1 PORT INFORMATION GUIDE NOTICE OF AMENDMENT Date Issued: June 15 th, 2015 Date effective: July 15 th, 2015 Subject: This notice is being posted publicly to notify industry, stakeholders and the public of several intended amendments to our practices and procedures document, the Port Information Guide. Anyone that may be affected by these amendments may comment on the proposed changes. All comments received will be taken into consideration before any change is implemented. Application: Pursuant to the Canada Marine Act, and the Port Authorities Operations Regulations, Vessels within the jurisdiction of Vancouver Fraser Port Authority (VFPA) will be required to comply with the revisions and additions below. Details: The below amendments will be incorporated into the Port Information Guide. There will also be several corrections to spelling errors, the addition of page numbers and general housekeeping of the document. 1. Section 8.18: Display of Signals and Lights Addition/Amendment: In addition to those vessels required by Transport Canada to be equipped with an AIS, Vessels within the Port s jurisdiction that are certified to carry more than 12 passengers shall be equipped with an AIS. 2. Section 14.5: Environmental Requirements Addition/Amendment: The discharge of black water (waste from toilets) and grey water (waste from sinks, showers, and drains) into the environment, by any vessel certified to carry more than 15 passengers or over 400 tons, is not permitted within the Port s jurisdiction. Pleasure craft must also ensure they comply with the regulatory restrictions and best management practices related to the discharge of black water and grey water within its jurisdiction. 100 The Pointe, 999 Canada Place, Vancouver, B.C. 2 All vessels should be retaining black/grey water on board, using pump out facilities as appropriate, or arranging for a collection barge/vessel to properly dispose of the waste while in the Port s jurisdiction. In extreme circumstances, permission may be granted for the discharge of grey water into the environment from a deep sea vessel provided it is deemed by the Port not harmful to do so. A test for harmful substances/bacteria must be completed prior to any discharge. Contact the operations centre for more information. Anyone who sees a vessel discharging sewage illegally is urged to record the incident (photos/video and details) and report it to Port Metro Vancouver s community complaint line at We will forward the information to the appropriate regulator. 3. Section 4.5: ETA Addition/Amendment: A tanker transit notice must be submitted to PMV on the pacific gateway portal for all transits of tankers through the Port, whether in product or empty. 4. Section 8.19: Recreational Vessels and Section 8.20: Fishing Vessels Addition/Amendment: Sailing and fishing is not permitted between a line drawn from Ferguson Point to Navvy Jack Point as the western limit and a line drawn from Berry Point, 000 degrees north to the North Shore as the eastern limit. 5. Section 8.13: Second Narrows - MRA Procedures Addition/Amendment: Loaded (in product) tanker vessels greater than 40,000 DWT intending to transit First Narrows and/or the Second Narrows MRA require a minimum of two tugs when inward or outward bound. 6. Section 8.16: Bridge Transit Procedures Addition/Amendment: deletion of Pitt River Highway Bridge section.

Section 8.19: Recreational Vessels Addition/Amendment: the section related to personal watercraft will be amended from No person shall operate a jet-ski or similar vehicle to read No person shall operate a jet-ski, flyboard, kiteboard, parasail or similar recreational apparatus. 8. Section 8.11: Docking Addition/Amendment: Vessels at Vanterm berth 4 must vacate the berth when another vessel is berthing/un-berthing at berth 5 or 6 upon a request from a BC Coast Pilot, the Pilotage Authority, the Terminal Operator or the Port Authority. 9. Section 8.13: Second Narrows MRA Procedures Addition/Amendment: Under Navigational Channel Clearances, the addition of the word local in reference to the surveyor conducting an evaluation of air draught. To read: The Authority may approve the transit based on calculation of the air draught clearance or require verification of the air draught by a competent local surveyor prior to transit. 10. Section 8.12: First Narrows Addition/Amendment: Addition of Navigational Channel Clearances section to read: Vessels with an air draught in excess of 59 metres must report the maximum air draught of the ship or floating equipment at least 24 hours in advance to the operations centre. This report should include the keel to mast height, draft and air draft. The Authority may approve the transit based on calculation of the air draught clearance or require verification of the air draught by a competent local surveyor prior to transit. 11. Section 8.24: Military Vessels Addition/Amendment: All military vessels wishing to visit Port Metro Vancouver must make a request directly to MARPAC JTF-P. 4 Addition/Amendment: UAV operations on or over the jurisdiction of the Port must be coordinated through Transport Canada Aviation. Prior to any UAV operation within the port, a copy of the Special Flight Operations Certificate (SFOC) must be provided to the Operations Centre along with details of the planned flight (time, date, area and altitude). Any suspicious or unexpected use of UAV will be reported to police and/or Transport Canada. Recreational or hobby use of UAV or model aircraft is not permitted over Port property without prior permission from the Authority. 13. Section 14.7: Bunkering Addition/Amendment: Roberts Bank: Transportation of bulk liquid cargoes at Roberts Bank area is not currently permitted. This restriction also applies to bunkering services in this area until such time as a comprehensive assessment of the environmental impacts is conducted and appropriate control measures are developed. 14. Section 8.5: Spacing of Vessels Addition/Amendment: Content of this section to be moved to a more applicable section. 15. Section 8.19: Recreational Vessels Addition/Amendment: The line drawn from Ferguson Point north will be amended to read a line drawn from Ferguson Point to Navvy Jack Point.
