SWOT Analysis of Commodity Flow Datasets prepared for FDOT Transportation Statistics Office prepared by RS&H, Inc. 5/6/2015

Background Many users work with commodity flow data Modelers GIS analysts Policy makers Planners Academia, researchers There are two major datasets for commodity flow analysis: FHWA s Freight Analysis Framework (FAF) IHS Global Insight s TRANSEARCH The datasets provide similar information, but are different in many ways

Commodity Flow Data Basic Information Volume of goods moving between origins and destinations Source: IHS TRANSEARCH TRAINING: Statewide Transearch & Freight Data Workshop. Delivered by IHS, Inc. staff. May 14, 2014.

Analysis Examples TRANSEARCH Tonnages destined to each Florida County FAF Long Haul Truck Traffic Source: Overview of Efforts for Transearch Review. BCC Engineering for Transportation Statistics Office, October Source: USDOT FHWA Office of Freight Management and Operations.

Project Objectives Provide an understanding of the two major commodity flow datasets: FHWA s Freight Analysis Framework (FAF) Free Fairly high level of detail Contains information for all states IHS Global Insight s TRANSEARCH Proprietary FDOT purchased customized 2011 version Detailed Focuses on information specific to Florida Describe each dataset: How each was developed How they differ How to use Focus on the user perspective

A SWOT Approach Strengths & Weaknesses Examples: Geographic coverage, commodity types Opportunities: How the data can help answer policy, planning and other questions Tell the freight story Support economic development Threats: The potential for problems in analysis or interpretation of the data (for example: user doesn t understand limitations of the data)

Tasks Task 1: Review existing documents How the datasets were developed QA/QC checks of the data Existing training and tech support options Task 2: SWOT Analysis Task 3: Training Recommendations

Status Update & Initial Findings Status Task 1 (Review existing documents): In progress Key documents reviewed: The Freight Analysis Framework Version 3 (FAF3): A Description of the FAF3 Regional Database And How It Is Constructed. Prepared for the Federal Highway Administration. Prepared by Oak Ridge National Laboratory. June 16, Transearch 2011 Modeling Methodology Documentation. Prepared for Florida DOT. Prepared by IHS, Inc. February 28, IHS TRANSEARCH TRAINING: Statewide Transearch & Freight Data Workshop. Delivered by IHS, Inc. staff. May 14, IHS Global TranSearch: Data Review and Analysis. Prepared for the Florida Department of Transportation Systems Planning Office. Prepared by BCC Engineering, Inc. September Documented dataset construction processes

The Data Construction Process: Underlying Data Sources The primary sources of commodity flow information are: 1. Studies of companies that ship commodities 2. Surveys of carriers, or companies that transport shipments 3. Information that is reported through regulatory processes, such as Customs data Data source 1 (studies of company) is the basis of each dataset Main source for FAF: a survey of companies (the Commodity Flow Survey) Main source for TRANSEARCH: county level economic models
