5 Preface This document, Mutual Aid Guidance for Building Officials, is an accumulation of excerpts from several related established programs currently in use within the State of California. These excerpts were compiled to assist the Building Official in the effective activation and utilization of resources that are available during a declared emergency or disaster. With California s history of earthquakes and other disasters, one of the most important post-disaster activities is to determine the safety and functionality of key facilities. These facilities include emergency operation centers, shelters, hospitals, sewage plants, water treatment systems, and airports. In addition, the evaluation of dams, bridges and other structures is critical because these may pose a threat to life and safety if damaged by an event. It is also critical to provide safety assessment of privately-owned structures. The safety evaluation of public facilities and private structures assists in the recovery of a community devastated by a disaster. In order to rapidly assess facility safety following a disaster it is necessary to plan for additional assistance to local building inspection staff. Mutual aid and volunteer assistance through the Safety Assessment Program is part of this planning. Since the Applied Technology Council (ATC) published its Procedures for Postearthquake Safety Evaluations of Buildings (ATC-20) in 1989, state and local governments have depended on the individual experience of those who specialize in infrastructure and facility safety assessments. Accordingly, the Governor s Office of Emergency Services (State OES) welcomes members of professional organizations within the state who are interested in participating in the Post-Disaster Safety Assessment Program (SAP) of California. In accordance with the Master Mutual Aid Agreement, local and state emergency managers have responded in support of each other under a variety of plans and procedures. Immediately following the 1994 Northridge earthquake, city and county emergency managers in the Office of Emergency Services (OES) Coastal, Southern, and Inland Regions developed a coordinated emergency management concept called the Emergency Managers Mutual Aid (EMMA) system. EMMA provided a valuable service in the emergency response and recovery efforts at the Southern Regional Emergency Operations Center (REOC), local Emergency Operations Centers (EOCs), the Disaster Field Office (DFO), and community service centers. 6 Overview Purpose SAP Goal The purpose of this document is to provide guidance and assistance to Building Officials prior to, during and after an event occurrence that may require mutual aid assistance. The goal of SAP is to help local government perform accurate facility safety assessments as quickly as possible. This will allow people the continued safe use of homes and businesses, and ensure that people are prohibited from entering unsafe structures after a disaster. Definition of Safety Assessment Safety assessment is the evaluation of facilities following a disaster to determine the condition of buildings and the infrastructure for use and occupancy. These assessments are not intended to quantify damage, but to categorize facilities as to their safety. Participants Certified building inspectors, licensed engineers and architects who are part of the SAP are divided into two resource pools: Volunteers Public Resources a) Local government employees b) State government employees. Functions Within SAP, there are five functional positions: 1. SAP Evaluator 2. Professional Organization Contact 3. Disaster Contact 4. SAP Coordinator 5. Statewide SAP Coordinator. Activation All SAP participants must be activated by the State OES through the State Operations Center (SOC). All activations are accomplished utilizing the Incident Command System (ICS) structure of the Standardized Emergency Management System (SEMS). Page 6 of 34

8 Definitions & Terminology DSW Volunteer - DSW Local - DSW State - Volunteer Engineers, Architects, and Building Inspectors Building Inspectors, Engineers, and Architects Employed by Local Jurisdictions Engineers, Architects, and Building Inspectors Employed by State Agencies Full Commitment of Resources - This does not require actual exhaustion of all resources, but it does anticipate full mobilization and commitment to the emergency. Operational Area - One of the five levels of the SEMS. Generally, an Operational Area is composed of a county and all cities and special districts within that county. REOC - Operated and maintained by the State of California OES, Regional Emergency Operational Centers are facilities located within the three OES administrative regional areas. REOCs are located: Southern Region Los Alamitos Coastal Region Oakland Inland Region Sacramento It is through these operations centers that the State provides support to the Operational Area, coordinates requests for statewide resources, and provides the communications link between local government and the State. SAP Subdivision - Also known as, a section or chapter and is revised terminology for CALBO s Region Operational Area. Page 8 of 34

10 Responsibilities To facilitate activation of the Safety Assessment Program and call-out of the appropriate individuals, the various disciplines have been assigned specific responsibilities. In this manner, OES will activate an organization based on the needs of the requesting jurisdiction. This figure shows these responsibilities in the form of an organizational chart. This is the type of chart OES SOC will use to determine the appropriate disciplines to be activated based on the request for assistance. 11 For large events, individuals from within the disaster area will not be activated. Local government building inspectors will be inspecting buildings within their respective jurisdictions and will not be available. Private sector individuals will have their own clients who will require their assistance. Consequently, the program will be activated outside the disaster area. For medium events, a combination of individuals within the disaster area or from the immediate surrounding area as well as outside the disaster area may be activated. For small events, only those individuals within the disaster area or immediate surrounding the area will be activated. In this manner, they will not need housing and will be used on a limited basis. OES has a Statewide Safety Assessment Program Coordinator who oversees the overall safety assessment program. Each professional organization, including CALBO, has appointed a Statewide Safety Assessment Program Coordinator who oversees the safety assessment activities of the individual chapters or sections within the professional organization. Each regional area, section or chapter, known as a subdivision, has a subdivision Safety Assessment Program Coordinator who: organizes the call-out procedures for a specific subdivision; organizes and arranges training and registration programs; and initiates the subdivision s call-out. (Ensure there is a full commitment of resources. This does not require actual exhaustion of all resources, but it does anticipate full mobilization and commitment to the emergency.) a. The local SAP Coordinator determines haw many SAP Evaluators may be needed and any specific qualifications that may be required to meet the needs of the local jurisdiction. b. Complete RIMS Mission/Request Tasking Form identifying positions or tasks to be performed. c. The local SAP Coordinator submits the request to the appropriate Operational Area through the jurisdiction s EOC. The Operational Area forwards the request to the State OES REOC The REOC forwards the request to the SOC. The SOC will contact the OES Statewide SAP Coordinator to implement the SAP call-out. The OES Statewide SAP Coordinator will facilitate the deployment of the necessary SAP Evaluators as requested by the requesting jurisdiction. The OES Statewide SAP Coordinator will fill the request for resources through the appropriate professional organizations, i.e. CALBO s Statewide SAP Coordinator, or other professional organizations as may be appropriate or necessary. CALBO s Statewide SAP Coordinator will: a. initiate CALBO s call-out procedures; and b. upon completion of the deployment, CALBO s Statewide SAP Coordinator will provide the OES Statewide SAP Coordinator a report of the details of the deployment (i.e. number and home jurisdiction of SAP Evaluators deployed and any other specifics of the deployment). Upon arrival in the staging area, responding SAP Evaluators will: 1. Register with the Local SAP Coordinator 2. Attend a situation briefing to receive: a. instructions regarding media inquiries and jurisdictional policies b. a brief review of necessary forms and placards c. telephone numbers and locations of emergency services, evaluation forms, placards, and other supplies. 3. Attend a short refresher SAP Evaluator training. 4. Become deputized as a Deputy Inspector for the hosting jurisdiction (SAP Evaluator Registration and Loyalty Oath) 5. Receive assignments to be conducted, including location maps, building information, etc. Page 14 of 34
