Over capacity by 50+ buses creates a dire situation with garage accidents and employee safety. There are several areas where operators are forced to maneuver and operate buses in extremely tight quarters riddled with blind spots and dangerous areas. Attached to this document are photos demonstrating the close quarters and blind spots operators face on a regular basis. The photos were taken at approximately 8:00p on a weekday. Buses are in the process of being serviced and parked for the evening. The facility is not full at the time of the photos as there are still night service buses on the road at this time. 3 Page 3 Door #3 Main Storage Facility Entrance This photo demonstrates the Main Storage Facility Entrance drive aisle. Service lane operators are forced to park buses reported to have a mechanic issue coming in off the road in this drive aisle until mechanics can inspect and repair. This is essential to maintain an open drive aisle to park other buses for the evening. All other bus traffic is forced either through the main shop, service lane, or staged in the yard. This creates a safety hazard as high traffic in the main shop area means a higher risk of an accident. Metro is in need of the appropriate service staging area for a fleet of its size.
4 Page 4 Door #1 Main Shop Entrance This photo was taken standing at the Door #1 threshold. On the left, buses currently are being serviced. To the right are buses lined up waiting for service. This practice is also required due to lack of adequate storage. Lining buses on the right side of the drive aisle creates a hazard for both workers on the service floor and operators faced with narrow drive lanes. Workers may walk between buses creating a blind crossing with potential to step out in front of a bus that is moving in the drive aisle.
5 Page 5 End of Door #2 Entrance This location is the end of the service lane. After buses are serviced, they are driven through to the garage parking area. The opposite side of the yellow pillar is completely blind to all operators exiting the service lane. The service lane meets the main drive entrance from Door #3 at this location. The lines on the floor indicate the two lanes that buses utilize for service. This corner is very dangerous and has been a location of several accidents. Operators are also forced to operate down a very narrow drive aisle to get to the parking area.
6 Page 6 Main Drive Aisle from Door #3 Buses exiting the service lane are forced with this blind intersection. This photo was taken at the end of the main drive aisle from Door #3 (main parking and storage entrance). This risk is high from both a service lane and garage entrance vantage point.
7 Page 7 The next section of photos will demonstrate other areas in the garage parking/storage facility that may pose hazard risk. This is elevated risk both to operators and workers in the facility. Drive aisle from Service Lane Blind corner on the main drive aisle utilized by all operators. This lane is used by every bus on its way to a parking assignment. Very heavy bus traffic in this area with operators forced to squeeze between two rows of parked vehicles. It also poses a worker safety hazard with potential of stepping out in front of a moving bus.
8 Page 8 The Tunnel This area, referred to as the tunnel, is the main drive aisle to get to the rear storage area of the garage. The buses parking in the tunnel are long term out of service buses either waiting for parts or a major repair. This area poses both crash risk and worker risk.
9 Page 9 The end of the Tunnel Picture is the End of the Tunnel. This is another blind corner operators face when parking in the garage. This corner is both a crash and worker hazard.
10 Page 10 The Back Wall This area referred to as the Back Wall is where operators are looking for the appropriate parking lanes. This demonstrates the hazards with a significant amount of building support pillars. Between each pillar are two parking lanes. Once one of the lanes is full, operators are forced to back up to fit the bus between the adjacent bus and support pole. The back wall drive aisle is also used for parking once all the parking lanes are full. This practice also cuts off drivability of the storage facility.

12 Page 12 Back Wall Exit Drive Aisle Operators are forced to make a tight turn to exit the back wall storage area every day. The building and grounds department (office on the left) also lacks storage for needed equipment creating a very narrow drive aisle for operators. This area has been the location of several accidents involving turning both with fixed objects and other buses.
13 Page 13 Back Wall Exit Aisle Blind Intersection Operators exiting the Back Wall area are faced with a blind intersection. It is a hazard for both operators and workers on foot in the facility.
14 Page 14 Back Wall Exit Blind Intersection Another vantage point demonstrating the blind intersection operators face while exiting from the back wall area. This photo also demonstrates the yellow support poles on the left. These poles create a hazard for operators leaving the parking lanes. With close proximity to the bus next to the operator, it is difficult for some lanes to swing out and around the poles. This forces a lot of operators to back up. The highest number of garage accidents happen in this area.
15 Page 15 Main Exit Drive Aisle Inadequate storage demonstrated in this photo indicates how narrow the main drive aisle to exit can be. Along with stored buses, Metro is forced to store other service vehicles along the wall creating a tight situation for operators utilizing this exit drive aisle.
