13 Expected benefits from transport infrastructure development Objectives ( In 2027) Reduction of logistics costs: GDP at least 2% (at present 14.2%). Decreased of intercity travel by PC from 59%-40%. Average speed of Freight train increase from 39 km/hr to 60 km/hr & Passenger train from 60 km/hr to 100 km/hr. Proportion of rail freight transport increase from 2.5% to no less than 5%. Reduction of loss of fuel usage, no less than 100,000 mill Baht/year. Increased proportion of passengers using MRT, from 5% to at least 30%. Increased value of importance cross-border trade connecting with AHN by at least 5% 13
14 Expected benefits from transport infrastructure development (Con t) Increased mode share of passenger train from 45 mil person-trip/yr to 75 mil persontrip/yr. Enhanced airports s capacity (Subvarnabhumi & Don Muang) to accommodate from 63 to 90 mil passengers. Improves U Tapao Airport capacity to accommodate from 800,000 passengers to 3 mil passengers. Air Traffic Management capacity increased from 600,000 trip/yr to 1.4 mil trip/yr in Increased regional airport utilization from 8 mil passengers/yr to 23 mil passenger/yr in

17 Current Operational Gaps Along Major Corridors and Cross Border Transport Challenges 1. Cross Border Transport Routes Negotiation process for making transport agreements takes time. Thus, by the time it implements, the routes that were designated in the agreement are sometimes no longer satisfied by transport operators. 2. Formalities at the border Procedures at the borders are unsynchronized since each border has different practice. 3. Guarantee for transit transport operation The absence of guarantee system which provides guarantee through out the whole transport operation has hindered transport operators to regularly perform transit operation. 17
