2 Final Plan County Freight Profile County Freight At-a-Glance County Size: Population 2014: 169,392 Total Freight 2011: square miles with 54 municipalities.5 MTons Total Freight 2040: 28.6 MTons 55% increase vs Key Industries: Construction, Manufacturing, Retail Trade Similar to other locations in the region, freight developments in County were historically driven by the steel industry with heavy industrial and manufacturing sites located along the Ohio corridor. While remnants of such sites remain today, the county is now one of the most densely populated within the region and home to a variety of mostly light to medium manufacturing sites. It is also poised to see radical changes and further economic revitalization in the coming years as recent announcements by Royal Dutch Shell indicate that construction of a multibillion dollar ethane cracker plant west of will become reality. The cracker plant development is anticipated by many to be a game-changer for the region, introducing direct economic benefits and ripple effects for industry, manufacturing, and multimodal freight transportation opportunities well beyond the county s borders. Existing Freight Activity Areas Profile 3a While localized freight activity can be found throughout County, freight clusters are heavily concentrated along essentially the entire length of the Ohio corridor from the state line east to Allegheny County. A second string of clusters likewise follows the CSX and NS mainlines and PA, all of which parallel the, running north-south from the -Rochester area north to Lawrence County. Smaller clusters are also found in the northwest corner of County in Darlington Township, and along the northern county border in the vicinity of Ellwood City. Existing Transportation Systems Profile 3b Major east-west highway corridors for County include I- Pennsylvania Turnpike and PA, while north-south connections include I-3, PA, PA, and PA. Six different rail lines with Class I, II, and III services provide extensive rail options through the county, including major facilities such as the NS Conway Yard in the Conway/Freedom area. Coupled with barge travel along the Ohio, the Montgomery lock and dam, at least five multimodal transfer facilities, two general aviation airport plus east access via I-3 to Pittsburgh International Airport, County is generally well represented across the various freight modes. System & Commodity Details Profile 3c Highway Freight Network: Currently, only the Interstates I- and I-3 through County are included on the federally-designated National Highway Freight Network NHFN, and no intermodal connector or similar designated routes exist. As most freight development within the county does not typically follow the Interstate corridors, state routes including PA, PA, and PA provide key highway freight access and connectivity. Multimodal Connections: With direct access to the Ohio and extensive rail lines, a number of multimodal transfer sites operate within the county. Several sites are clustered in the area, including intermodal container transfers and truck-port-rail connectivity, and functioning as part of a broader industrial area that continues south into Allegheny County e.g., Leetsdale Industrial Park. The NS Conway Yard, barge terminals in, power plant activities in Shippingport, and apparent barge moorings in Midland all represent a strong multimodal presence throughout the county. Commodity Details and Influences: Seventh in overall commodity tonnage in the SPC region, County s outbound mix of freight is one of the region s most diverse with 15-20% each in nonmetallic minerals, coal, primary metal products, secondary traffic, and other commodities. In contrast, almost half of all inbound freight consists of coal alone. Mode share details also emphasize that access to the county s rail and water transportation systems are crucial for example, whereas most other counties typically see trucking as the dominant mode, County s inbound freight shares consist of % water, 27% rail, and only 22% truck. System Data and Analyses Profile 3d Trade Partners: In reviewing the intercounty highway freight flows for the SPC region, County s leading trade partners include each of the adjacent counties, notably with higher outbound traffic to Allegheny and Washington Counties. Beyond the SPC region and with a heavy emphasis on rail and waterborne freight, leading trade partners mostly span west into Ohio, West Virginia, Michigan, Indiana, and Wyoming. Highway Freight Operations: Highway truck volumes within County are highest along I- the Pennsylvania Turnpike, though much of that travel likely consists of through-traffic. Notable truck volumes also occur along I-3 and along the Ohio, PA and PA. Countywide, potential highway infrastructure restrictions include: 162 miles 10% of county total of weight restricted roadway including, for example, SR 1 and SR 2 4 restricted vertical clearance locations beneath highway bridges 5 restricted vertical clearance locations beneath railroad bridges 27 bridges with posted weight limits Truck delays in the county generally coincide with various arterial corridors, most notably including segments along PA in South Heights, PA in East Rochester, Broadhead Road south of the Valley Mall, PA in, and PA in Falls. Growth Potential: Based on existing land use, County mostly consists of residential, agriculture, forest, and undeveloped land, but with key pockets of industrial, commercial, and extraction activity along the Ohio corridor in,,, Shippingport, and Georgetown. Potential growth areas based on employment and commodity growth estimates appear to be concentrated mainly in the south-central portion of the county, with a focus between the PA, PA, PA, and PA corridors. Central to this growth is the future ethane cracker plant located west of and along the Ohio in the vicinity of the I-3/PA Interchange. Future Freight Focus Areas Profile 3e Regional Freight Network Considerations: As mapped on County Freight Profile 3e and in order to link multimodal freight activity areas and focus areas within County and across the region, freight-significant roadways beyond the federally-designated NHFN routes proposed for inclusion on the Southwestern Pennsylvania Regional Highway Freight Network are: Intercounty Routes: PA north of I-3, PA, PA south of New Brighton Connector Routes: PA for approximately 2 miles west of I-3 to Montgomery Dam Rd, PA north of New Brighton, PA west of the Focus Areas and Potential Planning Actions: Key focus areas within County mainly entail multimodal freight access or connectivity interests, particularly along PA and PA parallel to the Ohio, as well as PA from the area to points north. Such interests are largely related to existing and proposed freight clusters along each corridor, including the future ethane cracker plant and potential offshoot developments that may dramatically affect freight and related economic activities within the county and across the region. The summary table on the following page and the corresponding map on County Freight Profile 3e highlight relevant freight focus areas and potential future planning actions specific to the county. A brief list of sample projects extracted from other planning sources that may also influence freight and goods movement on a broader regional level is also included for reference.
