1 Guide for Community Clean-Up Events

2 If your community is planning a city-wide clean up, please consider recycling and re-use as well as proper disposal. Following is a list of questions and considerations, compiled from the experiences of Linn County communities that have conducted clean-up events. Plan in advance. City officials should select a date and begin planning at least three months in advance, especially if contractors and volunteers are involved. Though spring is the most popular time of year, consider a fall clean-up. The weather is more dependable and there may be fewer competing events. (See Attachment 2 for additional community clean up ideas & guidelines.) Curbside or central drop-off location. Will the City collect materials curbside or will citizens bring items to a central location? The two approaches require different equipment, levels of staffing, and specifications. For example, if you want to collect household hazardous material, setting it on the curb is not the approach you will use. If your community uses a private hauling company, confer with their personnel. Material to be collected. What material do you want to allow citizens to recycle/dispose? Will you allow citizens to set out or drop off appliances? What about furniture? Electronics? Old tires? Scrap metal? Household hazardous material? Be as specific as possible about the items the city will accept during your clean-up and then make appropriate preparations. Contact the Cedar Rapids/Linn County Solid Waste Agency about services the Agency offers or may facilitate. For example, the Agency offers its member communities a mobile household hazardous material collection service. (See Attachment 1: Memorandum of Understanding-- Household Hazardous Material Mobile Collection Events) Disposition of material. You will want to recycle and reuse as much as possible. The Agency can help facilitate, for example, the collection and subsequent recycling of appliances and electronics. The Agency contracts with various private processing companies that may be able to assist. Health & Safety. There are a variety of health and safety issues associated with cleanups. If collection and drop-off are handled incorrectly spills, contamination, and explosions are possible outcomes. Educating citizens before the event and properly preparing for it will help assure a successful clean up. Community Credits. The Agency provides Community Credits to its members. These credits, based on population and awarded annually, may be used to help fund clean-up events. For further information, contact the Agency accounting division.

3 Attachment 1: CRLCSWA Mobile Household Hazardous Collection Event MOA

4 Mobile Household Hazardous Collection Event: Memorandum of Understanding This Memorandum of Understanding is entered into this day of,, by and between the Cedar Rapids Linn County Solid Waste Agency (the Agency) and the City of, Iowa (the City). WHEREAS, the parties wish to conduct a mobile household hazardous material collection event. NOW THEREFORE, the parties hereto agree as follows: SECTION 1 A mobile household hazardous material collection event will be conducted on the date and at the time and location listed below. Date: Time: Site: SECTION 2 The mobile household hazardous material collection event will be conducted at no charge to participating residents of, Iowa. Hazardous material from businesses (including governmental/public bodies), farms and organizations will not be accepted at this event. Businesses, farms, and organizations may contact Shawn Obert at the Agency s Pollution Prevention Center at (319) for more information on disposal options. Extremely large loads of eligible material will be directed to the Agency s Pollution Prevention Center. The facility is located at 1954 County Home Road Marion, Iowa This decision will be made by Agency staff present at the event. SECTION 3 Responsibilities of the Agency include: 1.) Provide trained and qualified staff to assist with the event. 2.) Provide containers, transportation, storage, and disposal for the household hazardous material collected at the event. 3.) Provide training to event volunteers. 4.) Provide the following protective equipment to volunteers: Tyvek suit, vinyl apron, Nitrile gloves, and safety glasses. 5.) Provide signage and traffic cones to direct residents through the event site. SECTION 4 Responsibilities of the City include:

5 1.) Identify a municipal representative for the event. This person will communicate and coordinate with the Agency as well as the event volunteers the day of the collection event. 2.) Provide five (5) adult volunteers (18+) to work at the event from 30 minutes prior to the start time of the event until cleanup is finished. 3.) Provide advertising/promotion for the event. 4.) Provide traffic control if needed. 5.) Provide adequate space at the event for the Agency s truck, trailer, and operational set up. Municipal Representative: The City s representative for the mobile event is responsible for providing volunteers, informing the local fire department and emergency responders of the event s time, date and location. It is important that the representative is available for the event. Volunteers: This event will require five (5) volunteers. All volunteers should arrive at the event site 30 minutes prior to the beginning of the event and should remain afterwards to assist with cleanup. Volunteers are encouraged to wear safety toe shoes. Open toed shoes or sandals will not be permitted. Volunteers are needed to fill the following roles: a. Greeting: This individual(s) will take information from the resident regarding the material being delivered. Inform the resident to remain in the vehicle while being unloaded and direct the resident to the unloading area. For the safety of everyone No Smoking is allowed in the unloading area. b. Unloading: Volunteers filling these positions will be responsible for visually inspecting material and unloading material from the vehicle. They are responsible for checking container integrity and bagging the material if needed. c. Sorting: These individuals will transport the material from the unloading area to sorting stations. They will sort the material and place it into the proper containers. 6 Acceptable Materials: Adhesives, glue, resin Brake Fluid Bug Sprays Degreaser Floor Care Products Furniture Polish Gasoline Kerosene Kitchen & Bathroom Cleaners Metal Polish Oil Based Paint Pesticides Spray Cans Stain Remover Stains & Thinners Solvents & Varnishes Wood Preservative Weed Killer LATEX PAINT WILL NOT BE ACCEPTED! Residents who wish to dispose of their latex paint can call the Pollution Prevention Center at (319) and schedule an appointment. An appointment can also be made on line at Items not accepted at Mobile Events but can be disposed of at the Cedar Rapids/Linn County Solid Waste Agency: Small Load Dumpster Area: Garbage and Smoke Detectors Items not accepted at Mobile Event but can be recycled at the Cedar Rapids/Linn County Solid Waste Agency: Bulky Item Drop-Off: Appliances, Bicycles, Scrap Metal, Tires, Yard Waste and Brush Recycling Drive-Thru Center: Antifreeze, Batteries, Clothing / Textiles; Curbside-Type Recyclables, Electronics, Fluorescent Bulbs, Glass, Motor Oil, Oil Filters, Sharps and Vegetable Oil Items not accepted at Mobile Events but can be disposed of with Police or Sheriff Departments: Ammunition/Explosives
