Transport Certification Australia Roads Australia The future of freight integration with ITS and intelligent logistics Mr Chris Koniditsiotis Chief Executive Officer 23 June 2015
About TCA TCA is owned by the Federal, State and Territory governments of Australia TCA exists because governments are using and increasingly considering the use of information, communication and sensor solutions to deliver transport reform that is the use of Telematics and related Intelligent Technologies TCA provides: Advice Accreditation Administration
The Australian freight task A domestic freight task of almost 600 billion tonne kilometres per annum equivalent to about 26,000 tonne kilometres of freight moved for every person in Australia Australia s freight task is projected to increase by 80 per cent between 2010 and 2030 with this rate of growth seeing freight triple by 2050
A glimpse into the future... Higher productivity road freight vehicles will have an important role in road accommodating this freight growth Rail freight supported by improved rail infrastructure, can also play an important role in accommodating this freight growth Access to ports will be critical to ensure projected growth of bulk exports and imports can move efficiently to their destinations More efficient and integrated mobility
What is Telematics? Commercial Telematics Government Private Use
What is Telematics?
Getting it wrong has real consequences Unless you get the foundations right, we face the prospect of technology working against us rather than working for us
Getting it wrong has real consequences
The National Telematics Framework In 2011 Australian Transport and Infrastructure Ministers signed off on the Policy Framework for Intelligent Transport Systems in Australia Australia s National Telematics Framework became an international standard in 2012 ISO 15638: Framework for Collaborative Telematics Applications for Regulated Commercial Vehicles An operational pilot of is now running in Sweden the result of a four-year collaboration between TCA and the Swedish Government
National Telematics Framework Technology agnostic Performance (i.e. output) based encourages innovation Promotion of multiple uses (public and private) within one platform ensures costs are attributed to appropriate stakeholders (encourages one on-board unit) Separation of technology and operational environment from the end use policy no hardwiring The promotion of multiple service providers ensures innovation driven by a competitive market environment Ability to turn-on new functions and applications without having to recreate the wheel marginal cost to all stakeholders Fit for purpose including Certification and Type-approval
National Telematics Framework 11
National Telematics Framework 12
National Telematics Framework 13
Some insights into how the Framework is being used Heavy vehicle & freight management Intelligent Access Program (IAP) Intelligent Speed Compliance (ISC) On-Board Mass Monitoring (OBM) Certified Telematics Service (CTS) Traveller Information pilot complete Electronic Work Diaries (EWDs) in pipeline Safety Intelligent Speed Management (ISM) Mandatory Alcohol Interlock Program (MAIP) Cooperative ITS (C-ITS)
Some insights into how the Framework is being used Buses School Bus Management & e-ticketing Taxis In-Taxi Technology Reform Program Safety Cameras Trains Type-approved hardware
Productivity and Safety Are perceived as two ends of the pendulum IAP (as an example) allows you to have both productivity and safety at the same time
Case Study Toowoomba to Port of Brisbane Corridor An estimated 100% increase in productivity, a 40% reduction in environmental emissions and a 50% reduction in the number of truck trips required for the same freight task. Monitor trucks to ensure route, max. speed and mass compliance
Innovation Technology offers a solution to a problem but true innovation is using it as a business model enabler

A focus on hardware Regulators demand hardware requirements for: Reliability Accuracy Security Robustness These common requirements are contained in the Telematics IVU Functional and Technical Specification Hardware provides the basis for current and future regulatory applications of telematics
A focus on hardware The Specification is available on the TCA website: Transport operators can use the Specification to: Make comparisons between IVU types Become informed procurers of telematics hardware 21
The industry is leading the way The good news The transport industry is already leading the way During 2014, it was estimated that around 25,000 heavy vehicles are already fitted with hardware which can satisfy government needs
