1 Freedom of Information Request Reference No: I note you seek access to the following information: I would like the statistics for the police response times to anti-social behaviour crimes and non-emergencies after 10pm in Southwark, ideally with the areas the crimes are committed in as well please. Could I please have the statistics from October 2015 to October 2016? Decision I have today decided to disclose the located information to you in full. Please find attached information pursuant to your request above. Information Rights Unit
2 Average MPS response times to Anti-Social Behaviour CAD Incidents on Southwark Borough Protective Marking Suitable for Publication Scheme Ad-Hoc Reference Number FOIA/MOPAC Ref Number Summary Not Protectively Marked Yes 7067 Average MPS response times to Anti-Social Behaviour CAD Incidents on Southwark Borough Creating Branch / Directorate MetHQ - Strategy and Insight Date Created 29/11/2016 Review Date 01/04/2018 This report uses LIVE DATA extracted from: COLUMBO Date Live data was extracted: 17/11/2016 Police forces in the United Kingdom are routinely required to provide crime statistics to government bodies and the recording criteria is set nationally. However, the systems used for recording these figures are not generic, nor are the procedures used locally in capturing the crime data. It should be noted that for these reasons this force's response to your questions should not be used for comparison purposes with any other response you may receive.
3 Notes Live data was extracted from the COLUMBO system (source data is from Computer Aided Despatch - CAD) on 17/11/2016 covering an Incident date between 01/10/2015 to 31/10/2016 (13mths) The Columbo query was limited to the following NICL codes falling within a general catgeory of Anti-Social Behaviour, in either Opening, Closing, Qualifying or Result positions 200 Veh Abandoned - Not stolen 201 Veh Nuisance / Inappropriate Use 202 Rowdy Or Inconsiderate Behaviour 203 Hoax Call To Emergency Services 204 Rowdy / Nuisance Neighbours 205 Littering / Drugs Paraphernalia 206 Animal Problems 207 Trespass 208 Malicious / Nuisance Communications 209 Street Drinking 210 Prostitution Related Activity 211 Noise 212 Begging / Vagrancy 213 Fireworks 214 ASB Personal 215 ASB Nuisance 216 ASB Environmental 217 Nuisance Calls This report should not be compared to other similar reports published by the MPS. The query was further limited to Southwark Borough. Duplicate calls, where more than one person calls the MPS about the same incident, have been excluded. Call Handling System (CHS) Incidents that do not pass to CAD, have been excluded. The extracted data set was matched to previously GeoCoded CAD data (using the X & Y Co-odinates recorded) which added the relevant Council Ward details to each CAD Incident. Not all CAD Incidents can be GeoCoded or as in this case, some fell outside the boundary of Southwark Borough, at a ratio of 98.8% successfully GeoCoded. After converting the response times (provided in seconds) into decimal minutes and the count of the CAD Incident within each group, it was possible to create an average and compare this to MPS targets for Immediate (15mins), Significant (60mins) and Extended (48hrs mins) Incidents. A Referred urgency is generally not regarded as a deployment. As an example, they can be CAD incidents passed to another agency or force, or can be a request for an update on an existing CAD. A CAD Incident can have an Urgency as below: Immediate - MPS Target within 15 minutes Significant - MPS Target within 60 minutes Extended - MPS Target within 48 hrs mins Referred - Not Regarded as a deployment, target not applicable. It is possible for a CAD Incident to have it's Urgency changed. A CAD Incident can be received by the MPS as an "Emergency" call, "Other", "Central Station Alarm" or via "Radio". Time : Time between demand creation (for those incidents that originated on CHS) or CAD incident creation and the time of arrival (TOA) of the first unit on scene. Charts : As there are a number of possible permutations surrounding this data set, a sample selection of charts have been included, that may visually assist in the interpretation of some of the data, and may also highlight patterns or trends that would get lost in tables of just numbers. Outliers : Outliers were identified within the Immediate and Significant Urgency data sets and can be caused by defecteive MDT terminals within a vehicle not closing a call down once dealt with or operator error where an incidents remains open longer than necessary. This causes a response time to be significantly outside of expected margins and can mean that one Incident skews tables and charts, having the effect that if left in the data set, it can appear there is a serious issue, when none actually exists. Outliers Removed from data sets in this report : time Incident Count Urgency Month Ward () on Southwark Immediate May Rotherhithe Significant June Cathedrals 1294 Significant March Newington 1300 Significant October Camberwell Green 1357 Significant July Chaucer 1482 Significant June East Walworth 2591 Significant August Brunswick park Police forces in the United Kingdom are routinely required to provide crime statistics to government bodies and the recording criteria is set nationally. However, the systems used for recording these figures are not generic, nor are the procedures used locally in capturing the crime data. It should be noted that for these reasons this force's response to your questions should not be used for comparison purposes with any other response you may receive.
