specific methods (including operating parameters) Identification of acceptance criteria The heat treatment of materials for facilities shall be performed in accordance with the requirements of the material or heat treatment specification required by the purchase order. Heat-treating furnaces used for heat treatment/stress relieving, normalizing, tempering, or annealing operations shall have temperature uniformity surveys performed at least annually according to the requirements of Section of this procedure. 5 Elements Process Qualification Personnel Qualification Inspection and Testing Control of Nonconforming Products Inspection, Measuring and Test Special Quality Control Requirements The temperature at any point in the working zone shall not vary by more than ±25 F (±14 C) from the furnace set-point temperature after the furnace working zone has been brought up to temperature. Furnaces which are used for tempering, ageing and/or stress-relieving shall not vary by more than ±15 F (±8 C) from the furnace set-point temperature after the furnace working zone has been brought up to temperature. When performing heat treatment or surface finishing processes such as nitriding, carbonitriding, gas carburizing, etc., that will not be validated by subsequent mechanical property testing (subsequent monitoring and measurement) shall be validated based on destructive testing of a material test coupon. The results of this validation shall be submitted to the Global Sourcing Quality and MPE departments for review and approval of the process prior to use for production. When changes are made to these processes, such as time and temperatures or other parameters that could affect the output of the process, the supplier shall re-validate the process in accordance with the applicable heat treat specification and re-submit validation documentation to the Sourcing Quality department, where these records will be maintained. A personnel qualification program shall be in place to ensure personnel performing heat treatment operations are qualified. All materials heat-treated for facilities shall be inspected to ensure compliance with the applicable purchase order requirements. When suppliers detect nonconformities to purchase order requirements that cannot be corrected without the use of heat treatment, or if the supplier wishes to have an issue reviewed for possible concession, the supplier shall prepare and submit a Supplier Deviation Request for review and disposition prior to shipment of the affected items. Note: Contact the GE Oil & Gas Purchasing Department for guidance in submitting these requests. 6 Elements Equipment Marking of Materials Revalidation Special Quality Control Requirements to national standards. Physical constants may be used as the basis for calibration reference in case where national standards do not exist. Sub-suppliers used for calibration services shall comply with the requirements of ISO or equivalent international or national standard. When documents referenced by the purchase order require marking, such marking shall be applied using low stress steel stamps. The supplier shall maintain a defined process for revalidation of heat treatment processes Temperature Uniformity Surveys Element General Requirements Calibration Special Quality Control Requirements A temperature survey within the furnace working zone(s) shall be performed on each furnace at the maximum and minimum temperatures for which each furnace is to be used. At minimum, a temperature survey in accordance with API Specification 6A, Annex M must be completed every 12 months. General Automatic controlling and recording instruments shall be used. Thermocouples shall be located in the furnace working zone(s) and protected from atmospheres by means of suitable protecting devices. Accuracy The controlling and recording instruments used for the heat treatment processes shall posses an accuracy of +/- 1% of their full scale range. Calibration Temperature controlling and recording instruments shall be calibrated at least once every three (3) months. 7 4.0 Responsibilities The Sourcing Quality Manager, Quality Management Representative, and the personnel responsible for the purchasing of products and services for each operating unit are jointly responsible for ensuring complete implementation and compliance with this specification. 5.0 Quality Records The following records produced by this procedure are considered Quality Records and shall be maintained and controlled according to the requirements in OGQ Record Control: 5.1 Supplier Approval Record Requirements The following records shall be maintained and, upon request, shall be submitted to GE Oil & Gas. In case of conflict, the GE O&G QMS Lexicon will take precedence. 6.1 Definitions 6.2 Acronyms Heat Treat Charts uneditable, graphical representation of the temperature-time cycle including heat up and cool down, including legible scale markings for time and temperature. Operating Unit identifies the various organizations that make up GE Oil & Gas. Quality Management Representative as used in this procedure refers to the designated quality management representative for one of the Pressure Control operating units. The following acronyms are applicable to the use and implementation of this procedure: EPS - Engineering Part Specification; the part description and bill of material document that defines design.
