ERA as Single Railway Authority ERA as one stop shop for Vehicle authorization and Safety certificate Increasing pressure to member states to implement regulation & rules 11

Innovation a critical view Shift-2-rail Idea is very good, BUT don t forget the rail operating community (RU s and IM s) and the end customer Organization is partly complex and content overloaded Theory vs. Practice Lot of concepts, but percentage rate of implementations and successes is still low Responsible bodies / institutions for Innovation and Standards doesn t find optimal relationships yet (=who is doing what in terms of knowledge) 12

Innovation Ideas, Proposals Focus on one overall innovation program as THE fundament for R&I Innovations must be business-orientated and not too much regional Taking common and prioritized actions out of S2R E.g. Ideas of BLS Following new freight products (in areas of combined traffic, rolling motorway ) ZEUS a real intelligent, traffic management system with processes and monitoring Already existing in aviation and health industry Difficulties to start a pilot due financial resources, fear of transparency and real will Outside of R&I: Education Railway is future Within UIC developing programs to educate (railway-) people on all levels Without experts no realistic innovation 13
14 3. Infrastructure a critical view TEN-T First step is done, but practice will show the real will of member states - Criteria's to be within the core-network are not transparent (Market demand? Existing bottlenecks? Political aspects?) - How do member states finance all projects (incl. maintenance)? Capacity Implementing rules of EU913/2010 priority for freight - Pure PaP (Pre-Arranged-Path) causes less flexibility for whole system 14

19 4. Less is more your plan until 2015? 1. Financing (International Cooperation) Defining a sustainable framework for financing rail (freight) also in terms of co-modality and fair competition ( Polluter-pays ) 2. Capacity (Infrastructure) Starting a coordinated and fair approach (passenger and freight) for using existing and future capacity, also within integrated companies 3. Regulation (Internal Market) Increasing political pressure and establishing a strong ERA to implement existing and future harmonized EU-regulations in member states (=time costs competiveness) 4. Innovation ROC is prepared to take over responsibility, but political will is needed. Customers benefit must be clear and in shorter periods be satisfied.
