In its Transport White Paper of September 2001, the Commission proposed the development of Motorways of the Sea as a real competitive alternative to land transport The motorways of the sea concept aims at introducing new intermodal maritimebased logistics chains in Europe, which should bring about a structural change in our transport organisation within the next years to come. 15
The maritime link between Esbjerg, Denmark and Zeebrugge, Belgium, in service since 2005, has provided an intermodal alternative to truck transport between Denmark and the Benelux countries. 16

Example pet food Pet food producer in Denmark Road transport to Esbjerg Shortsea transport: Transfennica: Esbjerg Zeebrugge Shortsea transport: Zeebrugge-UK UK road transport to wholesaler 18
Preparation of the MOS proposal spring Cost-benefit analysis - Environmental studies Calculation of energy consumption and CO 2 emissions for the transport of goods between Esbjerg and Zeebrugge By ship By truck comparison - Description of the general advantages of the project - The socio/economic elements of the project, including effects on modality and tonnes kilometres shifted -Effect of investments on EU Community objectives 19
Motorways of the Sea Esbjerg- Zeebrugge Coordinated upgrade in service Major improvements in the handling of goods Cost savings (up to 40%) Less CO 2 emissions Reduces congestion on very busy parts of the EU road network Foster integration of various parts of the intermodal chain 20
Intermodal transport THE USE OF GIS FOR MODELLING AND VISUALISATION OF COST-COMPETITION BETWEEN LAND AND SEA TRANSPORT In the green area up to 40% of the transport costs can be saved by using Intermodal transport from Esbjerg-Zeebrugge. 22 Comparison of energy consumption and CO 2 emission for transport of goods with ship and truck between Esbjerg and Zeebrugge The difference in the energy consumption and CO 2 emission by using ship and truck for the transport of goods between Esbjerg and Zeebrugge is shown in Table 1. Table 1.
