1 Purpose MANIFEST OF HAZARDOUS CHEMICALS AND DANGEROUS GOODS Locations storing agricultural and veterinary chemicals in packages and IBCs need to clearly understand the risks involved to ensure that correct controls are implemented. This template is designed so these locations can complete a register of hazardous chemicals and a summary manifest. Locations that also store hazardous chemicals and dangerous goods in bulk or manufacture these products onsite will have additional requirements beyond the scope of this document and should seek further advice. Do I need to complete a register and manifest? A register of hazardous chemicals and substances is a requirement under state and territory legislation. A manifest is required when storage levels of hazardous chemicals and dangerous goods reach manifest level under state and territory legislation. Agsafe however strongly recommends that all locations complete a manifest regardless of volumes held so that: a) It can be determined if you are at placarding level. b) It can be determined if you are at manifest level. c) You can better assess the risks of your chemical storage to determine if adequate controls are in place. d) Emergency services have accurate information in the event of an incident. Where do I store my register & manifest? A copy of your hazardous chemicals/substances register should be available for all staff to access. Your summary manifest of hazardous chemicals and dangerous goods needs to be stored in substantial water proof container in a location that is readily accessible to emergency services. This is normally by the front main vehicle entrance. In States under Work Health & Safety Regulations (WHS) this location needs to be determined in agreement with the main emergency services organization. What about goods in transit? In all states and territories in Australia transport documents that comply with the Australian Dangerous Goods Code will be regarded as summary manifest information for goods in transit. Provided you have these documents such products will not need to be included on this form. Complete a Site Plan In all states and territories in Australia your manifest must also include a site plan of the work place. Your site plan should show: The location and description of hazardous chemicals and dangerous goods, including goods in transit. A legend of any ID numbers or codes used The main and other entries and exits to the site All drains on site Any other information that will assist emergency services. Essential site services such as fire services, isolation points for power and fuel etc. Location of the manifest The nature of the occupancy of adjoining sites True North Date prepared or last modified The Scale (required in WA only)
2 Instructions for completing this Form Step 1: Complete the Cover Sheet- This is required information Step 2: Complete Form A Hazardous Chemicals Register for each separate storage area and clearly identify. Continue to complete the form by listing each product and adding the relevant information from the product label and Safety Data Sheet (SDS) or other source, to each column. Note that not all columns will apply to all products. Column Heading Description Where to Find it Product Trade Name Enter the name of each product stored here UN No Proper Shipping Name Class / Division Sub-Risk PG Combustible Liquids Poison Schedule Hazardous Chemical Peak Quantity (L/Kg) United Nations or UN Numbers are four digit numbers that identify hazardous substances. Enter that number here. This is the name used to describe that substance during transport. This information is required on the manifest when stored at manifest levels for states under WHS. For ACT, Victoria and Western Australia, it is only required for Class 2.3 and Packing Group I products. Enter the proper shipping name here only if required. Dangerous goods are substances or articles that when in sufficient quantity, pose a risk to people, property or the environment, due to their chemical or physical properties. They are usually classified with reference to their immediate risk and are identified by a dangerous goods diamond on the packaging. Enter the DG Class or Division in this column. Some Dangerous Goods may have a secondary or sub risk and will have more than one diamond. Enter the sub-risk here. PG is the Packing Group assigned to dangerous goods according to the degree of hazard they present. Enter either PG I, PG II or PG III into this column Are liquids that will ignite within the temperature ranges given below. Please enter either C1 or C2 into this column for these products. For Victoria and WHS States C1 have a flashpoint between 61ºC and 93ºC. C2 have a flashpoint greater than 93ºC. For Other States C1 have a flashpoint between 61ºC and 150ºC. C2 have a flashpoint greater than 150ºC. If a product is identified as a C1 and no flash point listed, treat as a C1. Poisons are classified into schedules based on their level of toxicity and their use. The Signal Heading on the product will identify the schedule. Caution = Schedule 5, write S5 in this column Poison = Schedule 6, write S6 in this column Dangerous Poison = Schedule 7, write S7 in this column Hazardous chemicals or hazardous substances are defined in terms of their direct health effects on people. A product that is classified as hazardous will be noted as such on the SDS. If the product is hazardous write yes in this column. The peak quantity is the highest volume in litres or kilograms of the product stored at any one time. Calculate the overall total at the bottom. It is useful to update your manifest regularly to account for seasonal changes. SDS SDS SDS
3 Step 3: Complete Form B- Summary Manifest for each separate storage area and clearly label. After completing Form A -Hazardous Chemicals Register, calculate the total for each Class/Division of Dangerous Goods by Packing Group; for Combustibles; and for Poison Schedules; and then transfer the information to Form B- Summary Manifest for each separate storage area. Usually paints which have a red dangerous goods diamond on the can are classified as manufactured product and should be entered in the section marked MANUFACTURED PRODUCT (i.e. not in the Class 3 section). Note: In Victoria an overall site summary is also required in addition to the summary forms for each individual storage area. Please complete a Form B- Summary Manifest for the entire site and clearly identify it as such. Step 4: Attach a Site plan as described above.
