Boats accumulate marine growth while afloat and constant exposure to the weather and water eventually corrodes even the sturdiest of hulls. The drydocking of a ships has been vital requirement since the beginning of recorded history. Most ship repairs and modifications below the waterline can only be accomplished with the drydocking of a vessel. The drydocking of a ship involves the process of lifting, lowering and balancing an extremely heavy weight. A successful drydocking involves the raising and supporting of a ship out of water; safely maintaining that position throughout the period of work on the ship; and then the safe return of the ship to its normal floating position. Normally the Captain or Master is the one person responsible for the safety of the ship, however, the Dock Master assumes this responsibility when the ship enters a dry dock. This National Occupational Certificate at NQF level 6 resulted from an identified industry and employer need and represents a step in the established sub-field learning pathway. It will contribute to sustainable and professional management of ports and terminals to ensure South Africa's economic growth and prosperity. This qualification has been generated to ensure South Africa's compliance with international competitive trends in the ports and harbours industry. A new port training strategy was the subject of a United Nations Conference on Trade and Development (UNCTAD) held in Porto during May Three South African delegates were in attendance. A plan of action for the implementation of the new Port Management Programme (PMP) was established at the conference for three represented linguistic groups, being French, Portuguese and English. This qualification provides for implementation of that programme in South Africa. To date all training of managers for South African ports was outsourced to Belgium and the Netherlands. Furthermore, there is a need for an NQF compliant qualification that will provide the South African authorities with the opportunity to present this education and training locally. PURPOSE The purpose of this qualification is to prepare a learner to operate as Dock Master. The Dock Master plans, coordinates and controls the safe and efficient docking and undocking of all vessels and or structures for the purposes of surveys, planned maintenance, unplanned repairs, alterations and refits. Precautions during the sue are determined. Vessel docking condition is established. Dewatering and flooding plan are prepared for docking and undocking (graving docks). Pumping plan is prepared for docking and undocking (floating docks) Exit Level Outcome 3 The ability to manage the docking and undocking of vessels (15%) Manage docking conference is manged. The dock is prepared. Docking documentation is controlled. Control of vessel is transferred and vessel is brought to planned position. Divers are sent to inspect and adjust where necessary. (2%) Assistance is provided in developing dockyard security contingency plans Security procedures are implemented. INTERNATIONAL COMPARABILITY Shipping is a global business of great importance to international trade. The utilization of modern management principles, concepts for improving efficiency and sound management practices are increasingly required in the shipping industry. Many of the middle and upper level executives in shipping have a background in functional or technical areas and have limited management training. This qualification will offer re-skilling and up-skilling of such people operating in a port environment. Learners will acquire the necessary knowledge and skills to manage and operate dry docking facilities to international standards. 5 P a g e

6 The international comparability study conducted specifically focused on identifying occupational standards or qualifications used in other countries that might contain indicators of best practice that could be used for comparison to or in the development of the Dock Master qualifications to be submitted for registration to the QCTO. The International Maritime Organisation and its member states (UK, Australia, and India) were selected as best practice as it was accepted as International standards The content, scope and duration of the qualification is uniform internationally. The Maritime profession is an area with globally recognised best practices, standards and Qualifications. This Qualification and set of Unit Standards utilises international and locally recognised best practice and standards. The data collection process included the following: International legislation and conventions An extensive Internet search focussing on the countries identified as best practice countries Follow-up by to obtain more detailed information especially in relation to case studies Contacting professional and academic colleagues in target countries with direct involvement in the development or application of relevant vocational qualifications The international comparability study was done in various countries, such as Namibia, New Zealand, United Kingdom, Australia, USA, Barbados and South Africa. INTEGRATED ASSESSMENT Integrated formative assessment: The skills development provider will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment. Integrated summative assessment: An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required for the issuing of this qualification. The external integrated summative assessment will focus on the exit level outcomes and associated assessment criteria. RECOGNITION OF PRIOR LEARNING RPL for access to the external integrated summative assessment: Accredited providers and approved workplaces must apply the internal assessment criteria specified in the related curriculum document to establish and confirm prior learning. Accredited providers and workplaces must confirm prior learning by issuing a statement of result or certifying a work experience record. RPL for access to the qualification: Accredited providers and approved workplaces may recognise prior learning against the relevant access requirements. ARTICULATION Relation of this Curriculum to the Occupation and Qualification Progression: Learners entering this qualification will likely feed into the industry with a National Occupational Certificate: Dock Master. 6 P a g e

7 The likely vertical progression for this qualification is a National Occupational Qualification: Labourer, Charge Hand, Shipwright, Assistant Dock Master, and Dock Master. There is no horizontal progression for this qualification. NOTES Qualifying for external assessment: In order to qualify for the external summative assessment learners must have a copy of a completed and signed Statement of Work Experience as well as proof of successful completion of the following subjects and modules or alternative programmes where applicable. Foundational learning competence is pre-requisite for the awarding of this qualification.
