Europeans Modal Shift Policy Political Will and Reality Bernard Guillelmon CEO BLS Rail Forum Europe BLS Cargo AG, Bollwerk 27, CH-3001 Bern - Tel: ; Fax

Agenda General Specific 1. BLS in brief 2. Challenges 3. Situation of today Internal Market Innovation Infrastructure International cooperation (politics) 4. Recommendations

1. Organization of BLS BLS AG Passenger Freight BLS Cargo AG Majority - BLS AG Minorities - DB Schenker - IMT Infrastructure BLS Netz AG

1. Profile of BLS Cargo AG Service provider on the central north-south corridor through Switzerland Founded 2001 Main shareholder: BLS AG Headquarters in Berne ISO 9001: certified in 2008

Our slogan: You may call it top performance. We call it standard.

2. Goals White Paper % of road freight over 300km should shift to other modes (rail, waterborne) by 2030, 50% by 2050 A fully functional and EU-wide multimodal TEN-T core network by 2030 By 2020, establish a framework for a European multimodal transport information, management and payment system Move towards full application of user pays and polluter pays principles 6

2. How can rail freight be competitive? Cost Driver Infrastructure Lack of capacity (short- to long-term) Partly uncoordinated construction works / extensions Earnings / Kick-back. Regulations ECM (Entity in Charge of Maintenance) ETCS (different systems, after many years still no pay-back) Higher charges (track, energy) Higher safety regulations UCC (new Union Customs Code)

2. Results of market share1995 und 2010 are we on track? Road Rail Waterborne EU27 Source: Statistical Pocket-Book 2012, European Commission A little light at the end of the tunnel for rail 8

Situation of today - Obstacles and possible Solutions

3. Internal Market a critical view EPR (European Performance Regime) Reactive System, beneficiaries open ETCS Suffering due to different systems and software with no pay-back (at the moment) National rules (=administrative burden) Lot of existing national rules Double locomotive driver Dangerous good Cross-Acceptance 10

3. Internal Market Ideas, Proposals Corridor EU913/ balanced influence of all stakeholders is needed Partly restricted coordination between corridors Freight-RU s started an UIC-project for better coordination BETWEEN different corridors Freight-RU s have only a consultative role RAG s (Rail Freight Advisory Group) need more power Different views and conflicts in integrated companies (IM, P-RU and F-RU) Active role of administration & politics during implementation (=support) ONE standard (ETCS, national rules..) ERA as Single Railway Authority ERA as one stop shop for Vehicle authorization and Safety certificate Increasing pressure to member states to implement regulation & rules 11

3. Innovation a critical view Shift-2-rail Idea is very good, BUT don t forget the rail operating community (RU s and IM s) and the end customer Organization is partly complex and content overloaded Theory vs. Practice Lot of concepts, but percentage rate of implementations and successes is still low Responsible bodies / institutions for Innovation and Standards doesn t find optimal relationships yet (=who is doing what in terms of knowledge) 12

3. Innovation Ideas, Proposals Focus on one overall innovation program as THE fundament for R&I Innovations must be business-orientated and not too much regional Taking common and prioritized actions out of S2R E.g. Ideas of BLS Following new freight products (in areas of combined traffic, rolling motorway ) ZEUS a real intelligent, traffic management system with processes and monitoring Already existing in aviation and health industry Difficulties to start a pilot due financial resources, fear of transparency and real will Outside of R&I: Education Railway is future Within UIC developing programs to educate (railway-) people on all levels Without experts no realistic innovation 13

3. Infrastructure a critical view TEN-T First step is done, but practice will show the real will of member states - Criteria's to be within the core-network are not transparent (Market demand? Existing bottlenecks? Political aspects?) - How do member states finance all projects (incl. maintenance)? Capacity Implementing rules of EU913/2010 priority for freight - Pure PaP (Pre-Arranged-Path) causes less flexibility for whole system 14

3. Infrastructure Ideas, Proposals We need sustainable and dedicated financing instrument e.g. Swiss-Financing / per year 500 Euro per habitant «FinöV-Fonds» State-Fund New Sources «Heavy Vehicle Fee» VAT Mineral Oil Tax Performance Agreement Ministry SBB Global Credit RU s User (Higher Track Access Charges)) Districts / Regions Limited Tax Allowance Temporary VAT-per mille 1.3 Mrd. Euro 1.8 Mrd. Euro 0.8 Mrd. Euro IM s have to increase efficiency: 0.15 Mrd. Euro / year Operating / Maintenance Ausbau Extension Additional duties Maintenance of Assets Operation of Infrastructure Increase Infrastructure Capacity (several steps) Interest of Credits Repayments of Credits 15

3. International cooperation (politics) a critical view Eurovignette Existing regulation is not mandatory Only valid for motorways and not for all routes Noise Differentiated views within Europe Common forward-strategy is relevant for acceptance of rail freight (especially within the Blue Banana ) Gigaliner next steps? 16

3. International Cooperation (politics) Ideas, proposals Co-Modality needs a fair framework, also in terms of polluter pay and user-pays - principle (e.g.swiss Instruments) Night ban for heavy vehicle (realized) LSVA (Heavy Vehicle Fee) (realized) Fair competition between transport modes (e.g. harmonization of security- and working rules) (work in progress) Stabilize Status Quo No acceptance of Gigaliner in Switzerland (actual realized) Crossing Exchange / Emission Trading / Toll+ (in discussion) Increase modal shift 17

Our recommendations

4. Less is more your plan until 2015? 1. Financing (International Cooperation) Defining a sustainable framework for financing rail (freight) also in terms of co-modality and fair competition ( Polluter-pays ) 2. Capacity (Infrastructure) Starting a coordinated and fair approach (passenger and freight) for using existing and future capacity, also within integrated companies 3. Regulation (Internal Market) Increasing political pressure and establishing a strong ERA to implement existing and future harmonized EU-regulations in member states (=time costs competiveness) 4. Innovation ROC is prepared to take over responsibility, but political will is needed. Customers benefit must be clear and in shorter periods be satisfied.

... Be open, take over responsiblity and duties Discussion

Thank you very much For further information please contact Jürgen Maier-Gyomlay

1. Key figures BLS Cargo Resources Performance in 2012 ca. 125 BLS Cargo employees ca. 170 BLS employees (drivers, workshops) ca. 80 locomotives, of which ca. 40 multi-system locomotives turnover CHF 170 mill trains mill. net tkms, 13 mill. net tonnes 39% share of Swiss transalpine freight market Gotthard: 23% Lötschberg: 62%

3. Infrastructure Ideas, Proposals Capacity PaP are only a part to reach a fair and co-existing way between passenger and freight System-concept (long-term (until 20 years)) and System-plan (mid-term (until 7 years)) has to take into account all parties 23

3. International Cooperation (politics) Ideas, proposals CHF/km Road Charges in Europe Example: Euro 5 truck, 5 axes, 40t on motorway 0.90 Eurovignette Noise Eurovignette Air Pollution Maut/Heavy Vehicle Fee
