Please see additional detail on tidal situation below Tidal Situation The approach to the Avonmouth Dock, Bristol is subject to 2 tides per day and the maximum draft shown above assumes that tidal conditions permits the vessels approach and entry and that adequate depth of water is available at the Lock. & berth The spring tidal range in the Bristol Channel Estuary is exceptional and can vary between a mean spring ranges of 4.6 metres at Bridgewater (51 deg 08 N 3 deg 00W) and one of metres at Avonmouth The greatest range being as much as metres with an average range of metres Depth Alongside berths Berth Detail Eastern Arm, Royal Edward Dock, Avonmouth Length of Berths 1 & 2 Number of Mooring Bollards 15 Length between Mooring Bollards 22.5m Length of Berthing Basin metres guaranteed, however dock level can be raised to metres, subject to notice. 3 Cranage facilities, Berth 1 & 2, Eastern Arm, Royal Edward Dock, Avonmouth 2 X Kone Container Panamax Gantry Cranes Equipped with Tecnomagnete Permanent Magnet for slab handling Tecnomagnete Permanent Magnets for Slab Handling in Discharge Operation in Japan Safety Clamping power is provided by permanent magnets located within the magnetic modules. Electrical power is only used for a few seconds to activate or deactivate the system. This means that the system does not rely on continuous power supply for its safe operation. If the power supply is interrupted during the lifting operation through a failure in supply or accidental damage to a cable the magnet will remain in its magnetized condition for an indefinite period. Demagnetization would only be possible after the power supply is restored. To demagnetize the magnet two buttons Demag + Safe must be depressed simultaneously. The slab handling magnets incorporate a Dautenac safety system. This means that demagnetization can only be carried out when the magnet is in an off load situation when the suspension chains are off tension. Any tension in the suspension chains will cause the Dautenac switch to prevent demagnetization. It is therefore impossible to release a load in mid air. In order to demagnetize and release the load it must be grounded with the suspension chains loose. 3

4 Effect on Navigation Tecnomagnete Permanent Magnets for Slab Handling The magnetic field generated by the slab handling magnets is concentrated in a very tight controlled area and only extends into the slab which is being lifted and which is directly in contact with the magnetic modules. The field penetrates to a maximum depth of 40mm From tests which have been carried out by Tecnomagnete there is no detectable magnetic field either on the surface of the lifter or on the load which is being handled at any reasonable distance from the contact point. A frequently asked question involves the effect on pacemakers and it has been demonstrated that there is no effect. Tecnomagnete confirm that the system is designed to be magnetically neutral outside the contact area. There should be no effect on navigation systems. Discharge Production 7,500 m/tons per shift basis working with Gantry Crane/Magnet 5,000 m/tons per shift basis working with Gantry Crane/Chains Transfer to Stockyard & adjacent Rail Head Stockyard Rail Loading Cranes to discharge directly to stockyard The planned yard capacity at the Stockyard being 15,000 tonnes of slab Tonnage held in yard limited due to hollow quay Yard handling performed by Gantry Cranes fitted with Magnet Handling/Chains. Handled by Gantry Cranes equipped with Magnet Handling/Chains. Inland Distribution Time Table Steel Coil Delivery by Road Transport currently unacceptable to Corus with delivery by rail the preferred option. Delivery by Rail from Avonmouth using trains of 24 x 75 tonnes capacity rail trucks. Possible to despatch 3 trains per day, dependent upon reception at Port Talbot. Although the port has handled steel slab for Corus in the past, as mentioned above the port would need to Supplement its equipment to service large volumes of slab. For example, although the port has played a significant role in the development of the Tecnomagnete with the suppliers there would be a lead time of 16 weeks before such equipment could be made available. Such an order would of course be dependent Upon a long term agreement with tonnages guaranteed. No facilities are currently available at Avonmouth for the discharge & reception of Steel Coil 4

5 Conclusion Once again our research has revealed that discussions have already taken place, between the Port Authority and Corus on the suitability of Avonmouth for the handling of such volumes. Avonmouth being somewhat limited in terms of capacity, handling smaller Vessels and with, the gantry cranes in regular use in the container trade. Avonmouth, therefore is not the preferred option by the Port Authority at Bristol but could be used in the short term for occasional spot cargoes. We would stress once again, that some of equipment detailed in this report is not immediately available. However past experience has proved that provided that the port secures a long term agreement together with agreed tonnages then investment will be made in such equipment, with a view to providing a 1 st class service to satisfying the requirements of such a high profile trade. 5
