6 Project Title : Takoradi Port Rehabilitation & Expansion Objective/Significance: expand the Port infrastructure & facilities including development of new bulk un/loading facilities, development of facilities for the oil exploration industry & development of container terminals, among others to enhance throughput & turnover; Project Scope: private parties shall be responsible for design, finance, rehabilitate, develop and/or operate identified Business Units such as a bulk ore terminals & oil berth loading & unloading facility, oil services terminals, container/multipurpose terminal, and transit sheds etc. Project Profile
7 Project Profile (2) Sector: Port sub sector; Implementing Entity: Ministry of Transport/Ghana Ports & Harbours Authority Ministry of Transport: MOT is the government establishment responsible for creating an integrated, cost effective, safe, secure and sustainable transportation system; establishing Ghana as a transport hub of West Africa; Providing leadership & guidance for the development of Ghana s transportation system through effective policy formulation, market regulation, asset management and service provision. Ghana Ports & Harbours Authority The Ghana Ports and Harbours Authority (GPHA), under PNDC- Law 160, fully owns and regulates all commercial seaports in Ghana of which the two largest and most active are in Takoradi in the western part of the country (230 km away from Accra) and Tema (30 km away from Accra). GPHA therefore, exercises the administrative authority over the development and operations of commercial ports in Ghana.
8 Technical Description port of Takoradi is Ghana's second deep-water port; serves as the main export port for Ghana; handles less than 35% of Ghana's seaborne traffic and 62% of national exports; main exports from the harbour are: cocoa, timber, bauxite and manganese with prospects for limestone and iron ore in recent years; Port of Takoradi has gained more significance since the discovery of oil in 2007 Takoradi Port Requirements Dry bulk

10 Financial Description Estimated Cost: To be confirmed during feasibility studies; Structuring: PPP on a project finance basis; port sector in Ghana has a high PPP potential within the transport subsectors. subsector benefits from a stable, growing, large hard currency revenue base. private licensed operations in some activities of the ports & already boasts a successful PPP with the award of a container terminal concession at Tema port facility;
11 Timeline & Major Steps Ghana Ports & Harbours Authority has launched a procurement process to hire a Transaction Advisor to propose viable and bankable PPP structures at the Port of Takoradi ; Transaction Advisory will be undertaken under the following four phases: Pre-Feasibility Assessment Phase; Feasibility Study Phase; Procurement Phase; and Negotiation and Contract Signing Phase.
