1 Standard Specifications for Ship Repair and Alteration Committee SSRAC
2 History The Standard Specification for Ship Repair and Alteration Program (SSRAC) was established in 1970 to carry out the development, revision, and control of standard specifications for non-nuclear surface ships. The Supervisor of Shipbuilding, Conversion and Repair, USN, Jacksonville, was designated as the Chairman of the SSRAC as assigned by NAVSEAINST Representation on the Committee includes Navy activities involved principally in ship repair and modernization, NAVSEA, Surface Force Type Commanders, Naval Shipyards, and representatives of various private industry ship repair associations
3 SSRAC Mission To be the provider of choice for technically and contractually sound standards for the Navy's ship repair and alteration community To reduce redundancy, increase proficiency, and provide a centralized database of technical and contractual requirements To provide safety/environmental standards for the Navy's ship repair and alteration community To be a fully integrated team of members from all parts of the ship repair and alteration community working for a common goal of "setting the standards"
4 Terminology NAVSEA Standard Items (NSIs) - Items that establish uniform methods and standards for routine requirements normally invoked in ship repair Work Items. These items are invoked whenever applicable without modification. NSIs are approved and maintained by the SSRAC. Category I NSIs Are invoked in the IFB/RFP and apply to the entire job order without further reference in the individual work items. Category II NSIs When applicable, shall be invoked in the individual work item. Local Standard Items (LSIs) - Items which meet the criteria of SIs but are approved on a case basis for local area use only. LSIs shall not be used in coast-wide bidding or extended solicitations. LSIs are numbered sequentially in the 099-XX series (i.e., 099-XXSE for a SERMC LSI). Approval of LSIs will be made at the local level.
5 Terminology (cont.) Templates - Work Items that can be modified and used for single or multiple ship classes. Standard Work Templates (SWTs) - Work Templates that are prepared for specific repairs, alterations, or to provide support for work frequently occurring in ship repair utilized across ship classes. Class Standard Work Templates (CSWTs) - Work that are prepared for specific repairs, alterations, or to provide support for work frequently occurring in ship repair utilized on a specific class of ship. Local Work Templates (LWTs) - Work templates that are prepared to provide instruction or support for work frequently occurring in ship repair that is unique to a specific geographic location
