1 SUNCOR ENERGY PRODUCTS DISTRIBUTION TERMINAL OPERATING MANUAL STANDARD OPERATING PROCEDURE SAFEWORK PRACTICES CAT A-2, SOP #25 Date Issued: June 2010 Revision Date: July 2012 Review Date: July 2015 Revision # PURPOSE The Truck Loading/Unloading Section of the Suncor Energy Operations Manual will have as its guiding influence the CPPI Professional Petroleum Drive s Manual. While this manual gives excellent guidance on most aspects of truck transportation of petroleum products, Suncor Energy has developed rules and regulations for their terminals which they believe equal or exceed rules and procedures in the CPPI Manual or have been developed specifically for their sites to promote the safety of Terminal operations. Because terminal sites vary so widely in physical size, geographical and environmental sensitivities some site specific variations may be encountered at Suncor Terminals and are not included in this document. This document provides the necessary information required to ensure that all personnel are knowledgeable about the safe work practices that should be considered when loading petroleum tankers at Distribution Terminals. 2 2.0 SCOPE The scope of this document is to define and communicate the precautions and requirements for loading of petroleum trucks to Suncor Personnel and applicable Carrier Drivers working within Distribution This document applies to Suncor Personnel within Distribution. References in this document to Suncor Personnel include directors, officers, employees, contract workers, consultants and agents of Suncor. 3.0 RESPONSIBILITIES Terminal Management Accountable to ensure full implementation and compliance of this standard operating procedure. Responsible to complete regular audits of this activity and report all incidents of non-compliance to carrier management. Terminal Operating Personnel 1. Responsible to enforce compliance with this procedure and report all incidents of noncompliance with Terminal Management. Carrier Personnel 1. All Carrier Personnel with no exceptions must comply with all requirements of this procedure. Truck Loading Page 2 of 8
3 4.0 REFERENCED DOCUMENTS CPPI Drivers Manual Distribution Terminal Procedure Cat A-2, SOP #03, Terminal Truck Rules. 5.0 PRECAUTIONARY STATEMENTS 5.1 Training All Drivers must be CPPI certified and approved for loading the terminal. All Carrier personnel must be fully compliant with this procedure. 5.2 Specific Hazards Exposure to Petroleum Hydrocarbons Awkward Body Position Repetitive Motion Slips / Trips possible Distractions in Work Area Complacent with Work Task Rushing to Complete Task 5.3 Personal Protective Equipment All Carrier Personnel must comply with the requirements of Distribution Terminal Personal Protective Equipment standard Cat A-1, SOP #10. 4 6.0 SUSTAINMENT & CONTINUOUS IMPROVEMENT This document is classified in Process Safety terms as a Safework Practice Procedure and as such must comply with the Safework Practice Procedure Standard as outlined in Distribution Procedure Program, Cat A-3, SOP #01. National Logistics Safety & Compliance Officer is to initiate document review process. To ensure this Standard Operating Procedure documents meets all applicable OEMS / PSM standards, this document is to be reviewed at a frequency not to exceed 3 years or when conditions change to warrant a review 7.0 PROCEDURE Under no circumstances shall Drivers access the top of the trailers without proper fall protection All loading will cease immediately in the event of lightning Prior to entering the terminal loading rack area, Driver MUST comply with the Suncor Distribution PPE policy: Hardhat FRR Safety Boots Safety Glasses Gloves Truck must be fully compliant with Transport Canada B-620 Regulations Truck to remain in staging area until rack is cleared of vehicles Ignition, lights and ALL electronic devices, including cell phones are to be shut off Set parking brakes and chock blocks, (where applicable) Ensure proper TDG placards are in place and legible Truck Loading Page 4 of 8
5 Change product tags to indicate what is being loaded in each compartment Connect static ground cable and scully overfill protection. Note that the scully system is designed such that the grounding cable is automatically operative. If the scully overflow prevention system does not function, leave the loading area immediately and inform terminal personnel. Using the Intelli-Check system, ensure that all compartments are empty, prior to loading. Connect vapor recovery hoses, (where applicable) Install and ground drip containers Open internal valves Ensure compartments are empty prior to loading. NOTE LOADING ON RETAINS IS STRICTLY PROHIBITED. Remove dust caps, connect loading arm couplers and open Card in and start loading, Select product Enter pre-set volume Driver must remain in close proximity to manifold throughout loading and monitor for leaks When each compartment loading is complete, close internal valve. Close coupler, disconnect loading arm. ( When disconnecting loading arm, tip coupler downwards into drip container such that any remaining residue in the coupler does not impact the ground area around the loading rack). 6 When all loading is complete, remove drip container, overfill protection and vapor hose Remove static ground cable Prior to leaving, complete circle check to verify all equipment and hoses are disconnected and truck is secure Exit loading rack and proceed to BOL kiosk 8.0 PROCEDURAL DEVIATION Deviations from this standard operating procedure must be authorized using the Management of Change procedure. Deviations must be documented and documentation must include the relevant facts supporting the deviation decision. Truck Loading Page 6 of 8
