19 Why an EU Transport Policy for the South East Europe? EU has a direct interest as the region lies within the territory of the enlarged EU with 27 Member States Transport is an evident and suited area for substantial regional cooperation - an essential element of the Stabilisation and Association Process (SAP) Stabilisation and Association Process (SAP) is a European integration process and Transport policy in the Region can be far-reaching and quickly moving ahead as regards alignment on the acquis
20 The future Treaty builds on existing cooperation the Memorandum of Understanding on the development of the South East Europe Core Regional Transport Network of 11 June 2004 the Addendum for a South East European Railway Transport Area of 4 December 2007 the existing treaty for the energy community and for the European Common Aviation Area Agrrement (ECAA)
21 Purpose of the transport community to work gradually towards an integrated market for all transport modes (except aviation) in the Western Balkan Region, and for the alignment of relevant legislation with the Community acquis of the EU.
22 Scope of the negotiation The negotiation will focus on how and when the acquis communautaire in the relevant and/or related fields of the transport sector will be enforced. This will cover all aspects of the acquis communautaire according to a stepwise approach
23 Institutional arrangments Ministerial Council to take strategic decisions Regional Steering Committee to monitor the timely and coordinated implementation of the Transport Community Technical Committees responsible for the proper implementation per transport mode (including Environment) Social Forum to ensure a social dialogue Permanent Secretariatto provide administrative and technical support
24 It is important fortransport trade unions to lobbying their governments in order to: get timely information on the development of the negotiations push for the inclusion of a social chapter in the future Treaty.
