2 PHASE 2 Operation FALCONREACH was initiated by HQ on 07/17/15 in response to a distress call from an important asset known as Vanessa Baup [Subject LI9S2W]. She was identified by agents as having a rare biological sample within her body that is crucial for future Black Watchmen research. A mission was put forth to all active agents to perform photo reconnaissance in cities around the world, clearing them for use in an extraction plan. That extraction plan is now ready for construction and finally, execution.

4 CURRENT STATUS Vanessa Baup [Subject LI9S2W] has requested immediate extraction by the Black Watchmen. With the help of the community, we have managed to mobilize Black Watchmen resources in 34 cities across the world. Reconnaissance photos were submitted by both new and veteran field agents. We now need all active agents to aid in the design of an escape plan to secure Vanessa Baup and bring her to a secure base in Vancouver, CA. At Alpha 10, we received the following meet-up location shared by the subject covertly: Agents must uncover the location and use it in the extraction plan as the starting point. 2

7 DIRECTIVES FOR EXTRACTION PLAN Using only the resources available in this document, you have to create an extraction plan for Vanessa Baup and submit it to the Black Watchmen. Extraction plan instructions: Agents must collaborate to build escape plans and itineraries within the limitations set forth in this document. We cannot waste all our resources on this mission. Use the following website to build your final plan and send the URL to Include the agent names of all who collaborated to build the escape plan. Once a plan is submitted, HQ will review it as a viable option. After the deadline, the extraction plan, with the shortest itinerary and smallest budget, will be executed. 5

8 GLOBAL TBW RESOURCES The following represents the resources available worldwide for your extraction plan. You can use multiple resources in each of the available cities across the world. Be sure to include both routes between cities - i.e. trains and buses, and within cities - i.e. subways and taxis. 6

9 EXTRACTION PLAN LIMITATIONS Total budget available: $3000 USD Start point: Unknown at time of report End point: Vancouver All inter-city travel must be made overland, via train or bus. All inner-city travel must be made by taxi or subway. We have air bases available in London, UK; Tokyo, JP; Orlando, Fl, US and Sydney, AU. The asset may be flown between any of these bases. Must only have stops in the 34 unlocked cities. The asset can stop and transfer in all cities, but she must stop in an unlocked city at least once every 36 hours, to rendezvous with a new set of escorts from HQ. The maximum length of the trip is 168 hours (7 days). The following pages list all unlocked cities for FALCONREACH: 7
