4 1.0 INTRODUCTION 1.1 Site Location This Transportation Plan was prepared by NorthStar Demolition and Remediation (NorthStar) for the McClellan Development Authority (MDA) as part of soil remediation activities at Range 18 at the former Fort McClellan in Calhoun County, Alabama. This range is part of the Baby Bains Gap Road (BBGR) Ranges and are located within the central portion of the Fort McClellan Main Post in (see Figure 1). 1.2 Nature and Sequence of Construction Activity NorthStar has been tasked by the MDA to remove and dispose approximately 40,000 tons of metals contaminated soil (antimony, copper, lead, and zinc) from the aforementioned BBGR Range. Historically, the range was primarily used for small-caliber weapons training. Numerous bullets and bullet fragments are present on the ground surface at many of the BBGR Range impact zones. A site aerial map showing Range 18 is included as Figure 2. The overall objective of this construction activity is to stabilize, as necessary, and excavate metalscontaminated soil at areas within these BBGR Ranges based on remediation cleanup goals for the site. The total surface area to be disturbed (cleared, grubbed, excavated, etc.) during the planned remediation activities is approximately 8 acres. The vertical extent of excavation is anticipated to be approximately 1 to 2 feet below land surface (bls). This Transportation Plan was prepared as supporting documentation for the Corrective Measures Implementation Plan (CMIP), submitted under separate cover, and to provide additional details for road improvements, maintenance of traffic plan, and transportation of contaminated soil during soil remediation activities. This plan will describe the logistics and necessary measures to allow the fluid movement of approximately 2,200 dump truck loads of contaminated material over a two month period and to minimize the interruption of local transit operations. Construction activities are tentatively scheduled to begin in March It is estimated that the project will take a maximum of 97 working days to complete and will be ending in August Estimated dates of activities are as follows: Days 0-3: Site mobilization excavation staff Days 2-5: Install sediment and erosion controls Days 6-8: Clearing and grubbing Days 9-14: Install haul roads, site preparations and decon pads Days 16-17: Resurvey grids Days 18-58: Contaminated soil excavation, soil and debris laboratory analysis, soil stabilization, non-hazardous soil disposal Days 59-78: Demolish butt bunker Days 79 94: Site restoration: final backfilling, grading, and revegetation. Days 95-97: Demobilization 1

5 1.3 Current Traffic Pattern Ingress to, and egress from, the site will require utilization of Iron Mountain Road. Iron Mountain Road is owned by the City of Anniston and is a low volume/low speed (35 MPH speed limit) rural road. There are no commercial/industrial facilities or residential homes located within the immediate vicinity of the road that will be used as a staging area for equipment and trucks entering/leaving the site. Therefore, NorthStar does not anticipate any disruptions to the normal traffic pattern of Iron Mountain Road. If, at any time during project implementation, the normal traffic pattern of this road is affected, modifications will be made as necessary to ensure public and worker safety during the duration of the project. Access roads located between the areas of remediation are inaccessible to public traffic and entrances to these roads are secured by locked gates. Thus, no traffic disruptions are anticipated. 2.0 ROADWAY IMPROVEMENTS Initial site preparation activities will include establishing a laydown yard, decontamination areas, the soil stockpile area, and other work areas. NorthStar anticipates onsite roadway improvements will be necessary during site preparation activities and throughout project implementation. Improvements may include surface grading and using ALDOT #4 stone or #57 stone to stabilize the unimproved access road located between Range 18 and Iron Mountain Road, unless it is deemed unsuitable for truck traffic. These materials will be stored at the northern entrance to Range 18, near the aforementioned soil stockpile area. Figure 3 shows the planned site layout and work areas. It is anticipated additional work areas will be established as the project progresses to improve efficiency and to prevent the dispersion of contaminants. NorthStar will perform onsite roadway improvement activities in a manner that minimizes the creation and dispersion of dust. Best management practices will be utilized to ensure these activities are conducted in accordance to the project s Construction Best Management Practices Plan (CBMPP), submitted under separate cover. NorthStar doesn t anticipate work activities will create any damage to Iron Mountain Road or other paved roadways used to enter or exit the work areas (i.e., gun ranges, laydown area, and decontamination area). In the event roadway damage can be attributed to our site activities, NorthStar will arrange to restore the area to pre-construction, or like, conditions. 3.0 MAINTENANCE OF TRAFFIC PLAN (MOT PLAN) All work will be executed under the established plan and approved procedures to ensure that traffic, including motorist, transit operations, bicyclist and pedestrians can travel by the construction zone with minimum delay and exposure to unsafe conditions. NorthStar will set up temporary traffic control work zone (TTCZ) signs during hours of operation at points of ingress and egress for equipment/trucks. These advance warning signs will be placed at a distance of 200 feet before the points of ingress/egress to inform motorist of dump trucks entering the roadway and will display a message of TRUCKS ENTERING HIGHWAY. TTCZ signs will be placed in accordance with Federal Standard Manual on Uniform Traffic Control Devices (MUTCD), Part II - Signs and designed for day and nighttime operations. They will be inspected and maintained in good operating condition for the duration of the project. Deficient or damaged signs will be replaced immediately and corrective actions 2

6 recorded in the project field book kept onsite. TTCZ signs will be properly placed in clear view of the motorists so they can easily determine any hazard that may be caused at points of ingress/egress. TTCZ sign placement will be in accordance with MUTCD, Part VI Temporary Traffic Control. Figure 3 depicts TTCZ sign placement and flagger utilization, if necessary. The posted speed limit for the assigned road has been identified as 35 mph. Work Stoppage TTCZ signs will be covered and/or removed if significant shutdown or delays of the project work site activities occur. All TTCZ signs will be removed as soon as practical when they are no longer required. 3.1 Key Personnel and Responsibilities The following personnel and organizations are critical to the planned activities at the Site. organizational structure will be reviewed and updated periodically by the Project Manager. The site Project Manager can temporarily halt work at any time if, in his opinion, it is necessary to protect the health and well-being of site workers or the general public. Specific responsibilities of the Project Manager include: Identify the designated Work Site Traffic Supervisor (WTS). Direct site activities in accordance with the MOT Plan. Ensure proper notification to agencies identified in the MOT Plan. 3

7 Be aware of and comply with all applicable federal, state, and local occupational health and safety regulatory requirements. Ensure the onsite availability and functionality of resources outlined in the MOT Plan. Verify that all permits, supporting documentation and clearances for a given task (e.g., utility surveys, health and safety plan, confined space entry permits) are in place. Inform the appropriate site management and safety personnel of the activities to be performed each day. Provide technical advice during routine operations and emergencies. Handle field emergency response situations that may arise. Correct unsafe acts and conditions, and Assist with orientation training and briefing workers on MOT setup and safety control measures. 3.3 Work Site Traffic Supervisor The WTS is responsible for ensuring the provisions of MOT Plan are implemented in the field by all NorthStar employees, subcontractor employees, and visitors. The WTS will be responsible for the MOT on a 24-hour basis, trained to implement the requirements in the site specific MOT, including the correct implementation of the MOT Plan, health and safety criteria for the site, documentation of inspections, and actions to take if site conditions change. A copy of this Transportation Plan will remain on site for the duration of the project. Additional responsibilities will include: Available on a 24-hour per day basis. Present to direct initial setup and changes. Available within 45 minutes after notification of an emergency. Perform drive-through inspections. Perform weekly, daytime, and nighttime inspections. Monitor site activities for unsafe acts and conditions and initiate their correction. Monitor project and site activities for conformance to the site-specific MOT Plan. Ensure maintenance of channeling devices and equipment. Ensure that all MOT accident and injuries are properly treated and investigated Conduct traffic control work zone safety briefings. Maintain documentation in support of the MOT. Participate in a pre-job safety briefing with project personnel to discuss anticipated hazards and their control measures, and Conduct orientation briefing to truck drivers and subcontractors. 3.4 Operators, Foreman, and Technicians All site personnel share responsibilities for health and safety. These responsibilities include: Conduct work in accordance with the MOT Plan. Participate in tailgate meetings/planning. Prompt reporting of all incidents and potential health and safety-related problems, and Represent NorthStar for any health and safety inspections and written notices to contractors. 4

8 3.5 Visitors All visitors entering the work zone will be required to read and verify compliance with the provisions of this Transportation Plan. In addition, visitors will be expected to comply with relevant Occupational Safety and Health Administration (OSHA) requirements in NorthStar s Health and Safety Plan. All non-northstar visitors will be expected to provide their own protective equipment. In the event a visitor does not adhere to the provisions of the plan, he/she will be requested to leave the work area. All non-conformance incidents will be recorded in the site safety log. 3.6 Inspections Daily inspections will be performed during operations, and also during periods of inclement weather for the duration of the TTCZ setup. The inspection will be completed by the WTS to ensure that all components of the TTCZ are fully operational and in good working condition. The following tasks would be performed and the observations recorded in the field book. In addition, the Project Manager will be notified immediately if additional measures are needed to properly maintain traffic: Check the accuracy and compliance of the MOT Plan. Condition and placement of advance warning signs. Positioning and visibility of channeling devices (if necessary). Functionality of setup during day and night time (if necessary) operation. Occurrence of traffic problems. Record the need for any repairs and/or replacement in the TTCZ setup. 3.7 Safety The WTS duties and responsibilities will consist of coordinating the MOT setup, performing hazard assessments and implementing control measures to provide a safe work zone for workers, clear directions for the motorists and the general public. Specific duties and responsibilities for the WTS are outlined in Section 3.3 of this plan. Work within the Traffic Control Work Space All NorthStar employees, subcontractors, and visitors will receive a briefing on site conditions and the potentials hazards involved with the work space. Personnel are expected to accept responsibility for health and safety concerns for the site and adhere to site safety requirements. Any personnel failing to follow site safety procedures will be asked to leave the site. Personnel working in the work space will be required to wear the following personnel protective equipment (PPE) on site when working within 15 feet of a roadway: Hard hat Safety glasses Class II high visibility traffic vest Steel-toed boots No personnel or dump trucks will work or park outside the designated traffic control work space. Personnel working in the immediate vicinity of heavy equipment will first get the attention of the equipment operator and inform them of their job assignment and location. They will notify the operator when they leave the area. 5

9 3.8 Modification of the Maintenance of Traffic Control Plan In the event the MOT Plan has to be modified, revisions will be submitted to Matrix for approval. Upon receiving the written approval, the modification will be implemented and inspected by the WTS in accordance with MUTCD. A copy of the modifications will be added to the onsite plan. 3.9 Incident Management In the event of a serious accident or fatality an immediate call will be made to 911. The Client Project Manager (Matrix), the WTS, the Construction Manager, and NorthStar s PM will be notified as soon as possible. Notification of a minor traffic accident within the confines of the TTCZ will be brought to the immediate attention of Client Project Manager (Matrix), the WTS, Construction Manager, and reported to the NorthStar PM. NorthStar personnel will perform an investigation and evaluation of the features of traffic control setup in the immediate area of the crash site. All possible steps will be taken to determine the cause and to make corrections that will reduce the probability of an additional accident Shutdown of Traffic Control Work Zone All temporary traffic control devices will be removed as soon as possible when they are no longer needed. If work is suspended for any period of time, the traffic control measures will be removed until work resumes. 4.0 TRANSPORTATION Contaminated material will be transported by tarpaulin covered dump trucks to Advanced Disposal Services Cedar Hill Landfill in Ragland, Alabama. Trucks will not transport materials during unfavorable weather. Transportation will recommence when unfavorable weather clears. Non-hazardous transportation and disposal manifests will be used to keep a record of all excavated materials. All trucks transporting materials to the Cedar Hill Landfill will use the proposed primary transportation route shown on Figure 4. The proposed primary transportation route is detailed below. Sterns Avenue and turn right onto Justice Avenue; Continue on Justice Avenue and turn left onto Summerall Gate Road; Continue on Summerall Gate Road to McClellan Blvd/SR 21 and turn left; Continue south on McClellan Blvd to US 78/Hamric Drive East and turn right, heading west; Continue on US 78 to I-20 West; Continue on I-20 west to Exit 158; Take Exit 158, heading North on US 231/SR 53; Continue on US 231/SR 53 and proceed East on SR 144; Continue on SR 144, then proceed North on No Business Creek Road to landfill.
