Response Postures Demand Light Weekends Holidays Moderate Off-peak weekday Minor weekend special event Heavy Peak-hour weekday traffic Response Posture Conservative Example Provide slight increase to ramp metering rate Moderate Example Provide additional green-time to favor northbound traffic while still providing adequate cross-street timing Aggressive Example Display alternate route for freeway traffic on CSM, such as INCIDENT AHEAD NB USE POMERADO Event Impact Low Incident closing freeway shoulder or one lane Construction closing one lane of primary arterial Breakdown of transit vehicle Medium Incident closing 1 freeway lane Closure of Express Lanes Construction on Pomerado reducing NB and SB to one lane each direction High Major incident at intersection of primary arterials Closure of two or more lanes of the freeway Combination of low and medium incidents 12

Setting Response Plan Rules Global Parameter Asset Availability Asset Finder Strategy Matrix Sim Q Corridor Score Transit Allows the Administrator to set various global parameters (i.e. route availability thresholds) Which individual or agency assets (Sign, Ramp, Signals) can be used and/or scheduled for use in response plans Define s distance parameters to select assets to be used in response plans (i.e. use ramp meters within 1.5 miles upstream of the event location) Using event type, roadway type, and impact value, allows selection of which asset type can be used for a response plan Allows the Administrator to configure various simulation parameters (response plan scores for event types) Defines distance/area to compare response plan evaluation scores Enables the Administrator to select the evaluation area for transit assets (bus) to included in the response plan 13

Setting Response Plan Rules (2) RP Expiration Timers Define the time-out periods for the notifications timers Notifications Signal Response RM Sim Hierarchy Express Lanes Congestion Event Finder Congestion Thresholds Configuration who is notified for either response plan/event management and asset/device failures For the selected available route, select the appropriate plan. Allows for multiple available route definitions Defines the actions for ramp meters to be used in response plans Administrator defines time period that determines severity before the express lanes can be open to public Establishes bridging effect between events (i.e. define distance to determine if there are multiple events) Define the parameters (speed and delay) that determines if a current conditions indicate a congestion event 14

Conclusions Real-time prediction and evaluation engines can be used to influence commuter s TRANSIT options Use of Network Prediction Subsystem (NPS) and Real Time Simulation Subsystem (RTSS) is an important component for an effective decision support system. There are challenges in working with multiple data sets from disparate data sources improvements needed to Data Standards (TMDD) Micro-Simulated outputs of Measures of Effectiveness have been used in planning strategies for years, but now that have moved from planning to operations. Vendors need to deliver products that track MOE s as part of their base product 22

Lessons Learned & Challenges Data, Data, Data! How good is the data? How good is the coverage? What type and format of data is there? How close to real time is the data? Something is always missing? Budget for Data Collection Travel Time Reliability MOE needed

Lessons Learned & Challenges Stakeholder needs Multi-Modal Measures of Effectiveness that works for all; Interagency cooperation Always Evolving Network New Construction General Maintenance Additional Infrastructure Planning vs. Real-time (minutes count real-time)
