1 Integrated Pest Management Voluntary Plan of Operation PURPOSE Policy and Procedures Pest Management Practices came into effect in California Public Schools and Child Care Centers through the Healthy School Act of Increased efforts from the State of California Department of Pesticide Regulation mandated specific requirements to public education institutions and like entities to adopt measures, policy and procedures that would reduce toxic chemical use in and around Schools and Child Care Centers. The laws provide exemptions for Family Child Care Homes only; which also include sanitizers and other toxic products. In accordance to the California Education Codes, specifically Section (a) It is the policy of the state that effective least toxic pest management practices should be the preferred method of managing pests at school sites and that the state, in order to reduce children s exposure to toxic pesticides, shall take the necessary steps, pursuant to Article 17 (commencing with Section 13180) of Chapter 2 Division 7 of the Food and Agriculture Code, to facilitate the adoption of effective lest toxic pest management practices at school sites. POLICY All SETA Early Learning Centers, staff and other program personnel will comply with protocols for effective Pest Management Practices in accordance with the Healthy School Act of All SETA Early Learning Centers, staff and other program staff will comply with the Head Start Performance Standard Safety Practices. In accordance with Caring for Our Children Section and consistent with Licensing Regulation in California under Title 22. SETA personnel will adopt an Integrated Pest Management Programs to ensure longterm, environmentally sound pest suppression through a range of practices including pest exclusion, sanitation and clutter control, and elimination of conditions that are conducive to pest infestations. All SETA Early Learning Centers, staff and other program personnel will comply with prevention efforts to reduce pest. In accordance to Caring for Our Children section SETA personnel will follow a routine schedule of cleaning, sanitizing, and disinfecting in all SETA Early Learning Centers. All SETA personnel will ensure that cleaning, sanitizing, and disinfecting products should not be used in close proximity to children, and adequate ventilation should be maintained during use. 1

2 PROCEDURES A. Cleaning, Sanitizing and Disinfecting: Designated staff will utilize approved cleaner, sanitizer, and disinfectant to reduce the spread of germs and bacteria from child access surfaces. Approved cleaner, sanitizer, and disinfectant will be utilized to clean, sanitize and disinfect food preparation areas, diaper changing areas, sleeping mats, and other surface areas that children, staff and parents access routinely. Designated staff will utilize the approved Appendix A: Cleaning, Sanitation and Disinfectant Guide for guidance on how and when to utilize each product. Each facility will be provided all three products, spray bottles for mixing and instructions from the Facilities Unit. Each product will be labeled accordingly for its individual use. Safety Data Sheets will also be provided by the Facilities Unit which must be filed by the designated staff in the Safety Data Sheet binder under the Cleaning/Janitorial Supplies tab. Storage of ALL cleaning, sanitization and disinfectant products should not be accessible to children and should not be utilized when children are present. Reference in Caring for Our Children, cleaning, sanitation, and disinfectant products are considered toxic. Products should be used as recommended by the manufacturer and labeled appropriately. Cleaning, sanitation and disinfectant products can be ordered from the Facilities Unit in addition to replacement bottles and supplies for cleaning, sanitation, and disinfecting. B. Pest management: Many pests are attracted to food and water. They find shelter and hiding spots in cracks and crevices or cluttered places. Practicing good sanitation will reduce the availability of food, water and shelter to pests. Pests such as rodents, roaches, ants, spiders and other insects will be managed with prevention efforts listed in Procedures, Section A. Cleaning, Sanitizing, and Disinfecting. Further action of Pest Management, when prevention efforts have been exhausted, will result in activating Pest Management Protocols. All SETA Early Learning Centers experiencing pest issues must notify the Facilities Unit should they observe an increase of pest activity at their site. Notification includes calling the Facilities Unit directly or sending an to the 2

3 Facility Unit s Coordinator or designee; in some cases, a work order can be submitted through Laserfiche. Center staff are responsible for following direction from the Incidental Pest Management Coordinator (IPM Coordinator), Facilities Coordinator. a) Outside Pest Control: On a regular basis the Facilities Unit will ensure that all landscaping around the SETA Early Learning Centers meets the standard requirement for preventing pest activity and habitats. Excess brush or mulch will be addressed and/or monitored. Gutters will be cleared on a regular basis. Standing water will be addressed. Cracks will be sealed. Weather stripping of all windows and doors will be addressed if worn or not functioning. Outside faucets and sprinklers will also be monitored for proper function, in addition to notifying landlords; should excess drainage occur. All designated center staff will ensure that outside areas are cleared of outside play equipment when not in use. They will ensure that equipment and toys do not contain standing water and that all outside garbage containers are not filled to capacity. Garbage containers in outside play areas should be monitored on a regular basis to ensure that they are not overfilled; that bags within the containers are draped appropriately and if reaching capacity, garbage containers should be emptied. Do not wait until the end of the day when garbage spills over, this will result in an increase for pest activity. b) Indoor Pest Control: Routine cleaning is everyone s responsibility. All designated center staff in Early Learning centers will assist with eliminating food scraps, removing standing water and water damaged materials, regular sweeping, mopping, vacuuming, and dusting, reducing clutter, and properly disposing of garbage indoors. a. All designated center staff in Early Learning Centers will maintain a clean environment in food preparation or food storage areas. Staff will ensure that food sources are not left out for pests to eat or land on. Staff will ensure that food storage containers are sealed tight and stored appropriately. This includes food like material used in creating crafts or other child activities; these materials must be preapproved by agency designee and should be stored and sealed tightly to avoid pest activity. 3

4 After children eat, spills should be cleaned and crumbs must be swept up; common pest that enjoy human food include ants, cockroaches, yellow jackets, flies, mice, rats and pantry pests such as flour moths and beetles. All designated center staff in Early Learning Centers will be issued a plastic shoe bin container to keep snacks sealed. All designated center staff in Early Learning Centers are responsible for cleaning, sanitizing and disinfecting food preparation areas, including microwaves and food preparation utensils after use. Items should be stored once dried and all products used to clean, sanitize and disinfect must be stored in the appropriate secure location. b. All designated center staff in Early Learning Centers will adhere to the Nut and Shellfish Free Policy and Procedure. Staff who bring their lunch and snack from home must properly seal and secure their food in the appropriate containers. When storing meals in children shared refrigerators, all staff will label their storage area in the refrigerator STAFF FOOD ONLY. Food stored in any Early Learning Center is also subject to Child Care Food Program Monitoring. Food stored will be monitored to ensure that it is sealed, labeled and that it is free of nuts and shellfish. c. All designated center staff in Early Learning Centers will adhere to reducing clutter in Early Child Learning Centers. Pests thrive where they have hiding places such as cracks, crevices, wall voids, spaces behind pictures or hanging art work, gaps behind molding and spaces between furniture and walls. Where possible, the Facilities Unit will eliminate these hiding places by caulking, covering gaps with screens or filling holes and voids with approved material. In places where eliminating hiding places is not possible, all designated center staff in Early Learning Centers will clean regularly and monitor for the presence of pests. d. All designated center staff in Early Learning Centers will organize equipment and toys, clean regularly after use, and avoid storing stacks of newspapers, magazines or cardboard boxes because these provide an excellent shelter for roaches, rodents and other 4

5 pests. Paper goods for crafts or art must be organized in appropriate shelving when not used by children. Inventory of paper goods for crafts and art must be minimized (not hoarded) to reduce clutter and pests. e. If pets on-site: all designated center staff in Early Learning Centers must remember to properly store their food and water. C. Record Keeping: All designated center staff in Early Learning Centers will keep the following records: 1. Copy of notices posted when pesticides are utilized around the facility. 2. Safety Data Sheets (SDS) for all non-exempt pesticides used inside the facility. The Facilities Unit will keep the following records; designated center staff from Early Learning Centers can request copies from the Facilities Unit as needed. 1. Records of all pesticides used in the facility for four years (required). 2. IPM recommendations and service reports from the Pest Management Profession (PMP-example, ORKIN). 3. Work orders for fixing maintenance problems that contributed to pest problems are maintained and tracked through Laserfiche, but copies may be requested from the Facilities Unit. D. Training: All designated center staff from Early Learning Centers will be required to participate in one-hour pesticide training which also includes a small quiz that will be given to ensure that the pesticide training material was reviewed and understood. Certification of completion of annual training will be required to be on file for verification. All new staff will be given the training at the New Staff Orientation. Ongoing training will be coordinated by designated center staff yearly to ensure that all center staff are trained annually. Training material and instructions will be kept online for easy access. The Health Nutrition Coordinator will track yearly training requirements and material distribution. 5

6 E. Reporting: Pesticide use reporting to state and federal entities will be conducted annually by the Facilities Coordinator or designated staff. F. Monitoring of Pest Management and Routine Cleaning, Sanitation and Disinfecting: Program Officers and/or other designated center staff will utilize the Appendix A: Cleaning, Sanitation and Disinfectant Guide to ensure that routine cleaning, sanitizing and disinfecting is properly being followed. Any training or corrective action needed will be addressed on site if needed. The Facilities Unit will conduct ongoing monitoring of maintenance records and janitorial reports. SETA Early Learning Centers identified with ongoing pest management issues will be triaged by a Pest Management Team consisting of the Early Learning Center Regions Program Officer, Facilities Coordinator, Quality Assurance Specialist, Health/Nutrition Coordinator, and other SETA appointment designee. Compliance to Integrated Pest Management Voluntary Plan of Operation will be evaluated yearly through the Annual Self-Assessment process conducted by the Health, Nutrition, and Safe Environments Unit and designated team members. Corrective action plans will be utilized to ensure that SETA Early Learning Centers are in compliance with the Agencies Integrated Pest Management Voluntary Plan. 6
